Amendment No. 0001

Project NP CHOH 206(1), 913(1), ETC.

Chesapeake and Ohio Canal National Historical Park

Solicitation: 693C73-23-B-000006

The purpose of this Amendment is to:

1) Provide pre-bid meeting minutes and the PowerPoint presentation.

2) Provide an additional geotechnical report that includes soil boring data for the Culvert

82 site.

3) Respond to bidder questions.

4) The bid opening date of February 21, 2023, at 2:00 p.m. EST remains unchanged.

Solicitation Changes

1) Please see attached for the pre-bid meeting government PowerPoint presentation.

Pre-bid meeting minutes:

The pre-bid meeting for the project was conducted virtually on January 30, 2023, starting at 9:00 am EST and ending at approximately 9:35 am. The government shared a power point presentation that discussed high level information on the project. For the full information, see project documents.

The pre-bid meeting was followed by the Culvert 82 site visit starting at 12 pm (only this site was accompanied since there is a 2.6 mile walk from the public parking without government opening the gate). The only question that asked during this visit was the access for the Culvert 82 site and the hauling restrictions on the existing gravel trail (tow path). The tow path will be open to the public during the construction. The solicitation already includes the requirements to provide the load ratings for each culvert on the hauling path to the site and to protect the culverts if needed during the hauling (please see Special Contract Requirements (SCRs) (J-pages) of the solicitation page J-3/J-4, Subsection 104.05). Culvert protection can consist of steel plates or timber matting.

Field review participants were as follows:

Government:

• Susannah Noppenberger, Civil Engineering, Chesapeake and Ohio National Park

• Joseph Fabis, Construction Operations Engineer (FHWA-EFLHD)

• Yanina Kirtley, Design Project Manager (FHWA-EFLHD)

Info Page 2 of 4

Contractor Personnel:

• Pedro Astudillo, RBA Engineering International, PLLC.

• William (Bill) Potempa, Terra Site Constructors, LLC.

• Brad Gribble, Maverick Construction

• Michael Strube, HMF Paving Contractors, Inc.

• Daniel Strube, HMF Paving Contractors, Inc.

2) Add an additional geotechnical report with soil boring data for the Culvert 82 site.

Disclosure for the report is as follows:

• The DMY Engineering Consultants, Inc. (DMY) report does not provide coordinates for the boring logs. Follow the government’s geotechnical report (dated February

2022) for the design recommendations. The DMY report is provided for the soil boring data information.

• The government estimated Google Earth coordinates based on the boring location plan presented on the PDF pg.11 of the DMY report.

• The DMY report provides elevations for borings B-1 and B-2 as 253 ft and 254 ft

(PDF pg. 15-16), respectively. When estimated coordinates are placed in the government survey, the ground surface elevation is approximately (~) 233 ft.

Furthermore, based on The National Map (TNM) Elevation USGS webpage, the ground surface elevation for the estimated coordinates is ~ 235 ft.

• For the purpose of design, the government considered the ground surface elevation for both borings B-1 and B-2 as 235 ft.

• The DMY report did not consider scour in their design. The DMY report performed

Allowable Strength Design (ASD) footing design instead of Load and Resistance

Factor Design (LRFD) as required by the government.

• The government recommended a system of micropiles to support the new bridge based on: LRFD design, scour, and the subsurface profile encountered in DMY borings while offsetting the ground surface elevation as noted above.

3) Responses to bidder questions:

Question: What is the formal process for submitting questions?

Response: Per the instructions provided in the solicitation, all questions should be submitted via email to EFLHD.Contracts@dot.gov. Questions submitted within a week of the project bid opening date might not get answered in time for you to incorporate the answers into your bid.

Question: Will there be an organized site meeting?

Response: Per the instructions provided in Section E of the solicitation, an organized virtual pre-bid meeting was held on January 30, 2023, at 9 am EST. An organized site visit was held at only the Culvert 82 location on January 30, 2023, at 12 pm EST. If necessary, individual site visits may also be arranged during normal duty hours by contacting one of the two points of contact provided in Section E of the solicitation (specifically on page E-2). However, these site visits will not be accompanied since all the sites are open to the public.

Question: (Are there on site) utilities available for job site trailers?

Response: The government does not have any available utilities for the Contractor use within the

Info Page 3 of 4 government Right Of Way (ROW). The Contractor is expected to find commercial locations for job site trailers or field offices.

Question: Access routes and allowed truck, equipment, crane weights to both sides of the bridges will weigh heavily on project costs. It will be difficult to accurately bid not knowing allowed truck weights or heavy equipment weights and corresponding access routes until after the bid award when formal access plans are approved. It would be good to have at least a general estimate on what loads can pass and routes prior to bidding. Low ground pressure equipment etc.

