20230503 CBS Requests for Informa�on
1. Question: SOW Section 7 Contractor Personnel Security Requirements, Para 7.1 references FAA Order 1600.72A, which appears to be Cancelled following search of FAA regulations on FAA website.
Can you advise the correct order?
Answer: SOW corrected to FAA Order 1600.1E.
2. Question: SOW Section 7 Contractor Personnel Security Requirements, Para 7.1 mentions ‘Contractor must be responsible for the preparation and submittal of the required forms to the Security Office’ – can you provide a copy of the aforementioned document(s)?
Answer: The forms will be provided by the FAA security office after contract award.
3. Question: SOW Section 7 Contractor Personnel Security Requirements, Para 7.1 mentions ‘The associated costs for these security investigations will be borne by the Contractor’ – can you advise the cost of the investigations?
Answer: FAA is responsible for costs associated with the background investigation. However, the contract company is responsible for obtaining fingerprints and time dedicated by employees to complete the paperwork.
4. Question: SOW Section 1, para 1.3 Performance of Work states ‘Personnel requirements may vary based on the needs of the government’ – can you advise the historical frequency of changes from the current manning levels?
Answer: Historically, the workload is mostly stable and changes for staffing levels are very infrequent.
5. Question: SOW Section 2, para 2.8 Telework states ‘The Government may request that the Contractor implement Telework procedures…’ – will Contractor be able to utilize Government furnished computers to conduct telework?
Answer: yes
6. Question: SOW Section 3, para 3.4 FAA Computer Network – can contractor connect Contractor-owned computer(s) to FAA provided network?
Answer: no
7. Question: The SOW provides job descriptions/duties for all positions except the Lead Stock Clerk -are there additional duties, qualifications and/or requirements for the Lead Stock Clerk above the Supply Clerk?
Answer: No further qualifications provided. The Lead Stock clerk will lead the Stock Clerks.
8. Question: SIR/RFP Section B – Schedule references 2008 hours per position – can government advise what the missing 72 hours from full-time 2080 hours are attributed to?
Answer: Current contract has been sufficiently staffed at 2008 hours in recent years.
9. Question: SIR/RFP Section B – Schedule references 2008 hours per position – the missing 72 hours do not include the 11 government holidays, can government advise if holidays are billable under this requirement?
Answer: As this contract is subject to the Service Contract Act labor requirements, the Government does indirectly pay for holidays, etc. Every covered contract in excess of $2,500 contains a provision specifying the fringe benefits to be furnished to service employees and must be paid in addi�on to the minimum wage. As was discussed at the site visit, fringe benefits as described in the wage determina�on should be considered a “wrap rate” and rolled into overall labor rate along with profit and overhead.
10. Question: SIR/RFP, Section L, Paragraph L.4. Instructions for Preparation and Submission of Proposals – A couple of questions:
a. Paragraph (a)(1) Section A – This is only the 1st page of the Solicitation Form with boxes 11-17 filled in. Is that correct?
Answer: Yes, that is correct.
b. Paragraph (a)(b) Section B – Do we have to use the provided form or can we use our own form for the Price/Cost section? Our form will include all of the relevant information from the Solicitation.
Answer: Proposed pricing must be submitted on FAA’s Section B form. Supplemental pricing information can be provided in offeror’s format.
c. What is the Difference between Paragraph (a)(b) Section B, Supplies or Services and Price/Cost and Paragraph (c) Pricing Proposal? This seems duplicative. Can the Government explain what you want in both paragraphs?
Answer: (c) Pricing Proposal would be for any supplemental pricing information that an offeror chooses to provide.
d. Paragraph (a)(c) Section K –
i. Which of the clauses under Section K do we need to include in/answer in the proposal?
Answer: All representation and certifications in Section K must be submitted in full.
ii. Do we need to provide the multi-page Representations and Certifications from FBO/SAM, or is a statement attesting to being valid and current on FBO/SAM be sufficient?
Answer: SAM certification can be provided, however, the Contracting Officer will complete verification after receipt of proposals.
11. Question: Sir/RFP, Section L, Paragraph L.5., Preparation of Technical Proposals – A couple of questions:
a. The Government expects the offeror’s proposals in three separate volumes – Screening
Information, Technical, and Pricing. Is that correct?
Answer: That is correct.
b. Is there a limit to the number of pages in the offerors’ proposals?
Answer: No.
c. Does the Government expect a general narrative besides the 3-5 ‘Organizational Experience Forms’ we must fill in for Factor 1 Organizational Experience?
Answer: A general narrative is not required.
d. Can the offeror embed FAA Forms into it’s own proposal format or does the Government want the forms separate from the offerors proposal?
Answer: Please keep Government forms separate.
12. Question: The following labor categories identified in the solicitation do not match up with the WD provided. Please clarify:
Equipment Specialist (assuming this to be Forklift Operator, WD # 21020) Supply Clerk (assuming this to be Stock Clerk, WD 21150).
Answer: As was addressed in Amendment A0001 Attachment 10 CBS RFIs, Question 15: Not all occupations may be found in the Wage Determination. Per DOL, “Any class of service employee not listed in the wage determination must be classified by the contractor to provide a reasonable relationship (i.e. appropriate level of skill comparison) between the unlisted classifications and the classifications listed in the wage determination. “
There is no forklift use in this contract.
