About this file

This document is an amendment to a solicitation for drug testing services issued by the Department of Transportation. Amendment No. 2 clarifies that while relevant past federal government experience is preferred under the past performance evaluation criteria, entities without such experience may still apply and submit proposals in response to the solicitation. It adds language stating that among equal or nearly equal offerors, those with relevant past federal government experience will likely receive higher past performance ratings. The related federal contract opportunity notice indicates this is a draft solicitation for urine, oral fluid, and alcohol testing services, and requests that interested parties submit any questions or comments on the draft to specified DOT contacts by February 19, 2023.

Amendment No. 2

To

Solicitation No. 693JK423R500002

This Amendment No. 2 answers the following additional question posed by a prospective offeror:

2. QUESTION: May an entity, having no relevant-to-this-Solicitation past-performance in serving the Federal Government, apply for this project (i.e., submit a proposal under the subject Solicitation)?

2. ANSWER: This Amendment No. 2 adds, to the Past Performance Evaluation Criterion “C” set forth in Section M of the subject Solicitation, the following statement: “Although this Solicitation’s Past Performance Evaluation Criterion “C” does not prohibit the submission of proposals by firms possessing no relevant-to-this Solicitation past-performance in serving the Federal Government, DOT does prefer relevant-to-this-Solicitation past-performance in serving the Federal Government. Accordingly, among any two or more offerors otherwise assessed by DOT to be equal or nearly equal on this Solicitation’s Past Performance Evaluation Factor “C”, the offeror or offerors who do have relevant-to-this-Solicitation past-performance in serving the Federal Government would likely receive higher Past Performance evaluation-ratings on this Factor “C” than would the offeror or offerors who lack relevant-to-this-Solicitation past-performance in serving the Federal Government.”

This Amendment No. 2 provides no other answers or clarifications regarding the subject Solicitation.
