Amendment No. 0004

Project NP CHOH 206(1), 913(1), ETC.

Chesapeake and Ohio Canal National Historical Park

Solicitation: 693C73-23-B-000006

The purpose of this Amendment is to:

1) Update the Special Contract Requirements (SCRs), Subsection 567.06 (J pages) of the Solicitation.

2) Respond to bidder questions.

3) The bid opening date of February 28, 2023, at 2:00 p.m. EST remains unchanged.

Solicitation Changes

1) SCR changes:

567.06(b)(1). Delete the Subsection.

567.06(b)(2). Delete the first two sentences of the Subsection and substitute the following:

The CO will designate production micropiles for proof testing at Culvert 82 site. One test will be performed per abutment. Proof test locations for the other three bridges are shown in the plans.

Test according to Tables 567-3 and 567-4. Delete verification testing from Table 567-4.

2) Responses to bidder questions:

Question: Our micropile subcontractor is questioning the tests required. Can you let me know which test will be required because the specs don’t appear to state the ASTM? Can they also clarify exactly what ASTM test they want on the pile? There’s a compression test (Push down on pile), tension test (Pull up on Pile) and a lateral test (Push against pile). ASTM 1143

(Compression), ASTM 3669, (Tension), ASTM 3966 (Lateral). This is very important because compression and lateral test require sacrificial micropiles.

Response: Only compression tests are required. There are no ASTM tests to be performed.

Verification testing will not be required. Only proof tests (one per abutment will be required).

Perform tests according to Subsection 567.06(b)(2) of FP-14 and SCRs. An amendment to the

SCRs is included as part of this Solicitation.

Question: I am referring to pages 11 and 12 of the IFB where it states the length of the project. It states we have 245 calendar days to complete the project. According to Bridge Brothers (please see attachment) the lead time for the bridge to be supplied is 12 weeks for design drawings and

Amendment 0004

Info Page 2 of 2

24 weeks from the time the drawings are approved for the bridge to be manufactured. That is 252 calendar days. This doesn't take into account for the time it will take for the drawings to be approved and time to complete the project after the bridges are delivered. So in conclusion how is the length of the project going to be effected/reconciled?

This lead time applies to all four bridges, Schedule A and Schedule B. If the project were awarded by May 1 and the construction time did not begin until after Labor Day, the project schedule should work.

Response: We can award and delay the notice to proceed for Schedule A (Base Contract) and

Schedule B (Option 1) until drawings, approvals and fabrication for the bridges are complete.
