About this file

This file is a Vendor Questions Matrix containing questions and government responses for the NCAP Pedestrian Protection (PedPro) Testing solicitation (693JJ926R000073). The document addresses nine vendor inquiries submitted by MGA Research Corporation and Calspan LLC regarding the Request for Proposal, with government responses clarifying various contract requirements and specifications.

Key clarifications include: confirmation that Section B cost table labeling is correct (B.4.1 through B.4.6) with a noted duplicate on pages 11-12; clarification that *0080 CLINs are cost-reimbursement items not requiring offeror cost proposals; specific CLIN descriptions for Cyclist Headform Impact Tests performed per European NCAP Vulnerable Road User Testing Protocol version 9.1 dated December 5, 2023; confirmation that additional vehicle markups (CLINs *071-*073) are ordered in lieu of initial markups while cyclist headform markups (*074 CLINs) may be ordered additionally; and a statement that vehicle repair may occur in the same location as testing. The government also noted that future aPLI inclusion in US NCAP protocol is outside RFP scope but referenced an updated NHTSA NCAP Roadmap. Regarding performance metrics, the estimated total contract value is approximately $3,500,000 with individual vehicle deliveries as they become available. All monthly reports must be delivered by the 5th of the following month, clarifying a contradiction in the RFP documentation between pages 25 and 27.

Vendor Questions

Request for Proposal - Questions and Responses
Solicitation No. 693JJ926R000073 - NCAP Pedestrian Protection (PedPro) Testing
Questions received from mga research corporation and Calspan LLC. Government responses to be provided by amendment.
No.QuestionSection Reference (if applicable)Response
1Could you confirm the Section B cost table labeling should be B.4.1 through B.4.6? (The RFP appears to duplicate B.4.4 on pages 11 and 12.)Section B.4 - Price ScheduleYes. The 2nd page of the PDF document appears to have been erroneously inserted into the document.
2For replacement parts purchased and shipping reimbursement, does this assume the cost of parts would be excluded from the amount noted?Section B.4.1 - Base Period Year 1 Price ScheduleThe *0080 CLINs are all cost-reimbursement items and do not need to have costs proposed from the Offerors.
3Can you provide CLIN descriptions for the Cyclist Headform Impact Test - Standard Hood (single)?Section B.3.1 - Price Schedule CLIN DescriptionsCLINs 00014, 10014, 20014, 30014, 40014, and 50014 – Cyclist Headform Impact Test – Standard Hood (single): One (1) vehicle cyclist headform impact test for a vehicle with a static hood, performed to all requirements specified in the European New Car Assessment Programme Vulnerable Road User Testing Protocol version 9.1, dated December 5, 2023, including, but not limited to, vehicle preparation for a cyclist headform impact test, one adult headform impact, data channels, qualification tests, measurements, and documentation.
4For the additional test markups (CLINs 00071-00074), would the initial markup be ignored and the additional markup be assumed as a completely new vehicle markup?Section B.4.1 - Base Period Year 1 Price ScheduleWith the exception of the cyclist headform test markup (*074 CLINs) the "additional" markups (CLINs *071-*073) would be ordered in lieu of the "initial vehicle markup" CLINs *070 as they cover the same aspects of vehicle markup. The "additional" markups would likey be utilized for replacement vehicles where markup only needs to be done for a single impact type or for special studies on rented/leased vehicles. The cyclist headform test markup will likely be ordered in addition to the initial vehicle markup on many vehicles as NHTSA continues to gather data in this subject area.
5Does vehicle repair need to be in a separate location from the testing area, or can repairs be made on the vehicle in the testing position?Section L.8.3 - Facilities and Equipment (Evaluation Factor M.2.2)They can be the same.
6Are there future plans to include aPLI into the US NCAP protocol?Attachment J.1 - NCAP Pedestrian Test ProcedureThat is outside the scope of this RFP, but NHTSA recently updated the proposed NCAP Proadmap: https://www.federalregister.gov/documents/2026/08/17/2026-16735/new-car-assessment-program-ncap-removal-of-dynamic-rollover-resistance-test-and-side-air-bag.
7What is the expected total vehicle amount to be tested across all awarded laboratories?Section B / Statement of Work (Test Quantities)In the presolicitation on SAM.gov NHTSA indiciated the estimated value of this contract to be approximately $3,500,000.
8What is the planned test vehicle delivery cadence - will vehicles arrive in groups or individually across multiple weeks?Section F - Deliveries or PerformanceVehicles will be delivered individually as they become available.
9What is the due date for Monthly Reports? Page 27 states the 5th of the month, which contradicts page 25 stating the 15th of the month.Section F - Reporting Requirements (pages 25 and 27)All monthly reports are to be delivered by the 5th of the month following the reporting period.
