Question 1: Would it be possible for the FAA to provide offerors a week or two-week extension at this time?

Answer 1: No extension will be granted.

Question 2: In the solicitation on page 88, L.4 PHASE I TIME, DATE, PLACE, AND SUBMISSION OF PROPOSALS the following states electronic submission.

L.4.1 Phase I Proposals must be sent electronically to Stefanie Wiles at stefanie.wiles@faa.gov.

L.4.2 Proposals must be received by the CO no later than 2:00 pm CST on 02/16/2021. All Amendments issued, if any, must be signed and submitted with the Offeror’s proposal.

However, on page 112, under M.3.2 COMPLETENESS, it states that "The CO will review timely proposals for completeness. Each proposal package will be reviewed for the following:

One (1) original proposal containing Phase I, Volume I (signed SF-33) and Volume II, Relevant Corporate Experience.

Please confirm that the Phase I proposal is an electronic submission via email and if the FAA would like an "Original" hard copy proposal submitted as well with the signed SF-33 or if the electronic submission meets the requirement.

Answer 2: Only electronic submission of the Phase I, Volume I and Volume II proposals via email to Stefanie.wiles@faa.gov.

Question3: Is an incumbent contractor currently performing these services, if similar services have been performed in the past, or if this is a new requirement.

Answer 3: Follow on, as stated on page 2 of the Solicitation.

Question 4: If this is a follow-on requirement, could you please provide the previous contract or task order number Answer 4: DTFAAC-16-D-00006; DTFAAC-16-D-00007; DTFAAC-16-D-00008; DTFAAC-16-D-00009; DTFAAC-16-D-00010; DTFAAC-16-D-00011; DTFAAC-16-D-00012; DTFAAC-16-D-00013; DTFAAC-16-D-00014; DTFAAC-16-D-00015; DTFAAC-16-D-00016; DTFAAC-16-D-00017; DTFAAC-16-D-00018; DTFAAC-16-D-00019 Question 5: What is the intent of the following clause? 3.2.2.3-23 PLACE OF PERFORMANCE (JUL 2004) Answer 5: List all facilities, except those in which FAA specifies the place of performance. If there is a warehouse or another office location than the one listed in SAM, the location must be written in the clause. This does not apply to telework arrangements. Since the clause auto populated with the check mark, the offeror is authorized to mark “intends” and initial by it.

Question 6: What is the intent of the following clause? 3.6.3-3 HARZARDOUS MATERIAL IDENTIFICATION AND MATERIAL SAFETY DATA (OCT 2016) Answer 6: This clause is not required to be filled out as part of the solicitation submission. However, at the task order level the safety data sheets are required prior to installation efforts.

Question 7: The SOW, page 11, states that contractor is to “j. collect data required to perform power analysis studies, Short Circuit Analysis, Protective Device Coordination Analysis and Arc Flash Risk Assessment.." Question – is contractor to put pricing to ALL of the potential activities at this RFP stage? It is our understanding that the KO would stipulate what is required in the actual project RFP, for example, “perform an Arc Flash Risk Assessment..”. How, then, are we to price the production of a typical site survey report, given the ambiguity of what will ultimately be required?

Answer 7: Pricing is not required in Phase I.

Question 8: SOW 3.2.8.11 “Red Lines”reads “upon approval of red lines, contractor must submit as-builts". Please define “as-builts” versus red lines, in this context? Will contractor be expected to produce full facility AutoCad drawings from scratch, or will the FAA provide them as a basis?

Answer 8: Redlined drawings are done during/after construction to reflect the changes. As-builts are created from the redlined drawings. The task order will reflect if as-builts are required from the contractor or if the FAA is responsible for the as-builts.

Question 9: The RFP states that the NAICS code for this procurement is 238210, with a size standard of $16.5 million (annual average receipts). Given the cost magnitude of this contract, if maximized, this could push a small business out of the $16.5 million threshold and therefore, out of the small business program. We strongly feel that the scopes of work required under this contract such as, electrical line distribution, aligns better with NAICS 237130. Would the government considering changing the NAICS code for this procurement to NAICS 237130 - Power and Communication Line and Related Structures Construction?

Answer 9: NAICS code will remain as 238210.

Question 10: Can you please clarify what dollar value of this contract will go to small business concerns?

Answer 10: No dollar value is assigned to small business concerns. As stated in M.4, at least 70 percent of contracts awarded will be to small business based on technical, past performance risk and price and in M.9, all category 1 requirements will be set aside for small businesses.

Question 11: Section I – Question on portions to fill out

a. 3.6.3-3 Hazardous material- are we to fill out potential hazards based on prior experience or is this completed per project?

b. 3.6.4-3 Buy American- are we to fill this out based on a possible example or is this if it happens on a project?

c. These are the only two locations we see to fill in for Section I- are we missing something?

Answer 11:

a. This clause is not required to be filled out as part of the solicitation submission. However, at the task order level the safety data sheets are required prior to installation efforts.

b. The solicitation is filled in with “None”. No action is required for the solicitation submission. It’s applicable at task order/project level.

c. AMS Clause 3.10.2-1 (as applicable) Question 12: Relevant Corporate Experience L.6.1 indicates not to submit pricing but #5 of the form asks for the estimated value of the contract, do we submit?

Answer 12: Block 5 is for relevant corporate experience and how much that specific project example cost. Block 5 must be filled out on the J.25.

Question 13: Should Volumes I and II be submitted in .pdf format?

Answer 13: PDF is an acceptable format.

Question 14: Will the Government allow changes to J.25 Attachment, Relevant Corporate Experience to comply with Section L.3.6.1 footer requirement?

Answer 14: Yes Question 15: Are small business awardees only eligible to bid on and receive Category 1 work? Additionally, will Small Business awardees who can meet the Phase II requirements for Category 2 and/or Category 3 also be allowed to bid on and receive Category 2 and 3 awards?

Answer 15: If a Small business qualifies for Category 2 or 3 level of work, they will receive that level of effort in addition to the Category 1.

Question 16: Attachment J.25 question 8 - For each type (EG, UPS, FST, ELP and LPGBS) the Government asks that Offerors check the appropriate box for DESIGN, INSTALLATION. If our selected project includes both the design and installation can both boxes be checked?

a. Attachment J.25 question 8 - If Offerors can check both boxes should two separate task awards be cited, one for the DESIGN and one for INSTALLATION, if they were awarded as separate tasks for the same project?

Answer 16: Yes and Yes Question 17: Attachment J.25 question 8 - If Offerors have one task order award that covers more than one type of installation or design (EG, UPS, FST, ELP and LPGBS), can Offerors reference the same contract (A, B, C) for multiple citations in question 8?

Answer 17: Yes Question 18: Attachment J.25 question 3 – If Offerors are citing individual Task Orders, should Offers include the base contract number in addition to the task order number, if applicable?

Answer 18: Yes Question 19: May a bidder include resume experience of key employee’s in lieu of, or to add to, the company’s own resume?

Answer 19: Yes.

Question 20: Is the expectation that the projects listed in Phase 1, Attachment J.25 Relevant Corporate Experience, are the same projects that will be detailed under Phase 2, Attachment J.27 Engineering Proposal Evaluation Questions?

Answer 20: No requirement for them to be the same.
