BID SCHEDULE INSTRUCTIONS
PROJECT: MO ERFO NPS OZAR 2017-1(1) &
MO ERFO NPS OZAR 2017-1(3)
BIDDERS PLEASE NOTE: Before preparing the bid, carefully read the Instructions to Bidders. While preparing the bid, comply with the following:
COMPLETING THE BID SCHEDULE
Complete the Bid Schedule(s) by handwriting in ink or typing. Specify a Unit Bid Price, in figures with cents to only two decimal places, for each pay item in the Unit Bid Price column for which a quantity is given. Do not enter or tender a Unit Bid Price for any pay item for which no estimated quantity appears in the Bid Schedule. Determine the products of the respective unit prices and quantities, and show them, in figures, in the Amount Bid column. If a Unit Bid Price and Amount Bid have been inserted by the Government for a pay item, do not change the Unit Bid Price and Amount Bid for the pay item. Determine the Bid Total for each specific individual Schedule of Work by adding the amounts of the listed items, and show in the block provided for that individual Schedule of Work. In case of multiplication errors, the Amount Bid for the item will be based on the Unit Bid Price.
To be eligible for award, bidders must submit prices for each pay item.
Review Subsection 109.05 of the FP (standard specifications book) regarding scope of payment for direct and indirect payment work.
Fill in the Bid Total(s) for each individual Schedule of Work as directed on the Bid Summary page. Fill in the Evaluation Total Price of Project in the space provided on the Bid Summary page.
The amount in Block 17 of the SF 1442 should be completed as follows:
Schedule A - $ .
Schedule B - $ .
Schedule C - $ .
Schedule D - $ .
Schedule E - $ .
Schedule F - $ .
Schedule G - $ .
Schedule H - $ .
SCHEDULES OF WORK
The Bid Schedule is comprised of the following separate schedules and options of work:
Schedule A (Base Contract) - Pages B-1 thru B-3 Schedule B (Government Option 1) - Pages B-4 thru B-6
Schedule C (Government Option 2) - Pages B-7 thru B-8 Schedule D (Government Option 3) - Page B-9 Schedule E (Government Option 4) - Page B-10 Schedule F (Government Option 5) - Pages B-11 thru B-12 Schedule G (Government Option 6) - Pages B-13 thru B-14 Schedule H (Government Option 7) - Pages B-15 thru B-16
The Government will award the project as a Base Contract (Schedule A) with the option to award Schedules B, C, D, E, F, G and H (Government Options 1, 2, 3, 4, 5, 6, and 7); see FAR Clauses 52.217-4 and 52.217-5.
The purpose of the multiple schedules and options is to give the Government maximum flexibility in completing the project in a timely manner and at a cost-effective price, by proper utilization of programmed funds and upon receipt of any additional funds required to award the contract. If complete funding is in place at the time of award of Schedule A (Base Contract), the Government may award Schedules B or C+D+E+F+G+H (Government Options 1 or 2) at that time.
Schedule B (Government Option 1): Must be awarded on the same schedule as Schedule A (Base Contract).
If additional funding is required for the award of Schedules C, D, E, F, G or H (Government Option 2, 3, 4, 5, 6, or 7) and is received after the award of Schedule A (Base Contract), the Government has the right to exercise Schedules C, D, E, F, G, and H (Government Option 2, 3, 4, 5, 6, and 7) at the unit prices bid according to the following schedule:
Schedules C, D, E, F, G, and H (Government Option 2, 3, 4, 5, 6, and 7): No later than 260 calendar days after the Effective Notice to Proceed for Schedule A (Base Contract) and Schedule B (Government Option 1).
COMPLETION OF WORK
If the Government awards the contract as Schedules A + B + C +D + E + F + G + H all at the same time, the performance period to complete all contract work will be 425 calendar days.
If the Government awards the contract as Schedule A plus a combination of one or more of the Government Options, the performance period of the contract will be the total time of the individual performance periods of each awarded schedule as specified below. For example, if Schedules A + B are awarded, the performance period of the contract will be 425 calendar days (A + B).
Schedule A: 295 calendar days Schedule B: 130 calendar days Schedule C+D+E+F+G+H: 165 calendar days
If any of the remaining Government Options are exercised after the award of the original contract, the number of calendar days specified above will become the performance period for that Government Option and will be added to the performance period of the original contract.
