About this file

This amendment provides clarification to solicitation number 693JK423R500002 for drug testing services. The Department of Transportation seeks to procure urine, oral fluid, and alcohol testing collection and laboratory analysis. Key clarifications include that offerors are not obligated to establish an MRO account with the designated laboratory, but the proposed MRO service must have capacity for the required test volume. Additionally, volume V of proposals must include separate sections addressing both the prime offeror's financial information as well as each proposed subcontractor's data. No other changes or answers are included in this amendment.

Amendment No. 4 to

Solicitation No. 693JK423R500002

This Amendment No. 4 answers the following additional questions posed by prospective offerors, and provides the following clarifications regarding the subject Solicitation.

24. QUESTION: Regarding the answers to questions published with Amendment No. 3. The following question was asked: “14. Re: Section C.3. Task 1 Drug Collection and Transportation Requirements.

“Drug collection kits and forms shall be obtained by the contractor from the DOT contract laboratory in sufficient time to ensure the schedule is not delayed.” Please clarify, is the processing laboratory designated by contractor to include kits and CCF or will DOT designate their own contract laboratory?”

The answer was given: “14. ANSWER: DOT will designate its own contract laboratory.” Is it DOT’s intention that the contractor’s MRO will set up an MRO account with the DOT contracted laboratory

(Abbott Labs) and pay for all analysis fees?

24. ANSWER: The contractor is not obligated to establish an MRO account with the DOT contracted laboratory. Nevertheless, the MRO services chosen by the contractor must possess the capability to carry out MRO functions for the required volume of tests specified in the contract.

25. QUESTION: Section L, p. 185: “~ 5. a Volume V Financial / Organizational Proposal” lists requirements for the volume then also states, “the foregoing types of information shall also be presented for each and every subcontractor-company that the offeror-company is proposing.”

Additional Volume V requirements appear later, including on pages 190, 193, 195, 199, 200, and 202 and appear to be for a prime contractor only, not for subcontractors. Could you please confirm that only the Volume V requirements on page 185 apply to subcontractors or provide a consolidated list of

Volume V requirements for subcontractors?

25. ANSWER: Each prime-offeror-company’s Volume V Proposal, as e-mailed to DOT in response to the subject Drug Testing Solicitation, shall address: (a) all of the subject Solicitation’s Volume-V-Proposal-requirements with respect to the prime-offeror-company; and also (b) all of the subject

Solicitation’s Volume-V-Proposal-requirements with respect to each and every particular proposed sub-contractor-company. Accordingly, Prime Offerors are encouraged to implant, into their Part V proposals: (1) headings which clearly indicate which particular chunks of provided information pertain only to the prime-offeror-company; and (2) other headings which clearly indicate which particular chunks of provided information pertain only to each particular proposed sub-contractor-company.

This Amendment No. 4 provides no other answers or clarifications regarding the subject Solicitation.
