About this file

This Statement of Work (SOW) details electrical service infrastructure installation for a Remote Surveillance System - Maritime (RSS-M) at Selfridge Air National Guard Base for the U.S. Customs and Border Protection (CBP) and Federal Aviation Administration (FAA). The project requires a contractor to install a 100A 240VAC single phase electrical service, including trenching between a transformer and a new post location, installing a safety disconnect switch, conduit runs, grounding systems, and an Itron Centron electric meter. The work involves precise specifications such as installing a 6x6 post 5 feet above grade, using PVC Schedule 40 and Heavy-Wall Rigid RMC Metal conduit, and connecting 1/0 conductors, with all installations to comply with county, base, and state of Michigan regulations. The project is temporary, with all infrastructure to be removed when requirements change, and inspections will be completed by DHS and 127th Civil Engineering staff.

Background The Customs and Border Protection (CBP) for the Swanton Sector is installing an electrical service for a Remote Surveillance System – Maritime (RSS-M). The RSS-M is a self contained, 85 foot relocatable tower that supports a rotating marine radar with a FLIR long range video system. This document addresses the power requirements for the RSS-M. This is a temporary installation, all infrastructure being installed will be removed as requirements change and a new location is identified.

Figure 1. Proposed Location of RSS-M

2.0 Scope

The contractor must provide all labor, tools, material, transportation, inspections, and any other incidentals required to install the electrical infrastructure needed for the RSS-M. The contractor must also schedule any inspection required by Selfridge Air National Guard Base.

The contractor will install a fused disconnect switch attached to a transformer on the Northeastern section of Selfridge Air National Guard Base.

The existing transformer is owned by the Selfridge Air National Guard Base.

3.0 Requirements.

Contractor must install infrastructure required to support the deployment of the RSS-M. The contractor must follow all rules and regulations required by county, Selfridge Air National Guard Base and the state of Michigan. If instructions from this SOW contradict the rules and regulations of the county, Selfridge Air National Guard Base or the state of Michigan, the contractor must follow the rules and regulations of county, Selfridge Air National Guard Base or the state of Michigan. Inspection will be completed by DHS and 127th Civil Engineering staff. The contractor shall provide its own bathroom facilities.

The contractor can recommend deviations from the statement of work. Any deviation must be approved via email to the contractor.

Figure 2. Site Overview

3.1 The contractor will trench between the transformer located at 42.62783471332071, -82.81992081985244 and the proposed location of the post at 42.6276886753351, -82.81993288979298. Contractor will trench between the two locations by the shortest path. Trench will conform to rules and regulations of county, Selfridge Air National Guard Base or the state of Michigan for a 100A 240VAC single phase service. Prior to proceeding with any trenching or hand digging work, dig permits from both Miss Dig and from the Selfridge ANG Base Civil Engineering unit will be required.

3.2 The contractor will install a post, 6 x 6, 42.6276886753351, -82.81993288979298. This location is approximately 25’ off the gravel road directly south of the transformer located at 42.62783471332071, -82.81992081985244. The highest point of the post must be 5 feet above grade. Contractor can recommend a different post.

3.3 The contractor will install a 100A 240 VAC single phase, NEMA 3R, fusible safety disconnect switch. The safety disconnect switch will have three 100 A, time delay, blade type, non-indicating, fuses installed, Mersen TR100RID. Contractor can recommend a different safety disconnect and fuses.

3.4 The contractor will install grounds and ground rods for the safety disconnect switch for a 100A 240 VAC single phase service in accordance with county, Selfridge Air National Guard Base or the state of Michigan. The grounding will be tied into the bus bar in accordance with county, Selfridge Air National Guard Base or the state of Michigan.

3.5 The contractor will install PVC Schedule 40 conduit below grade from the transformer vault to safety disconnect switch. The conduit will be a minimum of 1.5”. Above grade, the contractor will install Heavy-Wall Rigid RMC Metal conduit. Heavy-Wall Rigid RMC Metal conduit should transition below grade from the PVC Schedule 40 to the 100A Safety Disconnect Switch. The contractor will install Contractor can recommend a different conduit.

3.6 The contractor will install three 1/0 conductors for a 100A 240 VAC single phase service in accordance with county, Selfridge Air National Guard Base or the state of

Michigan from the transformer vault to the safety disconnect switch. The 1/0 conductors will be tied into the input side of the safety disconnect switch.

3.7 The contractor will install connect the 1/0 conductors to the transformer for a 100A 240 VAC single phase service in accordance with county, Selfridge Air National Guard Base or the state of Michigan.

3.8 The contractor shall meter the new service with Itron Centron Polyphase electric meter (with RF) – Itron CP3 9S CL20 3 ERT Demand + Clock.

3.9 The contractor shall verify field conditions for each transformer/ building.

3.10 All new meter installations shall be provided with voltage, and current safety disconnects and fuses or equivalent, so that the meter assembly can be worked on safely over the life of the meter installation and not require utility outages for servicing. All new meter installations shall include the installation of new properly sized utility grade solid core current transformers (CTs). All new meter installations shall be installed in outdoor rated weatherproof cabinets that meet the National Electrical Safety Code (NESC), the NEC, Federal, and State codes based on the prevention of hazards to life and property.

3.11 Utility grade solid-core current transformers are required for the project.

3.12 The location of the new electric meters will be on the tenant building pad mount transformers load side except for several locations that have pole mount transformers.

The meter locations for Selfridge Tenant buildings that have pole mounted transformers will be on each Tenant building just outside the Tenant building electrical room

4.0 Schedule.

The contractor must perform the work described in this SOW as soon as practical, based on ground conditions, after the contract has been awarded.
