About this file

This is a Pre-Proposal Request for Information (RFI) document containing 31 questions and answers related to the construction of a Very High Frequency Omnidirectional Range/Tactical Air Navigation (VORTAC) facility in Leeville, Louisiana. The RFIs address critical design clarifications, material specifications, site access constraints, and responsibility allocations between the FAA and contractor. Key clarifications include: 14-inch precast concrete piles are acceptable in lieu of the originally specified 12-inch piles as a delegated design item; the contractor is responsible for hiring independent inspectors subject to FAA approval; the contractor must design and install the precast concrete equipment shelter (Government Furnished Material is limited to the antenna shelter only); fiberglass material is required for the TACAN monitor pole and steel alternatives are not permissible; and the contractor bears responsibility for coordinating all delegated design elements including steel connections, stairs, security fencing, and pile design. The FAA clarified that no HUBZone preference applies under its Acquisition Management System (AMS), there is no set-aside requirement, and the extension granted moves the proposal deadline to June 30, 2026. Site-specific constraints include an existing bridge rated for 36 tons, an approximately 8-foot minimum road width, and 625 square feet for VORTAC Site 1 and 1.225 acres for VORTAC Site 2 in Lafourche Parish, Louisiana. The contractor is responsible for acquiring additional storage space if needed, and the FAA will handle contracted Entergy electrical service installation at no cost to the construction project.

1FAACan you make the geo tech report available to us?Geotechnical Report uploaded to SAM.gov.
2ArchitectureDivision 5 specifications state that the FAA will select the Independent Inspector and the Contractor will hire that Independent Inspector. Please confirm who will be responsible for independent inspections.Contractor must hire the independent inspectors, as indicated in the various specifications. FAA will approve the Contractor's proposed independent inspectors.

3 Structural Contractor 1: We are running into an issue with the 12” precast piles. None of our suppliers produce 12” precast anymore. Smallest we can get are 14”. It’s possible that we could find someone that produces 12” but more than likely they will be several states away and the shipping cost would be much higher that just going to a 14” pile.

Is there any objection to going with 14" precast piles?

Contractor 2: The drawings currently indicate 12” x 50’ precast concrete piles. However, 12” concrete piles are generally considered obsolete in this area and may present availability concerns. The next available size would be 14” square.

Please confirm whether the piles are to be bid strictly as shown in the drawings, or if the final pile design criteria (including pile type, size, and length) is intended to be designed and engineered by the contractor.

Contractor 3: 12”x 50ft precast concrete piles are not available in the locale of the project as they are no longer manufactured. Typical size is 14”. Will final pile design be delegated completely to the contractor or will the FAA design be required to be adhered to regarding pile type, size, length? 14" precast pile are acceptable in lieu of 12" precast piles.

The precast piles are a delegated design item as is indicated in Paragraph 2.2 of Specification 31 32 13 and on Drawing S-001. Driven length, reinforcement, etc., are determined by the Contractor's delegated design engineer.

Number and locations of piles shown on Drawing S-102 shall not be changed.

4FAAWill the FARS hubzone preference be applicable to this project? The FAA does not utilize the FAR but instead utilizes the Acquisition Management System (AMS). Under AMS, an evaluation preference for HUBZone or other small business concerns is not required. As such, no evaluation preference for HUBZone is included in this SIR. If you have any questions about AMS please visit the AMS website at https://fast.faa.gov/AMS_Policy.cfm.
5FAAI just wanted to confirm that there’s not set aside requirements for this project. That is correct. There is no set-aside for this project.
6StructuralIs the design of the concrete piles the responsibility of the contractor?Correct; refer to Comment #3 above.

7 Structural There are numerous notations for delegated design indicated on sheet LEV-D-VORTAC-S-001. Will alternative means and methods, materials, and systems be allowed that are different than design documents indicate if contractor’s design team determines these are beneficial to the owner and suitable for the application? See listed below:

1. DELEGATED DESIGN ITEMS ARE DEFINED AS THOSE PORTIONS OF THE DESIGN THAT ARE NOT SUBMITTED AT THE TIME OF THE PERMIT APPLICATION AND THAT ARE TO BE SUBMITTED TO THE COR.

