SHEET
Questions / Clarifications
The following questions and issues were submitted via email. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included. The Government’s direct response to the sender may also have been updated below for better clarity.
1. Will KYTC approved asphalt mixes be allowed for paving this project?
Response: Yes. Please refer to Section 403 of FP-14.
2. Will KYTC DGA be allowed for the base aggregate? And will it need to be pugged from a pug mill?
Response: Subgrade, base, and asphalt surface course (topcoat) shall be constructed per the lines, grades and thickness shown on the typical sections. Materials used in the construction of subgrade, base, and topcoat shall meet the requirements contained in the applicable sections of FP-14 and the Special Contract Requirements.
The aggregate base would need to meet our material performance requirements (LA Abrasion, Sulfate Soundness etc) which are pretty standard in terms values. If the aggregate is of poor quality when verified its properties, can be rejected.
3. Can you provide clarification on the grade/type of stone to be used to fill the gabion baskets?
Response: Please refer to Subsection 705.0 of the FP-14.
4. What type of fill material is to be for the 6' road cut excavation, can existing material be reused?
Response: Perform excavation and backfill as shown on typical sections and according to Section 209 of the FP-14.
5. What type of fill material is to be used to fill the missing slope on sheets T22 & T23?
Response: Unclassified borrow per FP-14.
If aggregate in the bid sheets is used the solid bar nails shown on S04 will not be able to be used to keep an open hole.
The hollow bar in note 7 is subject to COR approval, can this be addressed Prebid.
Response: No, submit the hollow bar design, sealed and stamped by a professional engineer in KY for the CO approval.
6. What are the Load limits for the trucks hauling aggregates and spoils?
Response: Comply with Subsection 104.05 of the FP-14 for load limits.
7. Is there a plan to add a line item for parking lot repair in the lot above the boat ramp after construction is completed as it will likely be damaged with all the tonnage hauled in and out?
Parking lot repair shown on sheet D04. The quantities are included in C sheets. No additional pay item will be added.
Response: See FP-14 Section 107 for LEGAL RELATIONS AND RESPONSIBILITY TO
THE PUBLIC.
8. Can both areas be worked at the same time? i.e. excavation on one and drilling on the other.
Response: Work on the multiple sites is allowed at the same time according to Subsection
156.04 of the SCR’s, subject to CO approval.
9. Can we drill through the outside of gabion baskets and plate the outside in lieu of the back?
Response: Submit your proposed alternative to the CO for approval.
10. Will water be available and provided as needed for the drill rig?
Response: No.
11. What are the compaction requirements behind the baskets?
Response: Please refer to Subsection 204.11 of the FP-14.
12. What are the compaction requirements on the slopes?
Response: Please refer to Subsection 204.11 of the FP-14.
13. If alternate nails are approved/used, will redesign be required?
Response: Yes, detailed design and shop drawings, sealed and stamped by a professional engineer in KY, should be submitted to the CO for approval. Minimum length and design loads are included in the plans. The soil nail details provided in the plans are for illustration only.
14. Where can I get a copy of the attendance list for the May 17 site visit?
Response: Sign-in-Sheet has been included as part of Amendment 3.
15. On page S04, note 7 “the use of hallow bar is allowed, subject to approval by CO” this will be the most cost-efficient way to build the nails. However, if the hollow bar is not approved, the cost will increase. Can we bid the nails using the hollow bar, assuming CO will approve it, as long as FHWA guidelines are followed?
Response: It is the contractor’s choice on how they want to bid.
16. Item A0145, “Placed Rip Rap” was added to the bid schedule and shows a quantity of 120 ton. It appears we may be reusing approximately 120 ton (maybe more). But we will be moving and stock piling on site a much larger quantity of riprap. Is the excavation and stock piling of riprap to be included in Line Item A0145?
