Questions / Clarifications

The following questions and issues were submitted via email. The Government response or clarification is provided.

1. The contract drawings show at the following excavated slopes for installing the Gabion Basket System

Boat Ramp Access Road 1H:1V Kendall Day Use Parking 1H:1V Campground Entrance Loop 1H:1.5V

The soils report classify the soils as A-4. Silty Sand. Non Plastic. The upper fill layers of the borings indicated firm to stiff. Below 5’ to 8’ very loose and loose relative densities and very soft to firm.

Soils report performed unconfined compressive strengths on the existing rock for soil nails. There were no unconfined tests ran on the soils. OSHA soil classification references unconfined compressive strength for soil classification for excavated soils and will assist the contractor or engineer determine if the soils are Type A (1.5tons per SF or greater) Type B (.5 tons per SF to 1.5tons per SF) Type C (less than .5 tons per SF).

The standard penetration tests(SPT) numbers are low on the soils and would lend someone to believe these soils will not support themselves in a 1H:1V excavated situation. I believe these soils will require a 1.5H:1V for safe worksite.

Question, in the event these soils actually do require excavation to 1.5H:1V will there be a contract modification to complete all the extra work required? Or does the contractor need to take into consideration in its bid the costs for all this extra work? Sheet piling or other methods to support the excavation.

Response: Refer to Note 5 on the Typical Sections. Excavation limits are assumed to be at the slope shown for design and quantity determination. Excavation for the soil nail walls shall be performed per FP-14 Subsection 208.03. No additional payment will be made for shoring or bracing systems that may be required to maintain the construction to within the limits shown on the drawings.

2.The cross section on sheet T11 does not show the back of the wall at 103+14 and the start of the day use parking wall starts @ 200+23.53 and does not match cross section. The detail where the corner meets on cross section sheet T11 will leave an unprotected portion of bank how is this to be addressed?

Response: Please see revised Plan Sheets D03 and T11 as part of Amendment 4.

3. Response is to refer to sheet S04 that states trim basket for nail installation; or concern was in our question that cutting/trimming the corner of 4 baskets would compromise the gabions integrity, and recommendation of manufacturer is to NOT trim baskets. Please advise how to proceed?

Response: The revised Plan Sheet S04 shows an extension to the soil nail tail length to the front of the back gabion basket. With this approach, gabion basket trimming will not be necessary. The front gabion basket will be installed in front of the nail head. Please see revised Plan Sheet S04 as part of Amendment 4.

4.Several responses state submit alternative to CO for approval; does the alternates need to be submitted pre bid or after award?

Response: Please submit alternative to CO for approval after the contract award during construction.
