About this file
This document is an amendment to a solicitation for drug testing services. The amendment provides additional clarification in response to a question from a prospective offeror regarding the ability of the Department of Transportation to receive emails with large file attachments. Specifically, the amendment suggests that offerors submit their proposals to DOT both as a single email containing all attachments, which may exceed 10MB, and as a series of emails with portions of the proposal in each attachment. While DOT will attempt to receive emails exceeding 10MB, offerors are responsible for ensuring their entire proposals are received by the submission deadline of July 21, 2023. The related federal contract opportunity is a draft solicitation from the Department of Transportation for drug and alcohol testing services, with questions and comments on the draft due by February 19, 2023. The final solicitation is expected to be formally issued at a later date.

Amendment No. 5 to
Solicitation No. 693JK423R500002
This Amendment No. 5 answers the following additional question posed by a prospective offeror.
26. QUESTION: As my company puts the final touches on each volume of my firm’s proposal, a thought just popped into my mind. I just wanted to confirm DOT’s ability to receive emails with large attachments. In the past I’ve had to make alternative arrangement to deliver files over 10mb in size to a DOT email address so I wanted to be sure that any email sent where the total attachments will exceed 10mb will make it through and be delivered. I look forward to your response.
26. ANSWER: Since it is questionable whether DOT’s contracting officer would be able to obtain an authoritative answer from DOT’s IT-support-team in the short time remaining for submission of proposals on this Friday July 21st, the contracting officer is suggesting and allowing that each offeror e-mail its proposal to DOT in both of the following two ways ( “a” and “b”) before this Solicitation’s specified proposal-submission- deadline: (a) by attempting to place the offeror’s entire proposal in a single e-mail to DOT, which may contain as many proposal-attachments as the offeror sees fit; and also (b) by conveying the offeror’s proposal to DOT in a series of e-mails, each of whose attachments show only a portion of the offeror’s entire proposal. Ultimately, however, each offeror shall itself be responsible for getting its entire proposal e-mailed to DOT, and received by DOT, before the subject Solicitation’s specified proposal-submission-deadline.
This Amendment No. 5 provides no other answers or clarifications regarding the subject Solicitation.