2. DEFERRAL OF SUBMITTAL ITEMS MUST HAVE THE PRIOR APPROVAL OF THE COR. THE REGISTERED DESIGN PROFESSIONAL IN RESPONSIBLE CHARGE WILL LIST THE DELEGATED DESIGN SUBMITTALS ON THE CONSTRUCTION DOCUMENTS FOR REVIEW BY THE COR.

3. DOCUMENTS FOR DELEGATED DESIGN ITEMS MUST BE SUBMITTED TO THE REGISTERED DESIGN PROFESSIONAL IN RESPONSIBLE CHARGE WHO WILL REVIEW THEM AND FORWARD THEM TO THE COR WITH NOTATION INDICATING THAT THE DELEGATED SUBMITTALS HAVE BEEN REVIEWED AND FOUND TO BE IN CONFORMANCE WITH THE PERFORMANCE REQUIREMENTS AND DESIGN CRITERIA EXPRESSED IN THE CONTRACT DOCUMENTS.

4. DELEGATED DESIGN ITEMS MUST NOT BE FABRICATED OR INSTALLED UNTIL THE SUBMITTAL DOCUMENTS HAVE BEEN REVIEWED BY THE COR.

5. DELEGATED DESIGN ITEMS FOR WHICH DRAWINGS AND CALCULATIONS ARE REQUIRED INCLUDE THE FOLLOWING:

A. STEEL CONNECTION DESIGN INCLUDING CONNECTIONS OF LATERAL-FORCE RESISTING SYSTEMS.

B. METAL STAIRS AND LADDERS. MEMBER SIZES SHOWN ARE MINIMUM.

C. SECURITY FENCING AT STAIR AND ASSOCIATED ATTACHMENTS TO CONCRETE.

7. COORDINATE RESTRAINTS (AS REQUIRED) OF ARCHITECTURAL, MECHANICAL, AND ELECTRICAL EQUIPMENT WITHIN THE STRUCTURE.

8. FIELD-ENGINEERED DETAILS DEVELOPED BY THE CONTRACTOR THAT DIFFER FROM OR ADD TO THE STRUCTURAL DRAWINGS MUST BE SUBMITTED FOR REVIEW AND APPROVAL PRIOR TO CONSTRUCTION Alternative means and methods, materials, and systems that are different from what is shown on the drawings and/or specifications may be submitted for consideration. The FAA is not obligated to accept any proposed alternative means and methods, materials, and/or systems that differ from what is shown on the drawings and specifications.

8FAAWhat is the weight rating of the existing bridge located at the entrance of the site? We have concerns that weights of materials and / or equipment to be utilized during the scope of work may exceed the max weight rating of the existing bridge span and piles supporting the span. The seal on the bridge deck indicates that it is rated for 36 tons. This is a standardized 36-ton highway semitruck load model used for bridge design. The Road has about 12” gravel which theoretically should cover for a fire truck of about 75,000 lbs or 37.5 Tons.
9FAADue to numerous site access concerns and remaining questions, would the owner entertain moving the proposal date back 4 weeks to allow all parties to clarify all unclear aspects of the project and project documents? The extension was granted and proposals are now due 6/30/2026.
10FAAWhat is the cost of the Entergy electrical service, and will the contractor or the owner be responsible for the costs associated with the installation of the electrical service to the site?FAA is contracting out the Entergy Electrical Service Construction from the T-junction on the vehicle service road. No cost should be associated with the VOR construction project.
11FAAIs there an owner preferred manufacturer of the pre-cast concrete equipment structure as shown in plans and indicated in specifications division 13?There is no preferred manufacturer of the concrete equipment structure as long as structure meets all required specifications.
12StructuralWe are requesting additional information regarding the fiberglass lattice mast. We are unable to locate a specification for this item within the contract documents. Also, please confirm whether there is an approved manufacturers list available for the fiberglass lattice mast. Per the Statement of Work, this item appears to be contractor furnished and installed.FAA's preferred manufacturer and point-of-contact is indicated in Note 1 of TACAN Monitor Tower notes on Drawings S-001.
13ArchitectureSheet A201 Note 1 states the shelter is Government Furnished. This item is not included on the list of GFE contained on “SOW+LEV+VORTAC+Replacement 8.1” Can the FAA confirm the list of GFE is correct? The VOR Antenna Shelter (teepee) is government furnished. The concrete shelter is to be provided by the contractor.
14ArchitectureIf the FAA supplies the shelter, where does the contractors scope start? For example, will the FAA deliver the shelter to the site, provide a crane and set shelter? Will FAA supplier do all onsite installation activities like roof, door hoods ect?The precast concrete equipment shelter is provided by the contractor in coordination with the precast concrete equipment shelter manuacturer. This includeds delivery to site, installation, and required construction equipment.
15FAARegarding GFM. Will the FAA deliver this to site, or will contractor need to pick it up at an offsite location and transport?Contractor will coordinate with the RE to have the materials delivered on-site from current storage location.

