QUESTIONS AND ANSWERS

6973GH-24-R-00011

Mobile System Test Bed Facility November 17, 2023

1. I believe the specs and the prints leave out the fact that the PA system and the Fire Alarm systems are also proprietary to JCI. It lists the security contractor as Joe Benjock with JCI, but it doesn’t reference JCI in the Fire Alarm or PA systems. Could we get that clarified please?

Government Response: See Addendum No. 1

2. Is this project tax exempt? If so, will the government provide a tax exempt form to the awarded contractor so that they may provide it to their subcontractors?

Government Response: No.

3. Are there fund available for this project? It appears that funds are not presently available for this project, and this project already bid this year but was not award.

Government Response: Subject to Availability of Funds. The previous SIR 6973GH-23-R-00143 was cancelled due to rework of the package.

4. The site visit paragraph in the solicitation indicate the site visit will be “TBD”. Will the GOV conduct an organized site visit for this project, either virtual or in-person?

Government Response: There will be a pre-proposal conference held virtually on 11/21/23 at 1000 CST.

5. The SF 1442, box 11, states that the duration is 365 calendar days. However, Page 22 of the solicitation, paragraph 3.2.2.3-71, states that the duration is 387. Section 01.10.00, Summary, within the Specifications states that the duration is 270 calendar days. Please clarify the duration of the project.

Government Response: Construction duration is 365 calendar days.

6. The proposal due date is 11/27/23, the Monday after the Thanksgiving holiday. Would the FAA please consider extending the due date to the Friday after Thanksgiving, December 1, 2023? This would allow contractors time to finalize bids after a well-known holiday where contractors and Subcontractors are not available.

Government Response: Amendment 6973GH-24-R-00011-0001 extends the proposal due date to 11/30/23.

7. The SF 1442, box 13B states that a bid bond is not required. However, page 26, para 3.4.1-1 appears to indicate that a bid bond is required with our proposal package. Please clarify whether a bid bond is required with submission of our proposal. And, if a bid bond is required, would the FAA please provide a cost range for Contractors to provide to our Surety?

Government Response: Bid Bond is required. Block 13B should be check “IS”. Magnitude of Construction is between $1,000,000.00 - $5,000,000.00.

8. This solicitation is issued as a full and open (i.e., not small business set-aside). These contracts typically require small business participation and small business subcontracting plans. Please clarify whether or not Large Businesses, per NAICS Code 236220, must provide a Small Business Subcontracting Plan (as required by FAR 52.219-9) and adhere to Small Business Participation goals. And if so, please confirm that Small Businesses pursuing this solicitation as the Prime Contractor does not have to comply with all Business Subcontracting Plan and adhere to Small Business Participation goals as defined by FAR 52.19-9(a), which states, “This clause does not apply to small business concerns.”

Government Response: FAA does not fall under FAR. Refer to AMS 3.6.1-4 SMALL BUSINESS SUBCONTRACTING PLAN (OCT 2022) on page 20 of 6973GH-24-R-00011. Clauses are located at FAA FAST Home Page.

3.6.1-1 NOTICE OF TOTAL SMALL BUSINESS SET-ASIDE (OCT 2019) is deleted from the SIR.

9. Section L, under “Electronic Offers”, it states that the proposal shall be submitted in a format readable by Microsoft Word 2016, MS Excel 2016, MS Project 2016, and MS Power Point 2016 as applicable. We typically submit single PDF files to the FAA for review. Please confirm that single PDF files, per Section (i.e., single PDF file for Section I Contract Documentation and another single PDF file for Section II Technical Proposal) is allowed.

Government Response: Single PDF files, per Section (i.e., single PDF file for Section I Contract Documentation and another single PDF file for Section II Technical Proposal) is allowed.

10. Section L states to list the Paving Contractor to be used, and that the approved Paving Contractor must be pre-qualified by the City of Oklahoma City as “Paving Contractor: A”. Will the FAA accept pre-qualified Paving Contractors with any other designations with the City of Oklahoma City, such as B, C or D? Or, are only Paving Contractors with designations “A” by the City of Oklahoma City be acceptable?

Government Response: Paving Contractor “A” is required.

11. Within Section L, Factor 2 Past Performance, are Offerors to submit both PPS forms for a minimum of three but no more than five completed projects AND a list of past performance POCs (minimum of three but no more than five)?

Or, can the Past Performance POCs listed for the three to five PPS forms count towards the three to five Past Performance POCs?

Government Response: Section L states The Offeror shall complete a minimum of three (3), but no more than five (5), “Past Performance Experience” Information” forms, attached to the SIR in Section J in response to this factor. All blocks must be filled in and all data should be accurate, current, and complete.

https://fast.faa.gov/ https://fast.faa.gov/

A minimum of three (3) but no more than five (5) completed PPSs shall be submitted directly to the Contracting Officer no later than the SIR closing date.

12. Section L states to list the proposed paving contractor, presumably to confirm that the paving contractor is a pre-qualified paving contractor, “A”, with the City of Oklahoma City. Please confirm that the FAA is not requiring past performance information sheets and past performance surveys for the proposed paving contractor, only the name of the pre-qualified paving contractor, “A”.

Government Response: Provide name of paving contractor. Additional information is at bidder’s discretion.

13. Can the proposed Superintendent on this project have any other duties on this project? And, can the proposed Project Manager have any other duties on this project?

Government Response: Superintendent may have other duties on this project but must be dedicated to this project only. Project Manager may have other duties on the project and is not required to be dedicated solely to this project.

