Questions / Clarifications
Bidders can send written questions or inquiries for clarification to: eflhd.contracts@dot.gov.
Questions can be submitted at any time, however questions submitted within 10 days of the proposal due date may not be answered in time for the bidder to properly incorporate the responses into their bid.
1. FP14, Para 637.03, states to provide a Field Office and Residential Housing in accordance with Table 637-1 and 637-2. However, the bid schedule only has a line item for Field Office. Is the contractor to provide Residential Housing for this project?
Response: Residential housing is not required for this project.
2. There seems to be some areas adjacent to the project site on the Corps of Engineers property. Will we be allowed to utilize some of those spaces for an office trailer?
Response: There is a fenced in site with power that is designated for a field office.
3. If discrepancies occur between the drawings and FP14, does the FP14 override the drawings?
Response: Please refer to FP-14, Subsection 104.04 for coordination of contract documents.
4. If required will the contractor be allowed to gain access to an outside of the LOD?
Response: No, all work needs to be performed within the LOD.
5. Large Class II or III riprap is located on the embankment at the parking lot and ramp access. Can this be used as Unclassified Borrow?
Response: The riprap is NOT suitable to be used as unclassified borrow. It will pose challenges in compaction and installation of soil nails.
6. If not does the government have a location, they would like to stock pile and reuse this material at a later date?
Response: On-site Riprap is to be placed at the toe of the gabion walls at the Boat Ramp Access Road and Kendal Day Use Parking Area per the drawings and as directed by the CO. Surplus rip rap not placed at the gabion walls may be stockpiled at an on-site location at the direction of the CO and would require flushing with topsoil and seeding.
7. Will the government accept Kentucky Department of Transportation approved asphalt mix design?
mailto:eflhd.contracts@dot.gov
Response: Yes, according to Subsection 403.02(a) of the FP-14.
8. Will the government accept Kentucky Department of Transportation approved asphalt construction? Example approved Subgrade, base, and topcoat.
Response: No. The pavement needs to be constructed according to the typical sections included in the Plans.
9. It appears we have several large quantity items that FHWA typically has line items in the bid schedule for pricing. For example, in multiple locations on the drawing for Schedule A it states to price Riprap Method A. It even states to reuse existing riprap on site and price in accordance with Riprap Method A. However, Schedule A has no Pay Item for Riprap Method A. Please Advise.
Response: Pay Item 25102-0000 Placed Riprap, Method A (Government-Provided Material Stockpile) has been added in Amendment 2.
10. According to the drawings there is a large amount of Full Depth Asphalt removal. However, we do not have a line item for Full Depth Asphalt Removal. Please Advise
Response: Typical Sections have been revised to add callouts in Amendment 2.
Roadway excavation pay item (previously included) will also cover the asphalt removal as shown on typical sections.
11. Does the government have a site local to the site to dispose surplus materials? (Example dirt, rock, excavated material.
Response: Please see attached the proposed locations for the surplus materials.