Especially site 82.

Response: The solicitation already includes the existing National Park Service (NPS) owned road hauling load limits and the requirements to provide the load ratings for each bridge or culvert on the hauling path to the site(s) and to protect the culverts if needed during the hauling

(see Special Contract Requirements (SCRs) (J-pages) of the solicitation page J-3/J-4, Subsection

104.05). Lock 25 box culvert inspection report was provided for the contractor use. Culvert protection can consist of steel plates or timber matting. The tow path hauling limits are normally

15 tons, however, if the contractor can provide the necessary calculations showing how the existing culverts on the towpath will be protected with additional proposed loads, this may be approved by the CO.

Question: What portion of the access roads are considered NPS roads and, therefore, subject to lower weight limits than Maryland allows for dump service trucks and concrete trucks?

Response: There are some ROW limits shown on sheet A12 of the plans. If necessary, general extent of NPS boundaries are available to view online at NPS - Land Resources Division

Boundary and Tract Data Service - Overview (arcgis.com).

Question: It is going to be hard to find a PE willing to guarantee that a certain weight can cross a structure especially if it is older.

Response: This is a contract requirement and will not change.

Question: Will the sign in sheet for the pre-construction (pre-bid) meeting be posted or made available?

Response: Yes, the sign in sheet is made available as part of the pre-bid meeting minutes and is posted as part of this amendment (also see the included PowerPoint presentation presented by the government at the pre-bid meeting).

Question: Page J-14 of the Solicitation has the note, "157.09 Water Crossings. Construct temporary water crossings as shown in the plans where construction vehicles and equipment cross a live waterway." Culvert 82 has a crossing south of the bridge illustrated, but no apparent crossing locations for equipment are shown for the other bridges. Is a water crossing allowed at

Lock 25, Dargan, and Fifteen Mile if a plan is provided for protecting the channel?

Response: Per Special Contract Requirements (SCRs) (J pages), Page J-14, Subsection 157.09, second paragraph: “Do not allow construction vehicles or equipment in live waterways.” It is strongly advised that offerors visit the project sites. Lock 25 site will not allow in water work in the canal and there will need to be a debris shield during the construction to prevent anything falling in the water. Fifteen Mile Creek bridge and Dargan Bend bridge normally do not have water in the channel and the contractor will be able to cross the canal within the Limits Of https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.arcgis.com%2Fhome%2Fitem.html%3Fid%3Dc8d60ffcbf5c4030a17762fe10e81c6a&data=05%7C01%7CYanina.Kirtley%40dot.gov%7C9548d56e81ee45b98bc808db05520062%7Cc4cd245b44f04395a1aa3848d258f78b%7C0%7C0%7C638109621978774791%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&sdata=%2BXVuOU22aX6eckaOeXjZzocIthKjG9dGLRDmr2e8ScY%3D&reserved=0 https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.arcgis.com%2Fhome%2Fitem.html%3Fid%3Dc8d60ffcbf5c4030a17762fe10e81c6a&data=05%7C01%7CYanina.Kirtley%40dot.gov%7C9548d56e81ee45b98bc808db05520062%7Cc4cd245b44f04395a1aa3848d258f78b%7C0%7C0%7C638109621978774791%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&sdata=%2BXVuOU22aX6eckaOeXjZzocIthKjG9dGLRDmr2e8ScY%3D&reserved=0

Disturbance (LOD) shown in the Erosion and Sediment Control Plans (M sheets).

Question: Page J-35 of the Solicitation says, "Locate the Government field office within 15 miles of the project site". However, on page B-4, line item A0960, there are only 2 field offices listed for the 3 sites that are greater than 15 miles apart. Will 3 Offices be required?

Response: See page J-35 of the solicitation, Subsection 637.02, first sentence of the second paragraph: “For Schedule A, provide one physical field office for Lock 25, New Culvert 82, and

Dargan Bridges, and a second physical field office for the Fifteen Mile Creek Bridge.“ Two (2) field offices will be required. One of these will need to be 15 miles from either Culvert 82, Dargan Bend, or Lock 25 sites, and the second will need to be within 15 miles of the Fifteen

Mile Creek bridge.

Question: After looking over the Geotech report, I don't see the location map and bore log for culvert 82, but on page 129 of the pdf, it looks like at least 2 bores were performed. Is there additional information available for the bores performed on Culvert 82?

Response: An additional geotechnical report with the soil boring data for Culvert 82 was added as part of this amendment.
