Number # VENDORS QUESTIONS GOVERNMENT ANSWERS
1 May we have example or previous task orders for this or a similar contract? DTFAAC-15-D-00033 - Previous Contract . Some examples of possible task orders are listed on slides 14 & 15 of the Pre-Solicitation Conference powerpoint presentation which has been shared.
2 Estimated, how much of this contract is A/E services versus Environmental Law Compliance? Based on the current contract tasks, approximately 10% Architectural & Engineering / 90% Environmental Law Compliance; however, over the life of the 5 year contract that number could significantly change.
3 Section 3.1.7-6 of the Contract Clauses requires disclosure of certain employee relationships with respect to former FAA employees.
If we have former FAA employees on our staff or team, is there specific format or information we need to disclose this in our submittal? Would this be part of Volume III?
If we do have former FAA employees or their relatives on our team, would they be restricted in the roles they can perform on the contract?
Does the requirement for disclosure of employee relationships also apply to our team subcontractors?
IAW AMS 3.1.7-6, The policy of the FAA is to avoid doing business with contractors, subcontractors, and consultants who have a conflict of interest or an appearance of a conflict of interest. Follow the disclosure instructions stated in AMS 3.1.7-6. Employee information is part of Volume II.
4 The solicitation states that “The SF 330 (Section H) should address the requirements of the factors listed below.” A similar notation is in Table L-1 (“H-Additional Information [Evaluation Factors]”). Will the bidder qualifications be evaluated solely on the narrative in Section H of the SF 330 or on the entire SF 330? For example, will the project descriptions in Section F of the SF 330 also be used to evaluate Factor 2?
The entire SF 330 will be used in the evaluation.
5 The solicitation states that resumes must be provided for “each line and staff executive, supervisor and staff member who will be assigned to work the requirements of this contract.” Are resumes expected for all staff who will work on the contract (for example, field technicians and junior geologist) or only for key technical staff?
Resumes are only required as stated in the SIR.
6 Factor 1 states that “The project manager or supervisor must be a registered professional engineer currently registered in the state of Oklahoma or able to obtain such registration within thirty days of contract award.”
The role of the project manager/supervisor is not defined in the RFP, and it is unclear if this requirement applies to the contract manager, individual task order managers, or an engineering manager that performs final deliverable review and stamping. What project roles require an Oklahoma PE? Does the program manager for the contract need to be a PE?
Refer to 3.2.1 Factor 1: Professional Qualifications of the A-E Firm. Page 94/110 of the SIR
7 Factor 2 will be evaluated over eight areas, and no more than eight projects can be submitted to describe that work (presumably, one project per area). Factor 4 says that the proposing firm should solicit references from “all points of contact (POCs) for the contracts the Offeror identified in its proposal for this factor (a minimum of three, but no more than five for the prime, and maximum of three for each teaming partner/significant subcontractor for contracts completed or underway within the last seven years).” Should a reference be solicited for each of the projects included for Factor 2 (which might be as many as eight projects) or should no more than five references be solicited?
Factor 4 narratives are required for each of the example projects provided in Factor 2. This is being changed from Factor 1 to Factor 2 in the SIR amendment. Within the Factor 4 narrative identify which projects will include the Past Performance Questionaires. The number of projects requiring Past Performance Questionaires is limited within the instructions on page 96 / 110 of the SIR.
8 The instructions for Factor 4 say that “proof” must be provided that the questionnaires were sent to the contract POC. We are anticipating emailing the forms to the POC. What constitutes proof? Is a notation of the date and time of the email sufficient? Do you also need an email delivery receipt?
Provide Copy of the PPQ requested email.
9 The instructions for Factor 4 also say that “Offerors shall provide at least two points of contacts for each project who can account for the conditions, effort, and complexity comparable to this requirement.” Should this be interpreted that we need an two points of contact in our SF 330 Section F project descriptions? How should these relate to the independent references we are to solicit using Attachments 7 and 8?
Provide 2 Points of Contacts (POC) for each project listed under SF330 Section F. Identify within the narrative which projects will have Past Performance Questionaires (PPQ) requested. The PPQ's will be sent to the POC's listed for those projects.
10 The RFP states that the “Federal Aviation Administration Acquisition Management System (AMS) Business Declaration” must be completed and signed. Nothing in the solicitation document is specifically identified with this name. What part of Section K constitutes this required declaration?
See SIR Amendment 6973GH-20-R-00207-0001 Important:
Contractor is required to sign this document and return one (1) copies to the issuing office.
11 Part II forms are typically excluded from any page limits applied to the SF330. Are the SF330 Part II forms for each office from which personnel will be drawn to support this contract excluded from the 80-page limit for Volume II? Alternatively, Part II forms could be required only if an Offeror’s Part II forms in the Federal SAM system are not current, as FAA stated in an answer to a question posted in response to the solicitation for this contract in 2015
Per Table L.1 on page 92 / 110, Part 1 and Part 2 are included in the 80 page limit.
12 Given the public safety concerns and requirements of the current pandemic, will FAA accept electronic submittal of the proposal volumes in place of production and shipping of hardcopies? Other Federal agencies have successfully adopted this policy for submittal of proposals for government contracts.
Hard and Electronic copies are required IAW SIR.
13 Where can we find the Federal Aviation Administration Acquisition Management System (AMS) Business Declaration that is cited as a requirement in 4.1.3 Section K – Representations, Certifications, and other Statements of Offerors?
See answer to question # 10
14 Please clarify/confirm that these are the required contents of Volume III.
a. Signed copy of the SF33 form
b. Sections A – K of the solicitation.
The solicitation states that original signed copy of the SF33 should be provided under separate cover, with no holes punched in its pages. Should Sections A-K be submitted in a binder, or unbound?
a. yes
Section K will be revised per the SIR amendment. The Government prefers binding versus unbounded of SIR documents.
15 In 3.2.4 Factor Four: Past Performance on contracts of a similar scope and complexity, including cost control, quality of work, and compliance with schedules, it is stated, “The Offeror must provide proof the PPQ was sent to the POC.” Please indicate what constitutes “proof”, and if that proof is excluded from the page count. Since these are transmitted electronically (email), would a copy of the transmittal email satisfy this requirement.
See answer to question #8
16 Proof of PPQ submittal, when require at all, is typically excluded from any page limits applied to the SF330. Is the PPQ submittal proof documentation excluded from the 80-page limit for Volume II?
PPQ documentation is excluded from the 80 limit page count, per Table L.1 - Proposal Organization
