AC0110 PRICE PROPOSAL REQUIREMENTS (JAN 2017)
Clause L.5 is incorporated as follows:
L.5 PREPARATION OF TECHNICAL PROPOSALS
(a) Offerors must submit technical proposals in addition to price proposals. The technical proposal must be specific and in sufficient detail to enable an evaluation team to make a thorough evaluation to determine if the proposed products meet the requirements of the Government and to determine that the offeror has a thorough understanding of the requirement.(b) Offerors are advised to submit proposals, which are clear and comprehensive without additional explanation or information. Additional information may be requested from offerors whose proposals are considered to be reasonably susceptible to being made acceptable; however, the Government reserves the right to award a contractbased on initial offers received, without discussions or negotiations.(c) The technical proposal must provide information to address the following evaluation categories, which are all equal in importance:Factor 1. Organizational ExperienceDemonstrate the experience of the Offeror and/or proposed team, including sub-contract experience for the same/similar work as described in the Statement of Work (SOW). The Offeror shall complete a minimum of three (3), but no more than five (5), “Organizational Experience Information” forms, Attachment 6, in response to this factor. All blocks must be filled in and all data should be accurate, current, and complete. All projects submitted must have been underway or completed with the last three (3) years. If any of the information required is not included in the form, then the Offeror will be considered non-responsive and evaluated as unacceptable.Factor 2. Past PerformancePast performance will be evaluated based upon information received by the FAA from individuals and/or organizations that the Offeror has identified as being familiar with the work ethic, standards, performance, and deliverables demonstrated through previous or ongoing contracts of a similar nature, including but not limited to projects submitted under Factor 1. Past performance shall demonstrate ability to deliver quality product/services, demonstrate ability to achieve program objectives; and demonstrate overall performance on same/similar work. As soon as practicable, Offerors shall complete Section 1 of the attached Past Performance Questionnaire (Attachment 7) and send it along with the Client Authorization Letter (Attachment
8) to all points of contact (POCs) for the contracts the Offeror identified in its submission for Factor 1, Organizational Experience. The POCs shall be familiar with the work ethic, standards, performance, and deliverables demonstrated through previous or ongoing contracts of similar nature. The POCs will complete the questionnaires and forward them by email (connie.m.houpt@faa.gov) no later than the SIR Closing date.
RESPONDENTS TO THE QUESTIONNAIRES SHALL NOT SEND THE COMPLETED INFORMATION
SHEETS BACK TO THE OFFEROR. Offerors shall provide a narrative for each Organizational Experience Form (submitted under Factor 1) explaining what aspects of the contract submitted as past performance information deemed relevant to the proposed effort and to what aspects of the proposed effort the past performance contracts relate. This narrative may include a discussion of efforts accomplished by the Offeror to resolve problems encountered on prior contracts as well as past efforts to identify and manage program risk. Merely having problems does not automatically equate to a limited or no confidence assessment, since the problems encountered may have been on more complex program, or an Offeror may have subsequently demonstrated the ability to overcome the problems encountered. The Offeror shall clearly demonstrate management actions employed in overcoming problems and the effects of those actions, in terms of improvements achieved or problems rectified. This may allow the Offeror to be considered a higher confidence candidate. Organizational Structure Change History. Many companies have acquired, been acquired by, or otherwise merged with other companies and/or reorganized their divisions, business groups, subsidiary companies, etc. In many cases, these changes have taken place during the time of performance of relevant past efforts or between the conclusion of recent past efforts and this source selection. As a result, it is sometimes difficult to determine what past performance is relevant to this acquisition. To facilitate this relevancy determination, Offerors shall include a “roadmap” describing all such changes in the organization of the Offeror’s company. A pamphlet or other commercial document describing such reorganization may suffice. As part of this explanation, show how these changes impact the relevance of any efforts you identify for past performance evaluation/performance confidence assessment. Since the government intends to consider past performance information provided by other sources as well as that provided by the Offeror (s). The “roadmap” should be both specifically applicable to the efforts identified, yet general enough to apply to efforts on which the government receives information from other sources.

M.3 EVALUATION OF TECHNICAL AND PRICE PROPOSALS
FACTOR 1: Organizational ExperienceDemonstrate the experience of the Offeror and/or proposed team, including sub-contract experience for the same/similar work as described in the Statement of Work (SOW).CRITERIA: The FAA will review the experience of the Offeror provided in response to Factor 1. Offeror must meet all the following minimum acceptability standards to receive an “ACCEPTABLE” on this factor:
Offeror must have at least three (3) projects of $1,000,000 in value that is the same/similar to that of the work found in this solicitation within the past three (3) years (i.e., regularly engaged in the business of providing personnel services for Centralized Benchstock support as identified in the SOW); AND At least one (1) of the projects submitted must be valued at or over $100,000 in the Material Handling Industry (e.g., inventory management, Vertical Storage Unit (VSU), pallet racking, conveyor systems, other storage media); AND Projects submitted must have been completed, or underway, within the last three (3) years. ACCEPTABLE: Offeror must demonstrate the minimally acceptable criteria under this factor. Offerors with no past experience information will receive an “UNACCEPTABLE” rating for this factor. FACTOR 2: Past PerformancePast performance will be evaluated based upon information received by the FAA from individuals and/or organizations that the Offeror has identified as being familiar with the work ethic, standards, performance, and deliverables demonstrated through previous or ongoing contracts of a similar nature, including but not limited to projects submitted under Factor 1. Past performance shall demonstrate ability to deliver quality product/services, demonstrate ability to achieve program objectives; and demonstrate overall performance on same/similar work.CRITERIA: The FAA will review all formal evaluations for projects submitted under Factor 1 and may use any/all other sources of past performance information for same/similar work, or other projects, available to the FAA. The FAA may contact points of contacts listed on forms submitted under Factor 1. Offeror must demonstrate the following minimum acceptability standards to receive an “ACCEPTABLE” on this factorACCEPTABLE: The standard is met when, based on the Offeror’s performance record, the Government has reasonable expectation that the Offeror will be able to successfully perform the required effort. All past or current references must recommend either hiring or using the Offeror again for future work and/or reflect positive performance of the work requirements.FACTOR 3: Lowest PriceOfferors found to be eligible for award after being evaluated for Factors 1 and 2 will then be evaluated for lowest Total Estimated Potential Value (TEPV) as described in Provision M.2. TEPVs of eligible offerors will be arranged from highest to lowest in order to validate lowest TEPV among offerors otherwise eligible for award.
