J.6 TOPR 1

SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

C.1 BACKGROUND

The FHWA Office of Preconstruction, Construction, and Pavements (HICP-40) oversees the MATC Program. The MATC Program, originally developed to showcase Superpave design and volumetric mixture control, is essential in the development and deployment of new asphalt pavement technologies, material test procedures, and design methods incorporated into best commercial practices. The MATC Program utilizes a series of initiatives and tools to gather and identify stakeholder input and needs; showcase, refine, and validate innovative asphalt pavement materials and procedures; perform asphalt material tests and evaluations; monitor deployment trends in the asphalt pavement industry; disseminate findings on a national scale; and provide demonstration on-site guidance for asphalt mixture production quality assurance. These tasks are crucial to the effective implementation and adoption of these new and innovative procedures, materials, and evaluation technologies by both industry and agencies.

The MATC provides technical assistance to stakeholders on various technologies, test procedures, and quality initiatives. Since 1988, the mobile testing trailer has traveled to 48 States across every region of the United States to assist State agencies and asphalt contractors in implementing these technologies. The Program has continued to evolve and includes assisting State agencies with Quality Assurance1 initiatives by providing technical assistance, guidance and training materials for improved State quality assurance programs and adoption of statistically valid acceptance programs. It introduces new concepts for asphalt pavement testing, evaluation, and selection, new test protocols, new equipment, new design methods, new performance testing tools and evaluation, and provides technical expertise to facilitate effective use of recycled materials and emerging technologies in flexible pavement applications.

C.2 SCOPE

This is a non-personal services IDIQ contract to provide personnel, material, equipment, services, tools, supplies, engineering, transportation, facilities, and supervision to perform the Mobile Asphalt Technology Center (MATC) Program. (a) TECHNICAL CAPABILITIES

Technical proposals will be evaluated and assessed based on the following criteria, in descending order of importance:

1. Technical Management Approach – The TET will evaluate the Offeror’s proposal to determine if it meets, exceeds or fails to demonstrate an understanding of the technical requirements and tasks in Section C – Description/Specifications. The Offeror’s management approach will be evaluated to determine if it demonstrates an approach to successfully implement, accomplish, and manage the technical requirements of Section C.

2. Technical Evaluation Factors established within TOPR 1 – The TET will evaluate the Offeror’s approach to performing the requirements and its capability to successfully perform the requirements set out in TOPR 1.

2.3. Key Personnel – The TET will evaluate the Offeror’s ability to provide key personnel with resumes that demonstrate the following: background, education, leadership, training, suitability to the proposed position, applicability of related experience, and special or unique qualifications of the key personnel to implement the offeror’s approach to meet requirements and tasks in Section C. The TET will evaluate the Contractor’s plan for key personnel replacement, the ability to provide cleared personnel in a timely manner, and the continuity of services during that process.

3.4. Staffing – The TET will evaluate staffing to assess the plan’s potential efficacy to manage a team with sufficient experience and expertise to accomplish the tasks in Section C;

to employ and maintain a technically trained and experienced workforce to satisfy the ID/IQ requirements; to provide cleared personnel in a timely manner; to propose successful process(es) for team assignments, team communication, monitoring of team performance and conflict resolution; and to propose a plan for ensuring the offeror continually improves operating efficiency through process improvement.

(b) PAST PERFORMANCE EVALUATION

The Government will use its discretion to determine the sources of past performance information used in the evaluation. The information may be obtained form the agency’s knowledge of Contractor performance, other government agencies or commercial entities or past performance databases.

The Government reserves the right to assess the past performance of proposed subcontractors.

Past performance information is evaluated as a predictor of future contract performance. Using past performance information for each offeror, the Government will assess the probability that the requirement will be successfully completed in accordance with contract terms.

The Government will evaluate the merits of the offeror's past performance on the basis of its performance record. The Government will consider the following areas in its evaluation of past performance:

(1) Timeliness – Delivery or Performance

(2) Quality of products or services provided

(3) Cost control

(4) Relevance of the prior work to the requirements of the solicitation including scope, size and timing.

(5) Overall Management of the project

(6) General trends in past performance.

In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror will not be evaluated favorably or unfavorably.

(c) COST/PRICE EVALUATION

Proposed prices will be evaluated but not scored. The price evaluation will determine whether the proposed prices are complete and reasonable in relation to the solicitation requirements and market rates. Proposed prices must be entirely compatible with the technical proposal and consistent with the pricing requirements listed in this solicitation.

To evaluate prices for award purposes, the Government will apply the Offeror's proposed fully burdened fixed-prices/rates to the Government’s estimated quantities (including travel and other direct costs) of use over the life of the contract as estimated in the Independent Government Cost Estimate (IGCE). The IGCE will not be disclosed to the public. Additionally, a comparative analysis of pricing received for TOPR 1 will be conducted to determine price reasonableness and realism.
