About this file
This document is a Memorandum for Record responding to site visit questions for a Federal Aviation Administration (FAA) window replacement solicitation at the Mike Monroney Aeronautical Center in Oklahoma City. The memorandum addresses four key questions from potential bidders about the ZLC CTRB, ISB Window Replacement project (Solicitation No. 6973GH-25-R-00113), including preferred pricing submission format, window color specifications, window material confirmation, and tempered glass requirements. Specific details include confirmation of commercial-grade vinyl windows, preference for black exterior windows with tan/white interior if heat transfer is a concern, and detailed criteria for windows requiring tempered glass, such as windows in doors, near doors, large windows near floors, in stairwells, bathrooms, and hazardous locations.
The document extends the proposal due date to 18 April 2025 at 12:00pm MT and reminds bidders to carefully review Section L (Instructions for Preparation and Submission) and Section M (Evaluation Criteria). The solicitation is a small business set-aside for NAICS Code 236210 with a size standard of $39.5M and an estimated project magnitude between $50,000 and $100,000. Performance and payment bonds are not required, and all pre-construction materials will be reviewed before issuing a Notice to Proceed. Interested contractors must have an active SAM.gov registration and can direct questions to Contracting Officer Raymond A. Lena at Raymond.a.lena@faa.gov.

MEMORANDUM FOR RECORD
FROM: RAYMOND A. LENA
Contracting Officer
AAQ-710, FAA
SUBJECT: Response to Site Visit Questions: Request for Proposal - 6973GH-25-R-00113 ZLC CTRB, ISB Window Replacement
The purpose of this memorandum is to formally document the government’s response to all questions received resultant to the ZLC site visit on 11 March 2025.
1. The main items for the Window project were the L2. Volume
I Pricing. does the FAA have an excel format that they would prefer to see? Does Contracting Officer require the format of bids be submitted in order to allow for bid comparison purposes? FAA only thought Excel format would make it easier to compare.
2. Were the windows to be BLACK inside and outside or Black and Tan? This will narrow the manufacturer and will affect the pricing and lead times as well. FAA requested Black to match existing. FAA is looking for commercial rated highest quality window at a fair price. If heat transfer is an issue with black on black windows, and is confirmed to cause frame warp, Black exterior and Tan/White interior is acceptable.
3. The SOW states that the existing aluminum windows are to be replaced with Commercial grade vinyl. We were just wanting confirmation on the vinyl windows. Vinyl windows is confirmed for cost savings measure.
4. Were any of the windows expected to be tempered?
Windows That Require Tempered Glass:
a. Windows in Doors: Any glazing in a door, including sliding glass doors and storm doors, must be tempered.
b. Windows Near Doors: If a window is within 24 inches (2 feet) of a door's swing path and the bottom edge is less than 60 inches (5 feet) from the floor, it must be tempered.
c. Large Windows Near the Floor: Any window where the bottom edge is less than 18 inches from the floor and the top edge is more than 36 inches above the floor, and exceeds 9 square feet in size, must be tempered.
d. Windows in Stairwells and Landings: If a window is within 36 inches (3 feet) of a walking surface (like a landing or stairs) and the bottom edge is less than 60 inches above the floor, it must be tempered.
e. Bathroom Windows: Any window within 60 inches of a bathtub, shower, or hot tub floor must be tempered.
f. Windows in Hazardous Locations: This includes windows in railings, near swimming pools, or other areas where breakage could pose a safety hazard.
