About this file

This file is a Request for Information (RFI) document containing answers to pre-proposal questions submitted by potential offerors for the LEV VORTAC building construction project. The RFI provides clarifications and technical responses to questions that were submitted by interested contractors prior to the solicitation closing date of June 30, 2026. The document serves to ensure all potential bidders have consistent information regarding project specifications, site conditions, and requirements before submitting their proposals for this firm fixed-price construction contract.

The RFI answers address various technical and logistical aspects of the project, including clarifications on the Statement of Work, site conditions documented in the Geotechnical Report, constructability issues, and administrative requirements. These responses are intended to support offerors in developing comprehensive and accurate proposals for the construction of the new VORTAC building in Leeville, Louisiana. By providing written answers to pre-proposal questions, the FAA ensures all competing contractors operate from the same factual and technical baseline, supporting fair competition and responsive proposal development for this unrestricted competitive solicitation.

ANSWER:

Confirmed, Bidders are to base their bids on the pile quantities, lengths, locations and dimensions shown in the contract documents.

EOR has established the minimum requirements for pile parameters in the contract documents. Contract is responsible for the engineering, detailing, certification, fabrication, testing and coordination of the pile system to satisfy the contract requirements.

Please Clarify Pile Design responsibility:

Reference:

• Specification Section 31 62 13 – Concrete Piles

• Structural Drawings Section 31 62 13 states that the Contract Sum is to be based on the "number and dimensions of piles indicated from tip to cutoff" and the structural drawings indicate that the piles shall be 12-inch square precast prestressed concrete piles with specified design capacities and tip elevation requirements.

Additionally, the drawings identify the precast prestressed concrete piles as a delegated design item and the specifications require sealed calculations and shop drawings demonstrating compliance with the stated performance requirements.

Our interpretation is that the Engineer of Record has established the required pile type, pile size, pile locations, pile quantities, pile lengths/tip elevations, and design loads for bidding purposes. Under this interpretation, the contractor's delegated design responsibility is limited to the engineering, detailing, certification, and fabrication of the specified precast prestressed concrete pile system to satisfy the contract requirements.

Please confirm that bidders are to base their bids on the pile quantities, lengths, locations, and dimensions shown in the contract documents and that bidders are not responsible for determining an alternate pile type, pile size, pile quantity, or pile length as part of their bid.

If this interpretation is incorrect, please provide clarification regarding the extent of the contractor's delegated design responsibility and identify which pile parameters are to be determined by the contractor.