16 Structural If the Shelter is GFM and the contractor is responsible for setting? Can we get exact weight and information about sections and sizes? Sheet S-003 states the shelter load on foundation is 170kips. We will need to know if the shelter is in delivered in smaller sections and the weights of those sections. The road will need to support these deliveries on trucks. The antenna shelter is GFM.

The equipment shelter is a prefabricated concrete structure and is a delegated design. It is permissible to fabricate the shelter in sections and then assemble them on-site. Contractor must coordinate with shelter manufacturer regarding shipping sizes and weights, installation instructions, etc. If shelter is delivered in sections then a membrane roof would need to be installed to ensure no leaks at the connection points.

Per Note 2 of Precast Concrete Equipment Shelter notes on S-001, contractor must notify FAA if the actual weight of the equipment shelter is greater than what is shown on Drawing S-001, and Jacobs will determine if any modifications to the drawings and specifications are necessary.

17 Structural The plans call for several delegated designs. These delegations require the contracting team to complete several elements of design. Will Jacobs share CAD files, load calcs and other design files post award? The plans also state many of the provided loads are assumed. Will the contracting team be completing design with assumed loads or actual? Whose engineer will be responsible for the final design? If requested, the FAA will share CAD files and calculations to the selected bidder after the contract is executed.

Contractor's delegated design engineer must design the precast concrete equipment shelter. Per Note 2 of Precast Concrete Equipment Shelter Notes on S-001, contractor must notify FAA if the actual weight of the shelter is greater than what is shown on Drawing S-001, and the FAA will determine if any modifications to the drawings and specifications are required..

Contractor's delegated design engineer must design the TACAN Monitor pole (including the anchor rods but not the pile-supported foundation). Per Note 4 of TACAN Monitor Tower Notes on S-001, contractor must notify FAA if the actual reactions at the bottom of the pole are greater than what is shown on Drawing S-001, and Jacobs will determine if any modifications to the drawings and specifications are required..

18 Structural Sheet S-001 Delegated Design 5A steel connections are delegated designs. Structural Steel Note 8 provides loads for vertical shear and states all connections shall be 20 kip min. Is the intent for all connections for framing (W Shape Members) to be designed with the only load being vertical shear? Are we to ignore other loads such as tension, compression, and torsion? Who will confirm load paths? Who will confirm coordination between all systems? Will the EOR from Jacobs take responsibility for the steel connections designed by the contractor with assumed loads? All loads necessary for the contractor's delegated design engineer to design the connections are indicated on the drawings.

Contractor must coordinate between all systems.

Contractor's delegated design engineer is responsible for the design of all steel connections, as indicated in Note 5A of Delegated Design Notes on S-001.

19 Structural Sheet S-001 Structural Steel Note 6 shop primed and coated in the field. The specifications (09 96 00) also state structural steel is to be shop primed with zinc based primer and then coated (Painted) in the field. Can the FAA confirm that the structural steel and grating will not be hot dipped galvanized? The rebar is hot dipped galvanized by not the steel? Per Note 6 of Structural Steel Notes on S-001, structural steel members are shop-primed with a zinc-rich primer and then field-painted.

Per Note 2 of Concrete Notes on S-001, reinforcing bars are hot-dip galvanized.

20 Structural The concrete piles are labeled as delegated design. Can the FAA confirm the extent of this design? For example, is the contractor required to verify the piles support vertical and lateral loads of the DVOR site? Or just installation loads? Sheet S-001 Note 5 under geotechnical states the contracting team is to design, certify, supply and install in accordance with these specifications. Will the contractor be required to test the pile load in the field to verify the assumed loads provided on sheet S-001? What if 49 feet depth does not product this strength? The precast piles are a delegated design item as is indicated in Paragraph 2.2 of Specification 31 32 13 and on Drawing S-001. Driven length, reinforcement, etc., are determined by the Contractor's delegated design engineer as necessary to support the loads indicated in Notes 8 and 9 of Geotechnical Notes on S-001.

