About this file

This is a Past Performance Questionnaire template for the New Car Assessment Program (NCAP) Pedestrian Impact Testing solicitation issued by the National Highway Traffic Safety Administration (NHTSA), a component of the Department of Transportation.

The questionnaire is designed to evaluate contractors' prior experience and past performance capabilities relevant to performing pedestrian protection impact testing on production motor vehicles. As a template document, it provides the standard format and question structure that prospective contractors must complete and submit as part of their technical proposals. The questionnaire will be used by the government evaluation committee to assess one of four primary technical evaluation factors—specifically "Past Performance and Prior Experience"—which combined with Technical Plan, Facilities and Equipment, and Organization and Personnel Qualifications, are weighted more heavily than price in the best-value tradeoff award decision. Contractors responding to solicitation 693JJ926R000073 should expect to provide detailed documentation of their previous work performing automotive crash testing, impact testing procedures, equipment qualification, and related testing services to demonstrate their capability to successfully execute firm-fixed-price task orders for NCAP pedestrian impact testing as vehicle models are assigned under the anticipated multiple-award contract.
