About this file
This is a Questions and Answers document (Attachment 3) for solicitation number 6973GH-25-R-00026 regarding the overhaul and repair of Rotary Couplers for the FAA. The document contains three technical clarifications about the requirements.
The Q&A clarifies that all MODE-S rotary couplers must be assembled in a 4-beacon channel configuration, with 6-beacon channel units to be reconfigured to 4-channel units and spare cavities returned to the FAA. It addresses changes to channel VSWR specifications, confirming these are meant to avoid test discrepancies rather than permanently change specifications, with tolerances matching those from a previous June 2019 solicitation. The document also corrects a part number error, confirming that the TWDR Rotary Joint part number should be 21132A instead of 2JI32A across multiple CLINs in Section B.

Question 1: SOW P3.1.2 Will this effort involved both refurbishing the 4, 5 and 6 channel units (1443, 1537, 1538, 1658) as well as refurbishing and “upgrading” the 6, 7, and 8 channel units (1624, 1707, 1708, 1818)?
Answer 1: The intent is all the MODE-S rotary couplers be assembled in a 4-beacon channel configuration by the vendor. In the event the vendor receives a 6-beacon channel rotary coupler, it shall be reconfigured to a 4-channel unit and the spare cavities returned to the FAA in the same condition in which they were received.
Question 2: SOW P3.1.3 This paragraph redefines some of the channel VSWR specifications for the couplers iaw Attachment 5. Most have been decreased 0.02 or 0.03 from the current values. Is the FAA intending to permanently change the specifications for those channels/couplers or are the specifications a target for the purpose of avoiding test discrepancies? If we have to revise the channels specifications, that will entail a large documentation exercise; outline drawings, ATPs, etc….
Answer 2: The intent here was absolutely to avoid test discrepancies. This has been an issue in the past so in the interest of avoiding that potential problem, some specifications have been tightened slightly. These tolerances are exactly the same as those detailed in the previous Attachment 5 of the Statement of Work dated June 28, 2019 and issued under Solicitation Number 6973GH-19-R-00240.
Question 3: Solicitation Section B: Part number 2JI32A should be 21132A.
Answer 3: TWDR Rotary Joint is P/N is 21132A. This has been corrected in Section B - Supplies or Services/Prices, CLINs 0001, 0009, 1001, 2001, 3001 and 4001.
