About this file

This amendment modifies a solicitation for road construction services on the Tennessee National Wildlife Refuge. The scope of work includes maintaining traffic on Big Sandy Road and replacing culverts. The amendment clarifies that temporary closures of Big Sandy Road will be allowed during culvert replacements upon approval from the Contracting Officer. The contractor must provide access and emergency measures during closures. Native materials can be used for topsoil if meeting specifications. Excavated material can be reused for embankments if meeting requirements. The specified pavement striping is waterborne paint. The entire road cannot be closed for the duration of work but only in sections during culvert construction as approved. The bid opening date remains October 17, 2023 at 2:00 PM EDT.

Solicitation Changes

SCR Changes

Delete the last two paragraphs of the Subsection 156.04 of the SCRs (J pages – page J-9) and substitute the following:

Maintain one lane of traffic at all times on Big Sandy Road (Route 012) from Sta. 100+00 to Sta.

327+04 (MP 0.0 to MP 4.3) at all times, except for culvert replacements. Roadway closure will be permitted during culvert installation as approved by the CO.

Inform CO 14 days before placing Big Sandy Road (Route 012) under full road closure. Maintain access according to Subsection 156.05(b). Open roadway within 24 hours after completion of work or as directed by the CO.

Responses to Questions

1) Question: Will the park (refuge) allow a complete road closure for the culvert work?

Response: A temporary road closure for each pipe culvert installation will be permitted as directed by the CO. The contractor will need to provide access to the refuge and adjacent land users, if required, during the closure. The contractor will also need to provide emergency access measures

(such as steel plates), if directed by the CO. See SCR changes as part of this Amendment.

2) Question: Can we use native material with soil reconditioning i.e. lime, fertilizer in lieu of importing topsoil?

Response: Excavated materials can be reused for the topsoil if they meet the FP-14 (included as part of the Solicitation) requirements for topsoil material (see Subsection 713.01 as referenced by

Section 624).

3) Question: Does the Roadway excavation line item include re-placing the excavated material or is it an export number.

Response: The roadway excavation pay item includes embankment construction. The excavated material can be reused as part of the embankment if it meets the FP-14 for embankment construction material requirements (see Section 204).

4) Question: Does the striping need to be thermoplastic or is paint sufficient?

Response: the pavement striping pay item that is specified in this project is “type B”, which is waterborne paint. See the FP-14 for the specific material requirements (Subsection 718.10, as referenced by Section 634).

5) Question: Can we close the entire road for the duration of work?

Response: No, the road cannot be closed for the duration, but can be closed during culvert construction in sections as approved by the CO (see SCR 156.04 changes as part of this

Amendment).
