About this file
This file is a Vendor Questions Matrix containing government responses to six questions submitted by potential offerors regarding Solicitation 693JJ926R000067 for updates to the Countermeasures That Work (CMTW) and Countermeasures At Work (CMAW) guides.
The matrix addresses evaluation and proposal submission requirements, clarifying that the government will consider relevant corporate experience and past performance of proposed subcontractors as substantive team members under the same standards as the prime offeror. Subcontractor experience must be presented identically to prime offeror requirements under Section L.4, including at least three recent projects with clear attribution and relevance explanation, and may be combined with prime offeror projects among the three required past performance references submitted via Attachment J.4. The government will also give full consideration to personnel qualifications proposed through subcontractors or consultants, provided they submit Letters of Commitment and their specific responsibilities and qualifications are clearly identified in the proposal. Each proposed subcontractor requires a separate completed Attachment J.5 (Subcontract Checklist) submitted as part of Volume II, Business/Cost Proposal. Regarding technical approach, the contractor must review all relevant research on countermeasures in the 12th edition as necessary to ensure coherent, up-to-date synthesis alongside new research published between June 1, 2023 and the chapter review date, though completed chapters from earlier project years will not be updated again at project end with subsequently published research.

| VENDOR QUESTIONS MATRIX - CMTW/CMAW GUIDE UPDATES |
| Solicitation No. 693JJ926R000067 (PR 693JJ926RQ000056) | Countermeasures That Work (CMTW) and Countermeasures At Work (CMAW) Guide Updates |
| No. | RFP Section Reference | Question | Government Response |
| 1 | Sections L.4 and M.4.3 (Corporate Experience/Past Performance) | Sections L.4 and M.4.3 refer to the corporate experience and past performance of the “Offeror.” If an Offeror proposes one or more subcontractors as substantive members of the project team, will NHTSA consider the relevant corporate experience and past performance of those proposed subcontractors when evaluating the Corporate Experience/Past Performance factor? If so, please clarify how subcontractor experience should be presented and whether projects performed by proposed subcontractors may be included among the recent projects/references requested under Section L.4. | Yes. Where an Offeror proposes one or more subcontractors as substantive members of the project team, the Government may consider the relevant corporate experience and past performance of those proposed subcontractors under the Corporate Experience/Past Performance factor (Section M.4.3). Subcontractor experience should be presented in the same manner required of the Offeror under Section L.4 (the list of at least three recent projects and the past performance references submitted on Attachment J.4, Past Performance Questionnaire), with each project clearly attributed to the applicable subcontractor and its relevance to this requirement explained. Projects performed by proposed subcontractors may be included among the recent projects/references requested under Section L.4. |
| 2 | Section L.4 (Past Performance References) | Section L.4 directs Offerors to submit Past Performance Questionnaires from references or, alternatively, identify three recent CPARS evaluations. For an Offeror proposing a team that includes substantive subcontractors, may the three references include a combination of prime-Offeror and proposed-subcontractor projects, assuming the Government's response to Question 1 permits consideration of subcontractor experience? | Yes. Consistent with the response to Question No. 1, the three references may include a combination of prime-Offeror and proposed-subcontractor projects. Each reference should clearly identify whether the project was performed by the prime Offeror or by a proposed subcontractor and should meet the recency and relevance criteria in Section L.4. References shall be submitted using Attachment J.4, Past Performance Questionnaire, as directed in Section L.4. |
| 3 | Section L.4 and M.4.2 (Qualifications of Project Personnel) | Under the Qualifications of Project Personnel factor, will NHTSA give full consideration to relevant experience held by personnel proposed through subcontractors or consultants, provided those individuals are committed to the project and their specific responsibilities and qualifications are clearly identified in the proposal? | Yes. Under the Qualifications of Project Personnel factor (Sections L.4 and M.4.2), the Government will consider the relevant experience of personnel proposed through subcontractors or consultants, provided those individuals are committed to the project (e.g., evidenced by a Letter of Commitment as described in Section L.5) and their specific responsibilities, qualifications, and resumes are clearly identified in the proposal as required by Section L.4. |
| 4 | Attachment J.5 (Subcontract Checklist); Section L.5 (Business/Cost Proposal) | Attachment J.5 is identified as the Subcontractor Checklist. Please confirm whether a separate completed Attachment J.5 is required for each proposed subcontractor and whether it should be submitted as part of Volume II, Business/Cost Proposal. | If the Offeror proposes one or more subcontractors, a completed Attachment J.5, Subcontract Checklist, shall be submitted for each proposed subcontractor, consistent with Section L.5. Attachment J.5, together with the subcontractor information described in Section L.5, shall be submitted as part of Volume II, Business/Cost Proposal. |
| 5 | Section C.4 (General Requirements, third bullet) | Under C.4 General Requirements, bullet three (3) states, “Read, critically review, and evaluate each document related to the countermeasures included in the 12th edition of the guide.” Is the expectation that the Contractor re-reviews every reference included in the 12th edition for the purpose of determining continued inclusion in the 13th edition, in addition to reviewing any new literature? | The literature review for each countermeasure should present a coherent summary of the research published to date on each topic, and it shall also note limitations, weaknesses, and/or varying perspectives on the research to date (Section C.6.2.4). As described in Section C.6.2, the Contractor should identify and determine inclusion of new research published between 6/1/23 and the date the chapter's review is conducted. However, to ensure each topic provides a coherent, up-to-date synthesis of research on that topic, the Contractor will also need to determine whether any references included in the 12th edition need to be described differently or even removed in light of new research identified. For this reason, the Contractor may need to re-review references in the 12th edition, as necessary. |
| 6 | Section C.6.6 (Prepare Draft Chapters for 13th Edition) | C.6.6 states, “The Contractor shall submit drafts of the updated chapters of CMTW to the COR for review on a rolling basis, with three (3) to four (4) chapters updated per calendar year.” Is there an expectation that the chapters drafted and revised in the earlier years of the project would be updated again toward the end of the project timeline if subsequent literature is published within the 5-year project but after the completion of the chapter? | No, there is not the expectation that the Contractor will update chapters completed in earlier years again at the end of the project with any new research published between the date the chapter was completed and the end of the project. |