Contractor's delegated design engineer must provide all applicable criteria regarding any necessary load-testing .

If the contractor's delegated design engineer determines that the piles cannot develop the required load capacity when driven to the indicated pile tip elevation, the contractor's delegated design engineer shall propose an alternate method to develop the required pile capacities.

21 Structural Sheet S-102 note 3 states stairs are by others. I assume this means other is contractor and these are delegation of design? Sheet E303 detail C8 shows a fence area around the base of the stairs. I assume this is delegation of design as well. Can we get dimension of this structure and specs? Can we get cad files for this structure and stair opening to assist with design after award? The stair are a delegated design (note that the stringer sizes are minimum sizes, as indicated in Note 5B of Delegated Design notes on S-001).

Refer to Drawings A301 for dimensions of the stair.

The fenced enclosure around the stair is a delegated design per Specification 10 22 13.

22StructuralCan the FAA confirm the piles are to be installed to a depth of -49Feet MSL or to a specific capacity. The pile tip elevation indicated in Note 11 of Geotechnical Notes on S-001 is for reference only. The piles are a delegated design and the contractor's delegated design engineer must determine the pile tip elevation necessary to achieve the pile loads indicated on Notes 8 and 9 of Geotechnical Notes on S-001.
23FAAPart of the entrance road was completed last year. This road has bridges. We would like to know the load rating of these bridges. Can the FAA provide this? The seal on the bridge deck indicates that it is rated for 36 tons. This is a standardized 36-ton highway semitruck load model used for bridge design. The Road has about 12” gravel which theoretically should cover for a fire truck of about 75,000 lbs or 37.5 Tons.
24FAAA follow up question to would be the existing road constructions load capacity. Can the FAA share this information or provide previous construction plans of this road?Road As-Builts uploaded to SAM.gov.
25FAA/CivilCan the FAA provide a legal description of the current lease. We are concerned that the road may be too narrow to navigate with the new shelter and would like to widen the turn radius.VERY HIGH FREQUENCY OMNIDIRECTIONAL RANGE TACTICAL AIR NAVIGATIONAL AID

The minimum road width on site is approximately 8 feet. Refer to the VF100 drawing series for existing road geometry.

26FAAWill the property owner allow any storage outside of the FAA lease area? No, it is the responsibility of the contractor to acquire additional storage if additional space is required.
27FAADoes the FAA have any information regarding the water way around the site? Channel depth ect?No it is outside our Leased land and any additional survey cost would be at the contractors expense including any enviromental permiting cost.
28StructuralThe monitor pole is a delegation of design. This tower is fiberglass and frangible. If wind loading for the tower exceeds the rated load, can steel be used? Can the contractor provide a similar tilt down design utilizing a steel structure like Little Rock or Corona sites?Pole must be fiberglass - steel is not permissible.
29StructuralFor the delegation of design for the monitor pole, the notes state that the foundation has assumed loads. Should the contractor assume the design for this structure will be complete? The contractor will design the tower, foundation, tilt down ect?Contractor's delegated design engineer must design the TACAN Monitor pole (including the anchor rods but not the pile-supported foundation). Per Note 4 of TACAN Monitor Tower Notes on S-001, contractor must notify FAA if the actual reactions at the bottom of the pole are greater than what is shown on Drawing S-001, and Jacobs will determine if any modifications to the drawings and specifications are required..
30StructuralThe site calls out the tilt down tower to be a TACAN monitor. We do not see a doppler monitor. This is typically 200 feet minimum from center of counterpoise. Will there be one for this site? This is a conventional VOR not Doppler so no Doppler Monitor is required for this site.
31StructuralThe specifications state that the FAA will hire a testing company to monitor pile installation and perform testing of the piles. The specs also call for the contractor to have a quality control plan and testing lab. Can the contractor exclude QC testing if the FAA is performing QA or will two separate testing firms do the same tests? One for the contractor and one for the FAA?Contractor will hire the independent inspectors, as indicated in the various specifications. FAA must approve the Contractor's proposed independent inspectors.
