Laurel Fork Bridge Replacement
Solicitation: 693C73-22-R-000008
The purpose of this Amendment is to:
1) Revise B-Pages Proposal Instructions to make required changes.
2) Revise Special Contract Requirements (SCR)s (J-pages) to make required changes.
3) Respond to offeror questions.
4) The proposal due date remains January 18, 2022, at 2:00 pm EST.
Request for Proposal Changes
1) Delete Subsection 1.B.(d)(2) of the B-Pages Proposal Instructions (Page 4) and substitute the following:
(1) Proposed Quality Control Plan for construction in order to deliver a quality construction project (see Section 153). Describe how you will approach construction quality control.
2) Delete Subsections 108.01(c) through 108.01(e) of the SCRs, pages J-5 through J-6 and substitute the following:
(c) Do not perform work in the Unnamed Tributary of Laurel Fork Creek or the 25-foot trout buffer associated with the unnamed creek from October 15 to April 15.
(d) Do not perform in-stream work in Laurel Fork Creek at any time of the year.
(e) Do not perform any ground-disturbing work within the 25-foot buffer zone on either side of Laurel Fork creek at any time of the year”.
3) Respond to offeror questions:
Question: Language in Section 104 of the RFP allows delivery equipment hauling the pre-cast bridge segments to exceed the load restrictions stated in Table 104-1 on National Park Service roads. In the last sentence on page J-4 it also states: “hauling will be permitted from the nearest point of public access to the work site”. There are two points of public access to the Blue Ridge
Parkway located on either side of the Laurel Fork Bridge, the closest point is with the South
Laurel Fork Road intersection, and the other is located at State Route 18 and Blue Ridge

Parkway on/off ramps which is not the closest. Will pre-cast segment delivery be allowed on the
Blue Ridge Parkway from both public access locations? Is PC segment delivery allowed to occur using the temporary construction access entrance/road located on South Laurel Fork
Road?
Response: No hauling is allowed on South Laurel Fork Road between the temporary access road and the Blue Ridge Parkway due to load limits on the South Laurel Fork Road structure over
Laurel Fork. Hauling from State Route 18 along the Blue Ridge Parkway and from State Route
18 along South Laurel Fork Road is allowed.
Question: Plan sheet D03, Temporary Construction Access Roads, has been revised with AMD
(Amendment) #4. A buffer has been added around the Unnamed Creek and is extended into and around the temporary access road and culvert work areas. The language in Section 108 of the
RFP, Pages J-5 & 6, states; Item (c) “Do not perform work in the Unnamed Tributary of Laurel
Fork Creek from October 15 to April 15” and Item (e) “Do not perform any ground-disturbing work within the 25-foot buffer zone on either side of the creek at any time of the year”. Originally, the culvert construction and creek diversion work was restricted to the time frame as allowed in Item (c) and now that the area has a buffer around it Item (e) restricts the work from occurring at all. Is this correct, how and when will the culvert, diversion, and access road occur?
Response: Please see future Amendment #5 (this amendment). Section 108 will be revised to:
“(c) Do not perform work in the Unnamed Tributary of Laurel Fork Creek or the 25-foot trout buffer associated with the unnamed creek from October 15 to April 15” and Item (e) to: “Do not perform any ground-disturbing work within the 25-foot buffer zone on either side of Laurel
Fork creek at any time of the year”.
Question: Note # 4 on plan sheet D03 requires access to the temporary access road to be maintained at all times. The 36” culvert and diversion requires several items of work to occur in a small area. Can the temporary access road be closed for a short duration to allow complete construction or is phased construction expected to occur there?
Response: The contractor would need to coordinate with the Right Of Way (ROW) holder directly for periods where full closure of the temporary access road is required. The contact information for the ROW holder will be provided at the Preconstruction Conference.
Question: Notes 2 & 3 on plan sheet number D03 show a 105 FT temporary bridge and an optional 85 FT Temporary bridge. If the contractor’s overall means and methods allow, can the
85 FT bridge to become the primary creek crossing then can the 105 FT bridge become optional or even eliminated? Can the two bid items be reduced to just one bid item for any and/or all the temporary bridge cost?
Response: It is acceptable to use only one temporary bridge instead of two if that is sufficient for the contractor’s access. However, the bid items will not be changed due to this request. A minimum amount with unit price of $0.01 should be bid for the bridge that is not required (the
Government will not accept a bid amount of $0.00).

Question: The earthwork required for this project will generate approximately 2,500 CY of excess soil material. Can this material be left within the project limits or must it be hauled offsite? Potential onsite locations include fattening abutment slopes and utilizing the prescribed staging areas.
Response: The Government does not have use for this quantity of material. Any material not used to restore existing contours after removing the access roads would need to be hauled off site in accordance with the “Standard Specifications for Construction of Roads and Bridges on
Federal Highway Projects” (FP-14), Subsection 203.05(a). We do not have environmental clearance to create new earth work features on site.
Question: Item 1.B. (d) (1) on Page 4 of the RFP Bid Schedule Instructions states “Proposed
Quality Assurance & Quality Control plans for construction in order to deliver a quality construction project (see Section 153). Describe how you will approach construction quality control.” Section 153 of the FP-14 Standard Specifications identifies requirements for
Contractor Quality Control. Please confirm that Quality Assurance is not required by the
Contractor and consider removing Quality Assurance from the sentence in Item 1.8. (d) (1).
Response: The contractor is required to perform quality control, not quality assurance.
References to Quality Assurance will be deleted, please see future Amendment #5 (this amendment).
Question: Items (c) & (f) on Pages J-5 & 6 in Section 108 of the RFP limits time of work for within the Unnamed Tributary (from October 16 to Aril 14) and for Tree Removal (from
November 2 through March 31). Page 2 of the RFP anticipates award of Contract in January
2022 which has not changed since the original solicitation was advertised and containing a
November bid date. What is the revised contract award date? At this time, it appears that notice to proceed may not occur until late March. The window to remove trees will be nearly over by then and will delay start of any significant work on the project site until November 2022. In addition, segment erecting time frame will likely be pushed into less desirable weather months. Has this been taken into account with the original completion date of September 30, 2024 provided? Will the completion date be extended or can the tree removal dates be adjusted?
Response: Trees must be felled on/or before March 31. The cut trees can be moved at any time. Based on the current expected award date (late February 2022), the contractor has 1/2 months (after the bid bonds are due) to get the felling completed and must be ready to work on that. If the award is delayed past February, there will be other accommodations made. The
Government will not be extending the completion date of September 30, 2024, at this time.
