Laurel Fork Bridge Replacement

Solicitation: 693C73-22-R-000008

The purpose of this Amendment is to:

1) Revise plan sheets to address permitting agency’s concerns.

2) Revise B-Pages to change quantities for two (2) pay items.

3) Revise RFP Statement to make required changes.

4) Revise B-Pages Proposal Instructions to make required changes.

5) Respond to bidder questions.

6) The proposal due date remains January 18, 2022, at 2:00 pm EST.

Request for Proposal Changes

1) Replace plan sheets A03, C01 through C04, C10, D03, M01 and M07 through M11.

2) Replace B-Pages (B-1 through B-7) pages.

3) Delete first sentence of the first paragraph on page 3 of the RFP Statement and substitute the following:

Submit two (2) unbound paper copies and one (1) CD-ROM (or a USB stick) copy of the

Price Proposal.

4) Delete Subsection 1.B.(b)(2) of the B-Pages Proposal Instructions (Page 3) and substitute the following:

(2) Documentation that shows direct experience of the Offeror, and/or experience of subcontractors that the Offeror proposes to utilize in the execution of this project. Submit documentation that shows direct experience of the Contractor/subcontractor in constructing precast concrete box girder segmental bridges by providing at least one (1), but no more than three (3) precast concrete box girder segmental bridge example projects completed in the past eleven (11) years similar in scope and size to the Laurel Fork Bridge project. Offerors are to include the experience of the entire prime and subcontracting team that will perform the work on this project.

5) Respond to bidder questions:

Question: Page J-47 states a Maximum foot-print of 105’ X 30‘for the Optional Temporary

Bridge and 85’X 30‘Maximum foot-print on the temporary bridge for the South Staging area.

To achieve a 30’ open roadway, can our temporary bridge substructure be wider, if out of the

Buffer Zone?

Response: We don’t recommend modifying the widths of the temporary bridges even if their ends are outside of the buffer zone. The bridges are over the buffer zone, so any additional widths will be considered a disturbance. We have applied for permits with the plans as currently shown. The plans would need to be updated to show the footprint of the bridge, and the associated impacts to the trout buffer, and possibly additional wetland impacts would need to be calculated and included in the permits. If the contractor proposes changes that will result in additional disturbance, the contractor will be responsible for updating the environmental permits obtained by the government. The contractor would not get additional time for delays due to permitting.

Question: Page 3 of the Bid Schedule Instruction, Item 1.B.b.(2) states:

(2) Documentation that shows direct experience of the Offeror, and/or experience of subcontractors that the Offeror proposes to utilize in the execution of this project. Submit documentation that shows direct experience of the Contractor/subcontractor in constructing precast concrete box girder segmental bridges by providing at least one (1), but no more than three (3) precast concrete box girder segmental bridge example projects completed in the past five (5) years similar in scope and size to the Laurel Fork Bridge project. Can the window for example projects be expanded to include the Foothills Parkway Project PRA FOOT 8E17 Bridge

2 project Bridge from 2011? The referenced project is similar in scope and construction to the current project. The Blue Ridge Parkway over IH-26 is currently under construction, would this project currently under construction be considered for satisfying this specification requirement?

Response: Under an upcoming amendment (Amendment 004), the performance window will be expanded to count all projects that have been completed within the last 11 years, so the Foothills

Parkway Project PRA FOOT 8E17 Bridge 2 project Bridge from 2011 will be acceptable for inclusion. Since the Blue Ridge Parkway over I-26 is currently under construction, this project will not be considered an acceptable example project as the post-tensioning has not been completed while the above requirement clearly states that the projects have to be “completed”.

Question: Under Submittals on page 2 of the Request for Proposal it states:

Submit two (2) unbound paper copies and one (1) CD-ROM copy of the Price Proposal. Submit the Price Proposal separately from the Technical Proposal in a sealed envelope and clearly labeled as the “Price Proposal.” Will either a CD-ROM or USB memory stick be acceptable?

Response: A USB memory stick will be acceptable. This change will be added to the upcoming amendment (Amendment 004).
