2. The FAA will provide:

a. List of 39 Site locations with coordinates (SOW Attachment 1).

b. Asbestos survey, Floor plan, and Aerial photo for each site (SOW Attachments 2, 3 & 4).

3. The FAA will contract the services of an independent Abatement Contractor for the abatement of ACM at these facilities.

4. Period of Performance: the Contractor shall began work one week after the notice to proceed has been issued. All work shall be completed no later than 3 years from contract award.

5. The COR will set the schedule of sites in coordination with the vendor.

6. The Monitoring/Oversight Contractor shall submit invoices for payment within five business days upon completion of work at each site.

7. The individual performing the oversight duties shall be a CIH through the American Board of

Industrial Hygiene (ABIH). They must have a minimum of 5 years of asbestos monitoring and asbestos project management experience. The CIH shall be National Institute of Occupational Safety and Healthy (NIOSH) 582 certified and have a current certification as an Asbestos Building Inspector (or higher) following the Model Asbestos Program (MAP) according to the Asbestos Hazard Emergency Response Act (AHERA).

8. The CIH, and the CIH’s on site representative shall validate that all work performed by the abatement contractor complies with Federal, State, and local regulations regarding asbestos.

FAA Orders 1050.20A and 3900.19B also contain specific requirements pertaining to asbestos and abatement at FAA facilities.

9. The following services are being requested for project oversight and third party monitoring of these projects:

a. The Monitoring/Oversight Contractor shall prepare and execute a plan to perform the following services at up to three of the ARSR facilities listed in section 1 concurrently, then progress through the remaining facilities, with the ability to maintain three projects concurrently until all facilities in section 1 are complete.

b. The CIH shall attend Abatement Contractor Post-Award meeting held within 14 days of contract award to serve as a consultant and act as the FAA point of contact to the Abatement Contractors for questions regarding abatement area, procedures and requirements.

c. The CIH shall act as the FAA focal point for Federal, State, local, and FAA, ACM requirements during abatement activities at these FAA Facilities.

d. The CIH shall review the abatement specification, project design, and ACM abatement plan prepared for the project to ensure it is understood and acceptable. Provide recommendations to the FAA for approval or disapproval of the plan. For disapprovals, the CIH shall reference the appropriate regulation or specification section under which the Plan fails to comply and recommend amendments to the plan.

e. The CIH shall provide oversight of abatement contractor permitting, ensuring proper permits and licenses are obtained in conjunction with the anticipated abatement, transportation, and disposal actions. Ensure timely notifications are furnished of such actions as required by Federal, State, and local regulations.

f. The CIH’s on site representative shall thoroughly inspect the area where abatement will be performed prior to the start of work. The purpose of this preliminary inspection shall be to develop air-monitoring strategies and review the feasibility of the Abatement Contractors Abatement Plan with respect to actual site conditions. The CIH’s on site representative shall also collect baseline air samples at this time.

g. The CIH’s on site representative shall conduct daily inspections of the Abatement Contractor’s activities inside and outside of the regulated work area during each phase of abatement. Such inspections shall be performed at least two times per shift inside of the regulated work area. The CIH’s on site representative will review pre-cleaning, set-up work, abatement work practices, barrier/enclosure integrity including ensuring a negative pressure is maintained, operation of negative air filtration units and any other activities that may impact the intent of the abatement specifications or the Abatement Plan.

h. The CIH’s on site representative shall perform daily perimeter air sampling outside the abatement work area during abatement to confirm that engineering controls are working effectively and to ensure that proper removal practices are being performed in the abatement areas. Share results with the abatement contractor. Post results daily within the local facility and provide a copy to the Contracting Officers Representative (COR).

i. The CIH’s on site representative shall immediately notify the COR that corrective action is required if activities or situations are observed that do not conform to the intent of the abatement specifications, Abatement Plan, and Federal, State, and local regulations.

j. The CIH’s on site representative shall conduct a visual inspection of the regulated work area upon completion of the abatement work and initial cleaning by the Abatement Contractor. Following approval of the initial cleaning by the CIH’s on site representative, the Abatement Contractor will perform a final cleaning of the work area. After final cleaning has been completed, the CIH’s on site representative shall conduct a final visual inspection of the work area.

k. The CIH’s on site representative shall conduct clearance air sampling to determine whether the abatement area may be reoccupied. Analysis of clearance air samples shall be performed on site, unless otherwise approved by the COR. Additional air sampling shall be conducted throughout the abatement projects as follows:

1) For Asbestos, baseline level air samples, area air samples, and perimeter air monitoring samples shall be taken. Collected samples shall be analyzed by Phase Contrast Microscopy (PCM) using the NIOSH Method 7400. If any clearance results come back above 0.01 f/cc, transmission electron microscopy (TEM) will be used to ensure that the area is clean. Additional samples will be collected during clearance sampling to be analyzed by TEM using Environmental Protection Agency (EPA) method specified in 40 CFR. These samples will only be analyzed if PCM results are above 0.01 f/cc.

l. The CIH’s on site representative shall allow, any FAA employee union designated CIH, to conduct side by side air monitoring during all air monitoring events.

m. Sampling and analysis shall be performed in accordance with OSHA and EPA requirements. Samples shall be identified, stored, and delivered to a laboratory for analysis following appropriate chain-of-custody procedures. Analysis of samples shall be performed by persons or laboratories with proficiency demonstrated by current successful participation in a nationally recognized testing program such as the Proficiency Analytical Testing (PAT) program or the National Voluntary Laboratory Accreditation Program (NVLAP). When microscopy is performed on site, the microscopist must have completed the NIOSH 582 course or equivalent. This person must also be registered with the American Industrial Hygiene Association (AIHA) Asbestos Analysis Registry (AAR) or have been successful in the most recent four rounds of the PAT program. Sample analysis shall follow the analytical method specified in the sampling strategy identified in the regulations and/or agency guidance.

n. The CIH shall provide oversight of ACM abatement, contractor disposal procedures, ensuring disposal is conducted in accordance with (IAW) Federal, State, and local, asbestos regulations, and FAA Orders.

o. The CIH shall provide a final report that includes, but is not limited to: all air monitoring results, laboratory analytical reports, certificates, pictures, copies of field documents, and a drawing of the facility noting abatement locations and/or any other pertinent data.

Provide a statement of what was removed, including quantities, and if any ACM in the abatement area is still present.

p. All facility-specific security procedures shall be followed.

10. The CIH and the CIH’s on site representative shall communicate with the FAA COR and the abatement contractor throughout the projects.
