About this file

This document is a Memorandum for Record from the Federal Aviation Administration (FAA) addressing questions for Request for Proposal 6973GH-26-Q-00016 for the Selfridge ANG Electrical Upgrade project in Detroit, Michigan. The memorandum provides official responses to six key contractor questions, including details about transformer ownership (owned by Selfridge ANG), trenching requirements, metering specifications, inspection procedures, and facility accommodations. The document confirms that 2026 funds are certified and obligated for the project, and inspections will be completed by DHS and 127th Civil Engineering staff. Contractors are advised that they will need to provide their own portable bathrooms and obtain both a Miss Dig permit and a base permit for trenching work.

MEMORANDUM FOR RECORD

FROM: RAYMOND A. LENA

Contracting Officer

AAQ-710, FAA

SUBJECT: Response to Received Questions: Request for Proposal - 6973GH-26-Q-00016 Selfridge ANG Electrical Upgrade, Detroit, MI

The purpose of this memorandum is to formally document the government’s response to all questions received resultant to the subject RFQ

1. Is the existing transformer utility owned or owned by Selfridge?

A: Yes, Selfridge ANG owned.

2. Is there any issue with directly trenching the gravel road or do we need to provide directional boring to go under the road?

A: Waiting on confirmation, but I do not think trenching will be an issue as long as the dig permit is completed and the trench is enclosed properly once work is completed.

The dig permit will require both a Miss Dig permit, and a permit from the base. I can assist with the base permit if needed.

3. Is there any requirement to meter this new service or is metering accomplished elsewhere? A typical service would have a meter socket installed which I don’t see mentioned anywhere.

A: Yes, there is a requirement for a meter. See meter spec in separate attachment

4. Due to the fact that this is a military base, is there any requirement to have this inspected by the local city?

A: Inspection will be completed by DHS and 127th Civil Engineering staff.

5. Are bathroom facilities available or do we have to provide our own port a pots A: There are none local to the area, providing your own would be most beneficial.

6. Are funds presently available for this project A: Yes 2026 Funds are certified and obligated for award.

These are the only questions received. No further questions will be answered in the preproposal phase of this effort.

Please direct questions or concerns to the undersigned at Raymond.a.lena@faa.gov.
