About this file

This document provides operational control procedures for construction contractors working on federal projects. It outlines requirements for stormwater discharges, solid waste management, electrical safety, fall protection, and physical hazards. Contractors must comply with permits, ordinances, and plans to control stormwater runoff and dispose of waste properly. All electrical systems must be de-energized and locked out for worker safety. Personnel must receive training on fall protection and use equipment like ladders and scaffolding appropriately. Personal protective equipment such as hard hats and steel-toed boots is required for physical hazards like sharp edges, flying debris, and heavy equipment. Inspections will be conducted by federal representatives to ensure safety compliance.
