About this file

This amendment provides responses to bidder questions for solicitation number 693C73-24-B-000001 from the Department of Transportation Federal Highway Administration for the Tennessee National Wildlife Refuge project. The amendment estimates cut and fill quantities for roadway excavation line items using Geopak software, clarifies that embankment construction and excavation needed for the Kentucky Lake Bank Revetment area are included in the lump sum pay item for that schedule, and confirms that the refuge will clear a beaver dam as needed prior to construction starting on March 15, 2024. Bidders are advised to obtain any necessary hauling permits from the local county and comply with legal load limits, with the contractor responsible for repairs if road conditions are worsened. The bid opening date of October 17, 2023 at 2:00 pm EDT remains unchanged.

Amendment No. 0002

Project FW-TENN 12(1)

Tennessee National Wildlife Refuge

Solicitation: 693C73-24-B-000001

The purpose of this Amendment is to:

1) Respond to bidder questions.

2) The bid opening date of October 17, 2023, at 2:00 p.m. EDT remains unchanged.

Responses to Questions

1) Question: Can the government please provide cut and fill quantities for each of the Roadway

Excavation line items?

Response: The design consultant estimated the following using Geopak software earthwork calculations: Schedule A (Base Contract) cut: 8,269 cubic yards (cy), fill: 1,881 cy, revetment fill:

1,786 cy; Schedule B (Option 1) fill: 20 cy (cadd-measured); Schedule C (Option 2) cut: 5,571 cy, fill: 4,172 cy; and Schedule D (Option 3) cut: 7,603 cy, fill: 1,878 cy. Earthwork runs will be provided after the project award. Since the roadway excavation quantity is higher than the embankment construction for Schedules A, C, and D, the roadway excavation is a pay item, and embankment construction is not measured for payment.

2) Question: Upon performing a site visit, it has been determined that the site in the Kentucky

Lake Bank Revetment area looks nothing like what is shown in the plans. Will this area need to have embankment installed prior to installation of the revetment? How will this embankment be quantified and paid for?

Response: The embankment construction and any roadway excavation that is needed for the construction of Kentucky Lake Bank Revetment area will not be measured and is part of the

Schedule A 67001-0000 Project Lump Sum (Kentucky Lake Bank Revetment) pay item. Per

Special Contract Requirements (SCRs) Subsection 204.16 (page J-13 of the J pages), roadway excavation for revetment construction will not be measured.

3) Question: Upon performing a site visit, contractor noticed a massive beaver dam obstructing a feature of work. How is the contractor to proceed on this feature of work?

Response: The refuge will clear out enough beaver dam as needed for the standpipe replacement prior to the start of construction. Since construction will not start until March 15, 2024, the beaver dam will be removed closer to the work start date.

4) Question: We have been made aware that the local county will require some form of agreement and/or protection for the county roadways leading to the project site. Contractor has not noticed this addressed within the contract documents. How will this be addressed?

Response: Contractor is required to get any necessary hauling permits, and to operate trucks within the legal load limits posted by the County/State. If conditions of permit are required, the Contactor will comply at no cost to the Government. It is customary that preconstruction photos and video are taken to document condition prior to starting work. If Contractor worsens the condition, the

Contractor will be responsible for any and all repairs. See FP-14 Subsection 107.02 and FAR

Clause 52.236-9.
