STATEMENT OF WORK
SAMPLE TASK ORDER - TRANING

INTRODUCTION
This proposal describes Personnel and Material support activities necessary to support the FRA Technical Training Standards Division (TTSD) at the Transportation Technology Center (TTC) in Pueblo, CO. Under this task order (TO), the contractor will provide labor hours, equipment charges and associated materials purchases in support of the FRA Training Division.
OBJECTIVE
The objective of this TO is to provide necessary labor, equipment and associated materials to support FRA Training at TTC. Provide management, supervision, personnel, equipment, and materials necessary to accomplish the work described in this proposal.

WORK BREAKDOWN
Contractor will provide the FRA with the following:
1.1. Labor hours. Not to exceed $100,000. Qualified personnel are required to perform the following functions:
1.1.1. Provide project management/administrative oversight for the administration and budgeting of this task order
1.1.2. Qualified personal to perform the functions necessary to maintain current operations.
1.1.3. Transportation services and driver for FRA training activities at TTC and local locations such as Pueblo Chemical Depot, or other suitable local area with track.
1.1.4. Labor hours to provide a TTC familiarization tour as requested in support of TTSD mission.
1.1.5. Services necessary to plan for expansion of training activities and site safety upgrades (i.e. Civil Engineer, Computer Aided Design and Drafting, etc.).
1.1.6. Engineering and professional services as needed to support course development to include instructional device installation and professional knowledge exchange.
1.1.7. Purchasing and receiving services, to include buyer, receiving services, and property clerk for goods received, as approved by Contracting Officer.
1.1.8. Labor to procure and setup instructional artifacts for demonstration.
1.2. Equipment hours. Not to exceed $40,000
1.2.1. Equipment necessary for the Equipment Operator to perform necessary tasks (60 hours equipment time (i.e. Forklift, loader, etc.)).
1.2.2. A fire truck for the accident training scenario (16 hours).
1.3. Materials purchases. Not to exceed $500,000
1.3.1. Purchase and deliver Audio-Video equipment to include repair or installation services. This may include wi-fi or wired installation in classrooms and offices, and purchase and installation of items.
1.3.2. Provide or contract transportation services for FRA training attendees in and around Pueblo during conferences. These services may be between hotels and convention centers, or between hotel and TTC.
1.3.3. Provide video production and editing services for instructional videography services. This will include both normal hand-held as well as drone videography.
1.3.4. Purchase and deliver various office supplies, environmental supplies for safety (i.e. water during the summer months) and Personal Protective Equipment necessary to support training at TTC for VIP Visits as required.
1.4. Provide Role Players for training scenarios as follows:
1.4.1. Locomotive Engineer (50 hrs.)
1.4.2. Conductor (50 hrs.)
1.4.3. Media reporter and cameraman (50 hrs.)
1.4.4. Eyewitness for interview (i.e. Accident Fundamentals) (50 hrs.)
1.4.5. Extras – as necessary (50 hrs.)
1.4.6. Fire Department personnel (incident commander and Firefighter) (50 hours).
1.5. Support for Training Classes Not to exceed $40,000
1.5.1. Provide training aids and reference materials to assist trainee understanding.
PROJECT SCHEDULE AND DELIVERABLES
The period of performance will be one year (12 months), upon initiation of the project.
1.6. Reporting
Prepare and deliver Monthly Progress Reports (MPR) in standard one-page FRA format at outlined in the Master IDIQ. Each progress report will include concise statements describing:
1.6.1. A financial status to include accumulated costs, both planned and actual, and a breakdown of costs by major categories
1.6.2. Work performed during the previous month and a summary of work to be performed in the next month, along with a comparison of planned vs. actual work performed
1.6.3. Identification of problems and recommended solutions
1.6.4. As part of this effort, TTCI will also prepare and deliver Biweekly Reports to FRA.
1.7. Quality Control
Provide quality control processes and procedures to ensure subcontract work meets established standards outlined by FRA in SOW.
1.8. Project Management & Key Personnel Responsibilities
Provide management, supervision, personnel, equipment, and materials necessary to accomplish the work described in this proposal. Work with FRA to complete specific Personnel and Material support for FRA Training Operations.
WRITTEN PROPOSAL CONTENTS
