6973GH-23-R-00023 CBS Requests for Information
1. Question: SOW Para 4.19 Labor Categories/Descriptions indicates stock clerk and equipment specialist however in the Tale of Contents Tasks Para 2 specifies a stock clerk please confirm the positions and how many are expected
Answer: Solicitation Section B provides number of positions anticipated.
2. Question: SOW Para 2.7 The contractor must plan and schedule for adequate staffing as necessary to meet minimum coverage required and flexible workload requirements. Scheduling may be facilitated using flexible and/or alternate work schedules. We are unable to discern minimum coverage. Will The government provide current staffing and/or workload data?
Answer: Current staffing is 1-2 individuals per cage location depending on workload and hours. The historical data requirement supports this determination.
3. Question: is there an incumbent if so who is it?
Answer: Leader Communications Incorporated
4. Question: what is the current staffing?
Answer: The current SOW/pricing schedule is based on workload requirements and hours of coverage needed.
5. Question: We noticed in scheduled B regular time is 2008? Please confirm that per DOL a FTE is 2080 hrs?
Answer: 2008 is correct. Support has been maintained at this level in recent years.
6. Question: SIR M.3, Factor 1, page 78, “The solicitation states, “Offeror must have at least three (3) projects of $1,000,000 in value that is the same/similar to that of the work found in this solicitation within the past three (3) years.” Will the Government confirm the $1,000,000 threshold is cumulative?
Answer: Confirming $1M per project.
7. Question: SIR M.3, Factor 1, page 78, If the past performance dollar threshold is for each referenced contract, will the Government alter the threshold to $500,000 per contract to allow the participation of smaller SDVOSBs in the competition?
Answer: $1M threshold was set to ensure prospective contractors can handle contracts similar in size and scope to this requirement.
8. Question: SIR M.3, Factor 1, page 78, Will the Government change the recency threshold from three
(3) years to five (5) in order to take into consideration, the lost years (2020 and 2021) due to the global pandemic?
Answer: No
9. Question: SIR L.2, Questions, page 74, What is the last date/time the Offeror can submit questions to the Government?
Answer: To allow the FAA sufficient time to provide response to questions, questions should be received no later than one (1) week before due date for receipt of proposals.
10. Question: SIR L.5, Factor 2, page 76, The solicitation states, “All past or current references must state the encoders on which the past work was done.” Will the Government clarify what is meant by encoders?
Answer: “Encoders” was a typo. The sentence has been deleted from the solicitation.
11. Question: The Government provided Wage Determination schedule, which positions/LCATS are SCA?
Answer: Service employees are any person engaged in the performance of a contract other than any person employed in a bona fide executive, administrative, or professional capacity, as these terms are defined in Part 541 of title 29, Code of Federal Regulations, as revised. At a minimum, the clerk positions are covered by the SCA.
12: Question: What is the Government’s anticipated award date?
Answer: Anticipated award date will be dependent on the number and quality of offers received.
13: Question: Which of the current effort’s positions are vacant?
Answer: The current vendor fully supports the requirements of the contract.
14. Question: SOW 2.12, page 8, The Government’s requirements for the Site Manager’s duties, responsibilities and qualifications are defined, what are Government’s requirements for the duties, responsibilities, and qualifications for the other contractor positions?
Answer: Stock Clerk responsibilities are defined in SOW 4.2. Further labor categories and descriptions are found in SOW 4.20.
15. Question: REF: Solicita�on, page 8, Item 0002, Equipment Specialist, SOW, page 18, para 4.20.2, Equipment Specialist. The references indicate the requirement to employ a person with in-depth knowledge of the FAA equipment as well as supply procedures to inspect materials and supplies to determine serviceability, opera�onal func�onal compa�bility and general condi�on of the materials being processed in the supply bench stock system. In reviewing the DOL Directory of Occupa�ons, there does not appear to be an established code for such a posi�on.
Please clarify which Occupa�on Code the Government would prefer for this posi�on.
Answer: Not all occupations may be found in the Wage Determination. Per DOL, “Any class of service employee not listed in the wage determination must be classified by the contractor to provide a reasonable relationship (i.e. appropriate level of skill comparison) between the unlisted classifications and the classifications listed in the wage determination. “
16. Ques�on: REF: Solicita�on, page 72-73 AC0110 Price Proposal Requirement, Solicita�on, Page 75, para (c). The solicita�on on pages 73-75 directs the offeror to submit detailed cost informa�on, in spreadsheet format, including man hours, materials, and other contract costs.
The solicita�on, page 75, para ( c), states that the offerors are not required to submit this informa�on in support of their price.
Please clarify which instruc�on to follow in preparing the Cost / Pricing Document.
Answer: As stated in paragraph (c), if “competition does not materialize, the Contracting Officer may require upon request “other than certified cost and pricing” deemed necessary to adequately evaluate the reasonable of the price.” Provision AC0110 has been deleted.
17. Ques�on: REF: Statement of Work, pages ii-iii, Table of Contents. Schedule B, Pricing.
Numerous errors are shown on the Table of Contents. Most no�ceable is the disparity of duty �tles of employees. The Price Schedule B shows �tles as site manager, Equipment Specialist, Supply Clerk and lead Stock Clerk. The Table of Contents shows labor categories that do not apply to this solicita�on.
Which labor categories, by DOL Occupa�on Code, are to be used to determine labor rates shown in the provided DOL Wage Determina�on Guide?
Answer: Revised SOW provided in amendment to solicitation. Not all occupations may be found in the Wage Determination. Per DOL, “Any class of service employee not listed in the wage determination must be classified by the contractor to provide a reasonable relationship (i.e. appropriate level of skill comparison) between the unlisted classifications and the classifications listed in the wage determination. “