In developing a construction schedule to determine the number of calendar days, the Government considered and included the work limitations shown in Sections 108 and 156 of the FP and Special Contract Requirements (SCR’s). Specific work limitations may be (but are not limited to): National legal holidays, weekends, rush hours, night work, specified no work periods, work or traffic control phasing, etc. The Government also considered those work items that are weather sensitive and when those work items will be performed. Specific work items are (but not limited to): those that require a minimum ambient air temperature (asphalt paving and surface treatment, pavement striping, stone masonry, etc); those that require maintaining a minimum surface temperature (concrete pavement, structural concrete, painting, etc); and those that have specific planting seasons (turf establishment, sod, trees, plants, etc). The Government also considered time required for preparing material and drawing submittals, and the allowable Government review times for those submittals (Subsection 104.03 of the FP and SCR’s).
Bidders are to assume that the award of the contract and approval of the Contractor’s Performance and Payment Bonds (see Block 12a of the SF-1442 and FAR Clause 52.228-
15) may result in the start of construction activities to be no earlier than January 2021. See Subsection 108.01 of the SCR’s for additional details.
BASIS FOR AWARD
The contract will be awarded to the responsive, responsible bidder with the lowest Evaluation Total Price of Project, which is defined as:
Schedule A (Base Contract) Bid Total + Schedule B (Government Option 1) Bid Total + Schedule C (Government Option 2) Bid Total + Schedule D (Government Option 3) Bid Total + Schedule E (Government Option 4) Bid Total + Schedule F (Government Option 5) Bid Total + Schedule G (Government Option 6) Bid Total + Schedule H (Government Option 7) Bid Total.

Questions / Clarifications
Bidders can send written questions or inquiries for clarification to: eflhd.contracts@dot.gov.
Questions can be submitted at any time, but questions submitted within 7 days of the bid opening may not be answered in time for the bidder to properly incorporate the responses into their bids.
The following questions and issues were submitted via email. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included.
The Government’s direct response to the sender may also have been updated below for better clarity.
1. Clarification regarding the specified Color Treatment per 725.19 is needed. It is our understanding that the bridges would need to be galvanized, then sent to Natina in Arizona for coating, and then shipped back to our facility for installation of the decking? If so, we’re wondering if you’d like an alternate price for weathered steel or painted.
Response: Natina color treatment is required, weathering steel or painted steel will not be accepted.
2. Would it be acceptable to construct the drilled piers or drilled shafts in accordance with MoDOT standard design which is compatible to the geographic features of the area? Will it be acceptable to install oversized (app. 6” larger than rock socket) casing to rock in order to allow rock removal tooling to access the rock socket? Will it be acceptable to use permanent casing to an elevation above mean water level? If not, will it be acceptable to utilize oversized permanent casing to ground level?
Response: Provide bids based on the project as currently advertised, changes may be considered on a case-by-case basis after award.
3. Bridge plan sheet 1 of 34 for the Jacks Fork Pedestrian Bridge General Notes under Construction states that “The remaining portion of the concrete stub abutments and the H-pile foundation may require removal prior to construction the proposed drilled shaft foundations.”
The Bridge Inspection Report does not show any details for these abutments. What does the concrete portion of the abutments look like? How much concrete and reinforcing steel may have to be removed? How many H-piles are under the abutments? What size are the piling? How long are the piling? Are these pilings founded in rock? Without more information, it is impossible for a contractor to give a firm estimate of the cost of the removals which “may have to be done”. Please furnish this information.
Response: Design drawings of the previous Jacks Fork Pedestrian Bridge are provided as part of Amendment 1.
4. Bid Item No. B0420 Structural Timber and Lumber, Untreated is to meet Specification
716.01. This Specification states “Furnish an inspection certification from an Agency accredited by the American Lumber Standards Committee for the species and grade.” No species or grade is given anywhere I have found. The details appear to show a ½ section of tree trunk. If this is correct, it appears that more detail is needed. What species, what grade, can the segment be trimmed to fit the space between the beam flanges. Trees are not constant diameter so what tolerances for width variation are allowable? Is the bark to be left on the segment? How closely trimmed do any protruding branches need to be? If this segment is actually a ½ sawn tree trunk, I am not sure that this lumber can be obtained with the required inspection and grade.
Response: Bid item updated, and information covering species, grade, fitting, bark, trimming are provided on sheet R26 of Amendment 1.
5. On Plan sheet 26 of 34 Typical Section of the Alley Spring Trail Foot Bridge is the 4”x16” Blocking continuous or only at bolt locations? What is the allowable gap between the fascia sections? Is there a maximum and or minimum length for the fascia segments? I assume there should be some allowance made for deflections that will occur during erection.
Response: The 4”x16” blocking is full length of the bridge as stated on Note 2 of sheet R26.
Information on log fascia is provided on sheet R26 of Amendment 1.
