MMAC Administrative Services

Questions and Answers June 6, 2018

Question 1: Why isn’t this acquisition just being set-aside for 8(a) participation?

Answer 1: As you are aware, the market survey was posted to the FAA Contracting Opportunities website back in March 2017 and there were numerous responses. Market research showed that there were several companies interested in this acquisition that were both Small Disadvantaged Business (SDB) (which means 8(a)) and Service Disabled Veteran- Owned Small Business (SDVOSB); therefore, in an effort to support both the 8(a) program as well as the SDVOSB program and strive to attain FAA procurement program goals, the decision was made to make this acquisition a combined set-aside where potential offerors must be both SDB 8(a) and SDVOSB. Following the release of the SIR, it was brought to the FAA’s attention that given the NAICS code of 561110 and the corresponding size standard of $7.5M, it is unlikely that there are a significant number of SDVOSB companies that could meet the past performance threshold referenced in Sections L and M; therefore, the FAA has reconsidered the set-aside requirement and is changing the set aside to SDB only.

Question 2: Are potential offerors required to be SBA certified 8(a) AND SDVOSB or just SDVOSB or SDB?

Answer 2: AMS 3.6.1-16, Notice of Combined Set-Aside, has been removed and replaced with AMS 3.6.1-8 Notification of Competition Limited to Eligible SDB Concerns (April 2016)

Question 3: Please confirm the Small Business size standard of $7.5M.

Answer 3: NAICS Code 561110, Office Administrative Services with the corresponding size standard of $7.5M is confirmed.

Question 4: The Government uses the term “Offeror” when describing requirements for Factor 1 (Contract Experience) and Factor 4 (Past Performance). By “Offeror” does it mean the prime contractor and its subcontractors, jointly, or only the prime?

Answer 4: The term “Offeror” in this situation is referring to the prime contractor only.

Question 5: Does the market research conducted by the Government support the likelihood that there are at least two companies who meet the status and size standard requirements, and who are in fact willing to submit a proposal solidifying a “competition” will occur?

Answer 5: After much discussion, it has been determined that it is unlikely that there are two or more potential SDVOSB offerors that can meet all of the SIR requirements; therefore, as previously stated, this acquisition is no longer a combined SDB AND SDVOSB set aside. This acquisition is now set aside for SDB only

Question 6: Are all Offeror-provided past performance references required to meet either a $8M or 100 FTE threshold?

Answer 6: Correct.

Question 7: May prime contractors rely on subcontractors to meet one or more past performance references?

Answer 7: No.

Question 8: Please confirm if the line item Project Management and Support, which is a firm-fixed priced line item, is where cost associated with the Program Manager and Assistant Program Manager should be captured.

Answer 8: Correct.

Question 9: Can the key personnel of Program Manager and Assistant Program Manager be a subcontractor?

Answer 9: No.

Question 10: Are the Program Manager (PM) and Assistant Program Manager (APM) positions required to be full-time on-site positions?

Answer 10: In accordance with Paragraph 2.3 of the Statement of Work, the PM or Alternate PM must be on-site at the MMAC during normal working hours and be available within two (2) hours to meet with the MMAC Contracting Officer (CO), the designated Contracting Officer’s Representative (COR) and key Government personnel (Security, upper management, etc.) to discuss contractual matters.

Question 11: On the FAA Contracting Opportunities website it states “Sources Sought” but it seems the FAA is expecting proposals. Please clarify that this is just a misclassification.

Answer 11: The announcement posted on June 1, 2018 was intended to be a request for proposals and was misclassified as “Sources Sought”.

Question 12: Please clarify whether the requirement of $8M per year refers to the total company revenue, to each individual contract cited as past performance, or to a combined annual value of the cited past performance contracts.

Answer 12: The $8M requirement means individual contracts cited as past performance.

Question 13: Please clarify whether the requirement of 100 active contract employees refers to the total number of contract employees company-wide, to each individual contract cited as past performance, or to a combined number of active contract employees for the cited past performance contracts.

Answer 13: The 100 active contract employees requirement refers to individual contracts cited as past performance.

Question 14: Who is the incumbent contractor for this service?

Answer 14: The incumbent contractor is Unispec Enterprises of Largo MD.
