Questions / Clarifications
The following questions and issues were submitted to EFLHD at eflhd.conracts@dot.gov. The
Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included.
The Government’s direct response to the sender may also have been updated below for better clarity.
1) Detail for 14” prestressed piling:
Response: Pile design and layout is included with the 55101-0600 (Precast Prestressed
Concrete Pile) pay item, contractor is responsible for determining the final length and location of the piles for the design.
2) Piling layout in construction plan:
Response: Pile design and layout is included with the 55101-0600 (Precast Prestressed
Concrete Pile) pay item, contractor is responsible for determining the final length and location of the piles for the design.
3) PDA requirements for pile driving:
Response: Refer bidder to FP-14 Section 551.
4) Pile cutoff information:
Response: Refer bidder to Subsection 551.14.
5) Pile driving criteria:
Response: Refer bidder to FP-14 Section 551 and latest version of AASHTO LRFD Section
10. Contractor is responsible for the design of the piles.
../../../../../../../natr/1e10/Proj_Dev/Eng_Coord/3Advertisement/Amendments/Amendment%201/Final%20Documents/eflhd.conracts@dot.gov
6) SCR 201.05A section C requires contractor to extend excavation to a minimum depth of 6 feet below proposed grade for clearing and grubbing. Is this accurate?
Response: See Amendment #1 for revised Section 201 of SCR to clarify that are two different methods for the removal of invasive species.
7) SCR 107.10(c) states to verify the presence or absence of invasive species prior to conducting work. Is this the contractors responsibility?
Response: Correct this would be the contractor's responsibility. The plans do provide some locations of invasive species.
8) SCR 156.04 states to maintain one lane of traffic at all times. Is there no exception to this?
Response: Refer bidder to Subsection 156.04 of the SCR.
9) On sheet S12, Designer note #4 refers to a foundation design report. Is there a foundation design report available for review or is this actually referring to the final design report? Response: Sheet
S12 is a NYDOT Standard Drawing to provide general guidance for the Contractors
Design. Boring logs were provided as Government Furnished Information for the project advertisement.
10) The plans refer to steel piles, the bid schedule refers to concrete piles and the final design report refers to timber piles for the box culverts. Is this up to the contractor to determine which type of pile to use?
Response: Provide bids based on the pay items (concrete piles) shown in the advertised documents bid schedule. After the project is awarded a Value Engineering proposal can be submitted to the CO for possible approval, as described under FP Subsection 103.03.
11) Is sheet S13 missing from the plans? Our plan set goes from S12 to S14.
Response: There is no S13 sheet.
12) The details and dimensions in the plans are in general, vague. Can you provide the engineers quantity computations to help us better understand the intent whereby the pay item quantities were derived?
Response: Provide bids based on the advertised documents. No quantity calculations will be provided.
13) Will a Gant chart be an acceptable scheduling method in lieu of a CPM schedule submission?
Response: CPM schedules are not required according to section 155.05 of the Special
Contract Requirements. The contractor is to provide a Bar Chart Method schedule in accordance with section 155.
14) With the maintaining of one open lane at all times during construction, can we request night time work during the critical excavation components?
Response: Refer bidder to Section 156.08 of the SCR.
15) Will the contractor be allowed to shift traffic over a temporary culvert outside the normal edge of pavement in order to phase construction on the box culverts?
Response: Provide bids based on the advertised documents. The Government will not recommend or approve means and methods during the advertisement of the project.
16) Based on Spec Book Section 104, please confirm that the expectation is for the Contractor to hire and supply a certified PE to design all the structural work including the piling system?
Response: Correct per Section 104 of the FP.
17) Section 157 requires weekly erosion inspection reports. Will the contractor or CO perform the weekly erosion control inspections and reports?
Response: Refer bidder to Section 157.14 of the FP.
18) There is no phasing plan or centerline shoring shown for the culverts. Does the CO expect that we will be closing the road and detouring traffic during the culvert installations? If no road closure is allowed, what is the desired process for shoring at centerline?
Response: Refer bidder to Subsection 602.03. The contractor is to follow OSHA safety regulations 29 CFR, Part 1926, Subpart P.
19) Will the contractor be allowed to install a carrier pipe for dewatering purposes under the existing road and then abandon in place?
20) The drainage summary table on sheet C02 shows 29.0 cy of structural concrete, class A pay item
55201-0200. Where are the footing dimensions to back up these quantities?
Response: Footing dimensions for quantities were developed based on the NYDOT
Standard Plan sheets in relation to the size of the culvert. The Contractor’s designer will need to determine the final dimensions based on the design requirements.
21) If the contractor is to provide the design and dimensions for the box culverts and foundations will they be required to utilize the deep foundation pile and strip footing system? Will the contractor be allowed to choose the invert slab with keyway option as shown on sheet S11? If the contractor chooses the invert slab option, what pay items would be utilized for payment since there are no piles and strip footings?
22) There appears to be an intended design for the culvert foundations because specific item numbers and quantities are given but yet the design is left up to the contractor. If the contractor is to abide by the stated items and quantities then the department’s design must be provided. If the department’s design is not provided and is left up to the contractor, by what means will payment be made when the contractors design does not align with the given items and quantities?
Response: The Contractor’s designer will need to determine the final design to meet the design loading. Payment will be made based on the final constructed quantities.
23) Will NYSDOT approved mix designs for asphalt be acceptable?
Response: Refer bidder to Section 401 of the SCR.
24) Sheets K01 and K02 call out wingwalls as shown on E602-D which will not work correctly with a 3 sided span unit on strip footings. Sheets D02, D07 and D08 call out wingwalls as shown on
E602-C. Please clarify which detail is intended for installation.
Response: Changed Detail callout from E602-D to E602-C. See amendment #2
25) If we are responsible for designing the piling system for the culverts can steel piles be utilized in lieu of concrete piles since concrete piles are not usually available in western NY?
Response: Provide bids based on the pay items (concrete piles) shown in the advertised documents bid schedule. After the project is awarded a Value Engineering proposal can be submitted to the CO for possible approval, as described under FP Subsection 103.03.
26) Please clarify which class of RCP pipe is required for the 24” culvert pipe.
27) Please provide the dimensions of the existing box culverts at station 156+04, 225+32 and 245+17 so that a centerline of road piling system can be designed around and over the existing culverts.
