About this file

This document is a Questions and Answers (Q&A) sheet for Solicitation Number 6973GH-25-Q-00094, which involves replacing HVAC units, ducting, and hardware for the FAA Airport Surveillance Radar (ASR) facility in St. Thomas, U.S. Virgin Islands. The Q&A addresses numerous technical and logistical details, including unit specifications, installation requirements, and contractor responsibilities. Key points include: the government will provide new 20-ton HVAC units stored locally, contractors must maintain a 70-degree temperature during installation, existing electrical disconnects and controls will be reused, and the units can be replaced one at a time. The project falls under NAICS construction code, requires no bonds, and has no current security clearance requirements, though these could change.

The Q&A provides specific guidance on various aspects of the project, such as refrigerant recovery (with a suggested gas supplier contact), insulation and ductwork materials (subject to Buy American Act requirements), and warranty details. Contractors are advised that materials can be shipped from anywhere in the U.S. at their expense, Virgin Islands contractor licenses are optional, and the project follows a firm fixed-price contract model. The solicitation is 100% set aside for small businesses, with proposals due by May 7, 2025, at 4:00 PM Central Time, to be submitted via email to the FAA contact.

A. There are no preferred local contractors.