14. Section 00.31.00 states to obtain and pay all required City of Oklahoma City building permits, to include permits for all trades. As this project is a FAA, federally-funded project on a federal property, we are under the impression that City of Oklahoma City permits are not applicable. We may be incorrect in this assumption. While building codes and standards in accordance with City of Oklahoma City may be required, would the FAA please confirm whether City of Oklahoma City building permits are actually required to be obtained on this project?

Government Response: Permits are required. The project is on Oklahoma City Airport Trust property.

15. Section 00.31.32 references a geotechnical report for this site. We can not locate this report in the solicitation documents. We apologize if we’ve overlooked it. Would the FAA please either provide this document for our review or direct us to where this document is located within the solicitation documents?

Government Response: I have a question into the A-E asking for the report. I cannot find a copy in our files.

16. Section 01 21 00, para 1.03, states that the Contractor is to provide a line item and stipulate sum in bid for payment of inspecting services specified in Section 01 40 00 – Quality Requirements. However, Section 01 40 00, para 1.04, states that the Owner (FAA) will employ services of an independent testing agency to perform certain specified testing. Is the Contractor to assume that the FAA will use an independent testing agency for this project, but that the Contractor is to pay for this independent testing agency? Please note, Section 01 40 00, para 3.03(C), Contractor Responsibility, does not include the responsibility of providing or paying for the testing agency. However, Section 01 45 33, para 1.04 Special Inspection Agency, it states that the Contractor will employ services of a Special Inspection Agency to perform inspections and associated testing. Would the FAA please clarify the following: 1) Is the Contractor responsible for providing an independent testing agency? What costs should Contractors include in the “testing allowance” per Section 01 21 00? And, if Contractor is to provide an allowance line item, per Section 01 21 00, para 1.03, where is this price to be insert? The excel spreadsheet, Section B – Supplies or Services-Price does not have a line item for this “allowance”.

Government Response: Refer A-E’s Addendum 1.

17. Per the new drawings for this project, specifically A.502, Details 2 through 5, it appears the roofing system is a standing seam roof system (AS-24) with spray foam insulation. PEMB manufacturers, specifically those listed in Spec Section 13 64 19, won’t warranty the standing seam roofing system with spray foam applied, as it takes away from the designed thermal movement. If you refer to Specification Section 07.21.16, they are notating a R-30 simple saver roof insulation system. This would be a standard condition we see with standing seam roof systems. Please note, if spray foam is required for the roof, an additional substrate would be required to provide a barrier between the foam and standing seam. This could be a plywood deck, deck panel, or some sort of fabric membrane. Also, if the FAA would prefer to have R-30 simple saver roof insulation on the standing seam roof system, the spray foam and intumescent thermal barrier can still be applied to the walls/exposed metal as shown on the drawings, just not the SSMR roof system. Please advise on how to proceed with the roofing system and roofing insulation. \

A-E RESPONSE: Refer to drawing revisions to Sheets A.501, A.502, and A.701 in Addendum 1.

18. There is a “signage” spec section, but we can not locate a signage schedule or signage details or layout in the drawings. Please clarify and provide details for the signage scope.

A-E RESPONSE: Signage schedule and details are provided in Addendum 1.

19. On Drawing A-401, Details 1, 2, 3, 4 and 5, are all those toilet accessories provided and installed by the Contractor?

Or, if the FAA providing some of those items, such as soap dispenser, TP dispenser, etc.?

Government Response: Contractor to provide and install.

20. Is there a proprietary fire alarm manufacturer that Contractors must use on this project? If so, please provide name of manufacturer and contact information if available.

A-E RESPONSE: Fire Alarm System manufacturer shall be FAA Campus standard system type JCI.

21. Is there a pre-qualified or preferred overhead coiling door manufacturer Contractors should use on this project?

A-E RESPONSE: Overhead coiling door manufacturers meeting requirements in the specifications are acceptable.

22. Is there a proprietary security system manufacturer that Contractors must use on this project? If so, please provide name of manufacturer and contact information if available.

A-E RESPONSE: Security System manufacturer shall be FAA Campus standard system type JCI.

23. Once the building and site paving is complete, are all disturbed areas to be sodded with U3 Bermuda? If so, is the sod to be placed up against the building? We can not locate a landscape/site restoration drawing.

A-E RESPONSE: Per Permanent Erosion Control Practices Note on Sheet C1.0, Bermuda grass solid slab sod or seeding shall be used on this project in all disturbed areas.

24. Drawing A.201 has blocked letters adjacent to interior walls. We can not locate what these block letters indicate.

Please advise.

Government Response: The letters refer to partition types. Refer Sheet G.002, GENERAL ARCHITECTURAL

SYMBOLS

25. Drawing A.201, within Bay 4, Bay 3, and Bay2 area, there is hash marks against the east and south walls. What is this hash mark detailing? Please advise.

A-E RESPONSE: Hatching denotes code required egress pathways in the Bays to egress doors.

26. Is the pre-qualified Paving Contractor A to complete all site paving? To include sidewalks, equipment pads, curb/gutter, etc.? Or, only the parking/paving areas specifically?

Government Response: Curb/gutter, parking areas, and drives are required to be constructed by Paving Contractor “A”. Sidewalks, and equipment pads are not required to be constructed by Paving Contractor “A”.

27. Please confirm that there is no FF&E (other than what is shown on A.201 and the toilet accessories for the restroom) included in this project.

A-E RESPONSE: Contractor to provide equipment identified in the construction drawings and all accessories and connections for a fully functioning system.
