1. Introduction

Federal Highway Administration (FHWA) is working on drainage and roadway improvements to 6.87-mile Big Sandy Road (Route 012) and six parking areas with aggregate surface course within Big Sandy Tennessee National Wildlife Refuge. The work includes slope grading, ditch reconditioning, removal and replacement of several pipe culverts, installation of one concrete box culvert, replacement of one water control structure, roadway resurfacing design, parking lot rehabilitation and installation, and erosion and sedimentation control. Figure 1 below shows the plan view of the roadway limits involved in this project.

AECOM 6

2. General Site Conditions

The site conditions change throughout the extent of the project limits. The four main site conditions encountered throughout the length of Big Sandy Road are mild slopes along farmland, through woods, and along water bodies, and steep slopes through woods.

There are over 30 water crossings throughout the project limits with multiple scenic stops along the way, including cemeteries, an overlook, hiking trails, and a lakeshore pull-off. A small portion of the roadway towards the end of the project limits runs in proximity to existing TVA powerlines.

AECOM 7

3. Design Considerations

3.1 Culvert Design

Most of the roadway is situated between a hillslope on one side and mildly sloping farmland on the other. This project consists of resizing and replacing 21 existing structures at stream crossings, as well as installing a newly proposed culvert at M.P. 5.96 to properly convey drainage from the hillside to Kentucky Lake and tributaries.

None of the culverts to be replaced in this project are located on FEMA studied streams.

Multiple culverts are located within the 100-year flood zone of Kentucky Lake, but there is not a defined floodway, so there are not any required No-Rise studies.

All structures are sized as directed by EFLHD and USFWS and are not designed according to guidelines presented in Chapter 7 of the Project Development and Design Manual. On June 30, 2021 AECOM received guidance from EFLHD Hydraulic Engineer Wendy Hiciano to replace all structures 24” or larger in-kind and upsize all structures less than 24” to 24” structures and include design exceptions.

The time of concentration for each drainage area was calculated using the NRCS TR-55 method. The provided culvert sizes were analyzed within HY-8 Version 6.70 to determine the capacity of each structure. The design flow rate of each predetermined structure size was determined to be the flow rate with headwater elevation no greater than the bottom of the aggregate base layer for the gravel roadway structure. As requested in the 30% design plans, Culvert 10 at the Farmer’s Pond along with the stand pipe will be replaced in-kind due to the age and condition of the structure. All pipes require an 18” minimum cover between top of pipe and top of roadway surface. The box culvert (Culvert 21) was designed to 25-YR capacity. Per guidance from EFLHD and USFWS, the top of the culvert was designed as the riding surface.

Culvert 4 has a concrete headwall at the outlet designed according to standard detail 601- 4.

Riprap aprons for all pipe culverts were designed according to standard detail C251-50 per direction from Hiciano on August 19, 2021. The geometry of the riprap apron at the outlet of Culvert 21 was designed according to HEC-14 and class 4 rip rap per EFLHD guidance.

EFLHD and USFWS directed AECOM on September 27, 2021 to design roadside ditches to match the design flow rate of the structure each ditch drains to, with a maximum design capacity of a 10-year storm. Ditches were designed to contain the calculated flow depth of the design storm with 0.5’ of freeboard. All ditches were designed as v ditches with 3:1 foreslopes and backslopes. Per Barron Crawford of USFWS, these ditches are only to be implemented in areas where removal of trees is not necessary to construct the ditch. In areas where trees may be disturbed, the backslope may be adjusted by the Construction Officer. Slopes steeper than 3:1 must be stabilized with erosion control blanket. The contractor is to establish slope limits and obtain owner confirmation of limits prior to performing grading in order to reduce the number of trees to be removed.

AECOM 8

On November 9, 2021 EFLHD and USFWS directed AECOM to install arch equivalent pipes in all locations where 1.5’ of cover was not achievable in order to reduce the number of locations that would require raising the roadway greater than 6 inches. These locations are Culverts 5, 7-9, 13-15, 19, and 22. The roadway profile is to be raised greater than 6 inches at culverts 5, 7, 9, 13, and 22.

AECOM met with FHWA and FWS via a Microsoft Teams Meeting to discuss another revision to the revetement design. These revisions would result in Culvert 13 having to be extended to 49 LF through the revetment surface. The outlet riprap apron was removed as the revetment surface will now serve as outlet protection for Culvert 13. Revised calculations have been included in Appendix B.

Calculations for 25-YR culvert capacity are located in Appendix E.

AECOM 9

3.2 Revetment Design

AECOM originally designed 0.25 mile of shore protection to be installed along the northwestern shore of Kentucky Lake between MP 3.74 – MP 4.00 where continuous scouring is occurring. The main purpose of this design was for protection against an estimated 20° wave trajectory. The reinforcement surface was to be applied as fill material to avoid disturbing natural landscape and trees.

On May 11, 2023, Eastern Federal Lands Highway Division approved an amendment for the Big Sandy Route 12 roadway rehabilitation contract to revise the limits of the Kentucky Lake revetment from 1,300 feet to approximately 350 feet and shift the start of the revetment approximately 82 feet to the north. The direction came from Troy Littrell (Tennessee National Wildlife Refuge) to address TDEC mitigation concerns. A turbidity curtain will be installed to capture potential sediment from the construction of the revetment. The program includes directing the Contractor to construct the revetment during the Winter Pool elevation which reduces the exposure to washout from lake seasonal water levels.

On August 4, 2023, FHWA and FWS directed AECOM to revise the revetment limits by extending the shoreline protection beyond the anticipated wave height, to the roadway elevation of 370. This elevation increase will add additional protection to address anticipated flood elevations that have occurred at this site. The toe protection will be adjusted by moving higher on shore and burying the toe approximately 2-feet below grade. The new toe height will be at elevation 357, 2 feet below the summer pool elevation of 359. In addition, the revetment stone will be placed closer to the roadway embankment to enhance stabilization of the road. With the new elevation limits, AECOM revised the revetment to have a slope that varies from 2:1 to 4:1. The revetment design and typical section can be viewed on sheets D10 and D11 in the Final Plan Set dated August 17, 2023.

Good evening Brian, At this point, per previous conversation, I have not received any letter from you requesting clarifications on culvert design, so I am issuing a Notice to Proceed (NTP) for phase III, effective tomorrow, July 1. Your team has 104 days to submit the deliverables, due October 12, 2021.

Please see below guidance from the hydraulic engineer, Wendy Hiciano:

“For the revisions of the culverts that the AECOM is recommending to significantly increase there are few ways we could go about it:

1. Replace in-kind and have a design exception. Having in mind that any culvert less than 24 inches should be increased and still providing recommendations based on the 25-year flood event. For this we just would need documentation stating that the culvert will not accommodate the peak design flow.

2. Low Water Crossings (LWC).

Aecom already has the calculations so this should be easily modified. We would need concurrence from the FWS on which solution works best for them.

The SOW states as follow:

Prepare a Preliminary Hydraulics Report by investigating the existing hydraulic conditions, including the materials, types, sizes, and invert elevations of…
