This is a federal solicitation document (6973GH-25-R-00026) requesting proposals for overhaul and repair services of rotary couplers used in multiple FAA radar systems. The solicitation outlines requirements for repairing/overhauling eight different NSN rotary couplers with varying annual demands, ranging from 1-7 units per type. The contract will have a one-year base period plus four one-year options, with multiple awards anticipated.

Key requirements include first article testing for non-OEM repairs, compliance with FAA Certificates of Compliance and Measurement Set documents, and registration in SAM.gov. The NAICS code is 811210 (Electronic and Precision Equipment Repair and Maintenance) with a $34.0M size standard. Proposals must be submitted via email by February 19, 2025, 2:00 PM Central Time. The contract includes both firm-fixed-price and cost-reimbursable pricing arrangements. Small business subcontracting goals include 25% to small businesses, with sub-goals of 13% to small disadvantaged businesses, 5% to women-owned small businesses, and 3% to service-disabled veteran-owned businesses. The contracting agency is the FAA Mike Monroney Aeronautical Center in Oklahoma City.

(b) “Direct Material” means those materials which are not encompassed by the definition of “Indirect Materials.”

(c) “Indirect Material” means all supplies and materials which do not become an integrated part of the assembly, accessory, or component. Typical items are lubricants, solvents, wiping rags, emery cloth, plating material, safety wire and abrasives. Price of indirect material shall be included in the Hourly Composite Rate.

(d) “New, Unused Parts” means serviceable parts that have never been used, which conform to current production standards, and which are intended for replacement for like irreparable parts.

The Contracting Officer or Contracting Officer’s Representative will make a determination as to the condition of the unit(s) based upon data furnished by the contractor and/or a physical inspection of the unit(s) by authorized Government personnel.

(b) The Contracting Officer will furnish disposition instructions for irreparable units and the contractor shall be entitled to be paid only the appropriate fee for inspection and/or testing as specified under Part I - Section B.

(c) Failure to agree to the condition of the units shall be a dispute concerning a question of fact within the meaning of the clause of this contract entitled Contract Disputes, AMS 3.9.1-1.