Response: Pay Item 20401-0000, Roadway Excavation, includes excavation of riprap and stockpiling riprap at an on-site location designated by the CO. Line Item A0145 includes placement of riprap obtained from the stockpile at the locations designated on the drawings.
17. FAR 52.216 is included in the solicitation. It applies that the contract is a “Firm-Fixed Price” contract. However, the bid schedule is set up with line-item quantities. If quantities overrun will the contractor be paid for the additional quantities based on the line-item unit price?
Response: This is a firm fixed price contract based on estimated quantities. Contractor will be paid the unit price for the actual quantity of work ordered, performed, and accepted.
Please see Subsection 109.05 of the FP-14 for further details and explanation.
18. What is the specification for stone fill used in the Gabion baskets?
Response: Please refer to Subsection 705.01 of the FP-14.
19. At Sta 200+22.53 on the Kendall Day Parking Wall and Sta 103+14 on the Boat Ramp Access Road Wall. How do these walls connect in this corner?
Response: Please refer to Plan Sheet D03 and the cross-section sheets.
20. The bearing plate for the soil nail is shown in the corners through multiple baskets? What is the tying/bracing requirements for these areas where the basket is required to be trimmed to accommodate the bearing plate installation? Any modification to the gabion would compromise the structural integrity.
Response: Please refer to Plan Sheet S04.
21. What is the restoration requirements for the area below the Campground Loop Wall that will be disturbed?
Response: Apply turf establishment on all disturbed areas excluding rock and paved surfaces according to M sheets and Sections 624 and 625 of the FP-14.
22. Please provide detail for the plate/multi basket connection. Could the soil nail be drilled through the gabion which is common practice for a failing wall Response: Submit your proposed alternative to the CO for approval.
23. Can the contractor determine the diameter of the soil nail hole to meet and achieve the specified design load?
Response: Yes, detailed design and shop drawings, sealed and stamped by a professional engineer in KY, should be submitted to the CO for his approval.
24. Sheet D06 between STA 301+38 to 301+44 the step up 12' leaves a sheer wall strait up, this will affect the stability of the base for the 2 steps up. Should this remain 6 cubes high as the others in this section.
Response: Submit your proposed alternative to the CO for approval.
25. On sheets T20-25 show dashed line for proposed grade that meets the lower base of each gabion, sheets T01-19 show a solid line that is not called out in the legend and is far behind the gabion baskets. What does the solid grade line represent and what is proposed behind the gabions as the solid grade line is well behind the gabions?
Response: Revised dashed lines with solid lines. See revised sheets as part of amendment 3.
26. Please confirm that the contractor is responsible for the design of the soil nails based on the requirement needs stated in the contract documents.
Response: Yes, detailed design and shop drawings, sealed and stamped by a professional engineer in KY, should be submitted to the CO for approval.
27. Section 259.05 state that excavation may be no more than 6’-0” lifts starting from the top of the excavation. However, the drawings indicate that the slope is excavated back to a one to one and indicates it may be down at one time. Please advise.
Response: Bottom up construction is an acceptable method for this project pending final approval by the CO during construction.
28. Section 259.08 states no slurry can be used. Please advise if this is correct.
Response: The project shall be constructed in accordance with the contract documents.
29. The Standard underdrain system (A0230 60501-0000 and B0200 60501-0000) are listed in the plans under the pay item numbers referenced. These are not indicated in any relevant plan drawings for the proposed project at the Kendall campground. Is there a separate Standard underdrain system section missing from the plans?
Response: Underdrain system and outlet pipes are shown on the typical sections (Sheet B01-B03).
30. Per note on the questions/answers furnished at yesterday's site visit, there was a note that stated if questions were asked 10 days or less prior to bid time they would possibly not get answered in enough time to be included in our proposal efforts. Given the site visit was scheduled less than 10 days of bid time would a bid extension be issued for enough time to get all questions answered that have been asked to date?
Response: The Bid Opening date has been extended to Thursday, June 2, 2022, at 2:00 p.m.
EDT.
