About this file
This document is a Draft Request for Proposal (RFP) for a Design-Build (D-B) contract to replace two modular bridges in Canovanas, Puerto Rico. The work is split into two schedules:
Schedule A (Base Contract) includes the full design and permitting for the replacement of Bridge #606 on PR-962 and Bridge #653 on PR-957, as well as the construction of the new Bridge #606. Schedule B (Option 1) includes the construction of the new Bridge #653. The overall project will involve geotechnical investigations, new bridge and roadway construction, temporary traffic control, utility coordination, environmental permitting, and other related work. The estimated project cost range is $20-30 million. The procurement schedule indicates the RFP will be issued in September 2024, with proposals due 8 weeks later and contract award targeted for 21 weeks after RFP issuance. A stipulated fee of $75,000 will be provided to unsuccessful offerors who submit technically acceptable proposals. The Federal Highway Administration's Eastern Federal Lands Highway Division is the lead agency, working with the Federal Highway Administration's Puerto Rico Division and the Puerto Rico Highway and Transportation Authority.

A. SCOPE OF WORK
A.1 Description of Project
The project consists of the design and replacement of Bridge Number 606 on Route PR-962 and Bridge Number 653 on Route PR-957 over the Canóvanas River in the Municipality of Canóvanas, Puerto Rico. Currently, the bridges are temporary modular bridges installed after hurricanes Irma and Maria as temporary structures since the pre-existing structures were severely damaged because of the storms.
This project will include the full replacement and roadway construction of Bridge Number 606 on PR-962 and Bridge Number 653 on PR-957. The work consists of replacing the existing temporary modular bridges with concrete bridges, new roadway alignment, geotechnical investigations, foundation design and construction of new bridge approach, new retaining walls, temporary and permanent traffic control, right-of-way (ROW) acquisition, temporary and permanent erosion and sediment control, utility investigation and relocations, scour design and countermeasures, and other miscellaneous work.
This Design-Build (D-B) contract will provide design for new structures, removing the existing modular bridges, and delivering them to a Puerto Rico Highways and Transportation Authority (PRHTA) facility, removing remnants from pre-storm structures, and constructing new structures. The Offeror will also support the Government in complying with the National Environmental Protection Act (NEPA) requirements and addressing ROW needs as required, coordinating project work as needed with the public, local governments, utility companies, and other stakeholders, and perform required permitting among other duties as described in the scope of work. The government has prepared Type, Size and Location (TS&L) for each of the structures and the Offeror has the option of continuing the conceptual designs or recommending an alternative approach for the proposed work as described in the scope of work.
Eastern Federal Lands Highway Division (EFLHD) issued a Finding of No Significant Impact (FONSI) for NEPA compliance in July 2022, which adopted the Federal Emergency Management Agency’s Commonwealth of Puerto Rico – Transportation: Bridges, Culverts, Roads, and Landslides Programmatic Environmental Assessment. The project design and construction for bridges must adhere to the conditions and mitigation measures outlined in the FONSI and subsequent CEs to be developed by EFLHD for the project sites included in this contract. The design will be subject to review by EFLHD, PRHTA, Federal Highway Administration’s Puerto Rico Division (FHWA-PR), and other government agencies and consulting parties.
When the proposed project limits are outside of existing PRHTA ROW, the Offeror will be responsible of performing the ROW studies to provide FHWA and PRHTA the necessary information to acquire the necessary ROW for completing the proposed work. The Offeror shall consider the timeframe required for completing ROW acquisitions in their technical and price proposals. Refer to Sections 112 and 121 of the Special Contract Requirements (RFP Part 5).
The work is split into bid schedules as follows:
Schedule A (Base Contract), Bridge Number 606:
The Schedule A (Base contract) of the project includes the full design and permitting for
SOW-2
the work included in Schedules A and B. The base contract will also include the construction of the new two-lane bridge structure for Bridge Number 606 on PR-962 on a new alignment near KM 4.1, in the Municipality of Canóvanas, Puerto Rico.
The design work for Bridge Number 606 includes a new alignment north of the existing modular bridge with two travel lane width of 11-feet shown in the preliminary TS&L, bridge design work providing the minimum required hydraulic capacity to meet the 100-year flood event with a 2-foot overboard, conveys the PRHTA bridge capacity, freeboard, and stability requirements, temporary traffic control during construction, pavement markings and other miscellaneous work. Perform scour analysis and design scour countermeasures. Since the bridge is located within a FEMA Regulated Base Floodplain, design should meet the PRHTA, FEMA, and other local government agencies design requirements.
The design work for Bridge Number 653 includes bridge design work for a new two-lane structure with 11-feet lanes, providing the minimum required hydraulic capacity to meet the 100-year flood event with a 2-foot overboard, conveys the PRHTA bridge capacity, freeboard, and stability requirements, temporary traffic control during construction, pavement markings, and other miscellaneous work. Perform scour analysis and design scour countermeasures. Since the bridge is located within a FEMA Regulated Base Floodplain, design should meet the PRHTA, FEMA, and other local government agencies design requirements.
Schedule B (Option 1), Bridge Number 653:
Option 1 for the project includes the construction of the new Bridge Number 653 and approaches on PR-957, near KM 0.1, in the Municipality of Canóvanas, Puerto Rico.
This structure is to maintain a similar alignment to the pre-existing structure with minor horizontal alignment shifts. At a minimum, the structure needs to provide a travel lane width of 11-feet as shown in the TS&L and provide the minimum required hydraulic capacity to meet the 100-year flood event with a 2-foot overboard, conveys the PRHTA bridge capacity, freeboard, and stability requirement.
The project design shall be completed and approved by the Contracting Officer (CO) prior to any permanent construction. Temporary traffic control, erosion sediment control, and other non-earth disturbing measures, such as survey, staking, tree cutting, and design submittals, can be implemented in advance of the start of permanent construction to facilitate project design, fieldwork, and time of year restrictions.

Utility Relocation By Others. The Conceptual Plans show that existing utilities fall within the project limits. The Contractor is responsible for the location, maintenance, protection, safety, and continuation of service of all existing utilities within the project limits for the life of the contract. Locate these utilities according to Sections 107 and 935.
