Competence refers to any subcontractor that will perform a key role under the contract.

77 ‘C’ Page 5 Reference to Section H states that it does not count against the page limitations for Part II, however, Section H is a part of Part I in the SF 330. Is Section H to be counted against the total page count for Part I?

In accordance with the RFQ page 5 items not included within the page restriction counts are as follows: SAM, cover pages, cover letters, table of contents, blank section dividers, resumes, charts, graphs, glossary of terms, exhibits, drawings, sample formats, items of an illustrative nature; GSA Schedule Contract, and Attachments.

78 Amendment

Amendment 0003 was issued on July 1, 2020 omitting the requirements for site visits. However, the site visit requirement deadline was Friday, June 26, 2020 per Amendment 0002. Why were mandated site visits no longer required and cancelled after the close of the site visit period?

To clarify, firms who were unable to attend a scheduled site visit may request individually or submit a response to this solicitation without having completed a site visit.

The RFQ states that we must identify the “category for which [we] are submitting”. What is this referring to?

What “category” options are there?

Various codes for use on the SF 330 start on page 5 of the SF 330. Categories are listed starting on SF 330 page 6. Small business categories are in FAR 19.

80 Sec. C, Page 4, Para 7.

Can the font be 12-point font of a different style than Times New Roman, such as Arial or Helvetica? Does the 12 point font requirement apply to all pages of the SF-330 as well as any additional material?

The 12 point Times New Roman font applies to any and all sections that don’t automatically default to a font style and size, such as in the SF330 form. Fonts smaller than 12 size font are less legible and will be challenging to read. Proposers may expend the limited submission space using different fonts, font styles and larger size fonts with no corresponding increase in submission size allowance for those items and parts with page allowances.

The RFQ references Tab A, Tab B, Tab C, etc. Since we are submitting a PDF, can the Tabs be PDF “Bookmarks”? If not, what format should the Tabs take?

Substitute tabs should function as easily and clearly as a physical tab.

It is at the discretion of the A/E submitting their SF330 which additional disciplines to include. Resumes are not included in the page count. Could additional consultants be added at a later stage?

In accordance with RFQ page 5 a Part II is required of any subcontractor that will perform a key role under the contract. All sub consultants do not need to be included now.

On Page 5, the RFQ states that resumes are among the items not included within the page restriction counts.

However, resumes are in SF-330 Section E, which has a 30-page limit.

Can you clarify if resumes count to the 30 page limit or not?

In accordance with the RFQ page 5 items not included within the page restriction counts are as follows: SAM, cover pages, cover letters, table of contents, blank section dividers, resumes, charts, graphs, glossary of terms, exhibits, drawings, sample formats, items of an illustrative nature; GSA Schedule Contract, and Attachments.

85 Sec. C, Page 5, Para 4.

What does “GSA Schedule Contract” refer to in the list of items not included within the page restriction?

The GSA Schedule Contract refers to the GSA contract number, the entire contract does not need to be submitted, and this does not count toward the page restriction.

The RFQ states that “Volume 1…. shall consist of the SF330 with tabs….”.

Should the other contents of submittal

(2. SAM Profile, 3. Organizational Chart, 4. Company History/Track Record, 5. Quality Control Plan.) be part of a Volume 2? Or should all submitted material at this stage be in “Volume 1”?

Volume 1 should contain a complete response submitted in response to this solicitation consisting of:

1. SF330 Form

2. System for Award Management (SAM) Profile Overview

3. Organization Chart

4. Company History/Track Record

5. Quality Control Plan

The SF 330 will contain all parts and tabs as listed on page 5 of the RFQ. All items listed in the paragraph on page 5 as not being included in the page restriction count may be included in the SF 330 or the five sections of Volume 1 listed on page 6 of the RFQ. The organization chart will be included in the SF 330 section D and section 3 of the submittal.

Volume 2 would be the price proposal if requested at a later date.

We have noticed that other recent Federal RFQs including GSA and National Park Service have had a 10-year limit for Example projects. Would you consider changing the limit for Section F example projects from 5 to 10 years?

Tab E and Tab H appear to have the same description: “Specialized Experience and Technical Competence

A Part 1 Tab [Section] E will be completed for each key person. Specialized Experience and Technical Competence for each person should be included in Section E. General Form and Font Question

Regarding the SF 330 Form, can we use our own SF 330 which is the same version 8/2016 converted to a Word Document or do we have to use the provided SF 330 in the RFP which is a PDF Fillable form?

Also, does the Times New Roman 12-point font apply the SF 330?

If so, the fillable PDF form attached with the RFP does not fill in with Times New Roman 12 point font and it cannot be edited on our part.

You may use the Word version. Ensure that the information and format are the same as the SF330 pdf.

Fonts smaller than 12 size font are less legible and will be challenging to read. Proposers may expend the limited submission space using different fonts, font styles and larger size fonts with no corresponding increase in submission size allowance for those items and parts with page allowances.

The organization chart will be included in the SF 330 section D and section 3 of the submittal. Section 5 Quality Control Plan as noted on page 6 of the RFQ will be submitted in Section [Tab] 5 of Volume 1 and not in section H of the SF 330.

b. Expertise Criteria

The request RFQ page 7 paragraph b is for a maximum of 3 example projects however the SF requires 10 projects.

Are these 3 projects in addition to what is included in the SF 330?

Should the SF 330 contain 3 projects or 10 projects?

RFQ page 7 paragraph b should read, “…minimum of three (3) examples…” The maximum is ten, not thirteen.

A minimum of three and a maximum submission of ten projects on the SF 330 is the requirement.

Factor #5 Past Performance under Evaluation Methodology paragraph (b) should read, “Contractor is required to submit a minimum of three (3) and a maximum of ten (10) relevant and recent (within the past ten years of the date of this Solicitation)…”

102 Evaluation Criteria Factor #2 and # 5

Factor #2 states we are to use projects completed in the past 5 years whereas Factor #5 states completed or current projects in the past 3 years.

What is the time frame for projects?

Can they be current or do they have to be completed?

What is required to be included in Tab #4 “Company History/Track Record.”

This is not clear.

The company history/ track record should include the past events that lead to the company being where it is today. Joint ventures, independent companies, small business subsidiaries all have different histories which may be highlighted in this section. The company project, management, business, client, etcetera track record that may be advantageous to the USG in pursuit of successful design for this project should be highlighted in this section. There is no need to duplicate any information included in any other area of submission. The company/ history track record will be included in section 4 of Volume 1 of the submittal as indicated on page 6 of the RFQ.

Is there a section where should provide qualifications for our subconsultants?

Do we only include resumes and SF 330 Part II for subconsultants?

If at a later time additional sub consultants are required, the A/E may hire them at that time.

This would be to augment the existing team and not to replace the team put forth in the

105 SF 330 Part 1 To be certain, the resumes in the SF 330 DO NOT count towards the 30 page limit for Part I of the SF 330.
