About this file

This amendment modifies a solicitation for a federal construction project. The project involves replacing three bridges and repairing a box culvert within the Chesapeake and Ohio Canal National Historical Park. The work includes structural concrete, steel, timber, a prefabricated pedestrian bridge, micropiles, stone masonry repair, and approach reconstruction. Testing requirements for micropiles are updated, and middle piles can now be used for testing at each abutment. The bid due date remains February 28, 2023. The solicitation is available through the System for Award Management website and issued by the Eastern Federal Lands Highway Division of the Federal Highway Administration to certified small businesses for a project with a budget between $2 million and $5 million.

Amendment No. 0005

Project NP CHOH 206(1), 913(1), ETC.

Chesapeake and Ohio Canal National Historical Park

Solicitation: 693C73-23-B-000006

The purpose of this Amendment is to:

1) Update the Special Contract Requirements (SCRs), Subsection 567.06 (J pages) of the Solicitation.

2) Respond to bidder questions.

3) The bid opening date of February 28, 2023, at 2:00 p.m. EST remains unchanged.

Solicitation Changes

1) SCR changes:

567.06(b)(2). Delete the first two sentences of the Subsection and substitute the following:

The CO will designate production micropiles for proof testing at Culvert 82 site. One test will be performed on a center micropile at each abutment. Proof test locations for the other three bridges will not be as shown in the plan (sheets R04, R20, R39), and, instead, the CO will assign a production micropile from one in the center of each abutment. Test according to Tables 567-3 and 567-4. Delete verification testing from Table 567-4.

2) Response to bidder question:

Question: Amendment 0004 responded to a question asking about the method of testing for the micropiles. In the response it was stated that compression testing should be performed. In order to perform the compression test, reaction piles need to be installed around the test pile as anchor points to counter act the compressive load created on the production pile. Can the production pile be moved to a middle pile so that other micropiles for the abutments can be used for the reaction force? If not, is there any additional allowance for the micropile line items in the schedules to compensate for the added linear feet of micropiles installed for the reaction piles? Is there a minimum offset spacing of reaction piles from production piles?

Response: The middle miropiles can be used for testing at each abutment. Please see the SCR change under this amendment.
