6923G526R0094 - GLS Administration Building & Maintenance Garage Construction
Questions & Answers
#QuestionAnswer
1Just wanted to clarify the texture of the 4x8x16 Veneer ACMU’s? The Wall Sections for both the Admin. & Maint. Building’s call out for “Decro Face” ACMU’s but, Specification Section 04200; Sub-section 2.1; A. calls out for “Ground face - Thunder Road”. Please note that “Thunder Road” is available for either “Decro face” -or- “Ground face” texture – Please confirm which texture I should quote. (Note: Ground face is approx. 20% more expensive that Decro face)The texture of these should be "Ground Face". Updated wall section drawings (A200-A301) with correct callouts shown in the addendum.
2Rooms 108, 108A, 111, 111A, 116, 133, 134, 137, and 139 have no finishes shown on the finish schedule. Please provide finishes for these rooms. As reflected in revised drawings and specifications

43Can the government please release the magnitude of construction considered for this project?
Under the recent FAR RFO updates, the requirement to disclose the magnitude of construction projects under FAR Part 36 has been removed. The Government will not disclose its internal estimating practices, the Independent Government Cost Estimate (IGCE), or an estimated magnitude of construction. Offerors must base their firm-fixed-price proposals solely on the requirements, systems, and details provided in the Statement of Work, Specifications, and Drawings.
44For the past performance projects, what is the minimum dollar value the government considers to relevant in size and scope? The solicitation does not establish a strict minimum dollar threshold. As stated in the RFP, submitted references must be of "similar scope, magnitude, and complexity" to the requirements detailed in the Statement of Work, Specifications, and Drawings. Offerors should use their best judgment to submit past projects that best demonstrate their capability to successfully execute a ground-up building and maintenance garage of this scale.

All proposals must be submitted no later than September 25, 2026, at 2:00 PM EST in accordance with the solicitation instructions.
47Structural System / PEMB

The drawings appear to indicate primarily a conventional/structural steel building system. Would the Government permit the Administration Building and/or Maintenance Garage to be furnished as a complete pre-engineered metal building (PEMB) system in lieu of the structural system currently detailed, provided the PEMB is engineered to meet all specified loads, dimensions, architectural requirements, performance criteria, exterior finishes, and applicable codes?

If a PEMB system would be considered, please confirm whether it may be submitted as an approved substitution in accordance with Specification Section 01 25 00.

The SOW requires construction in accordance with the approved A/E design and requires deviations to be submitted as an RFI or formal substitution request.No. The Government will not accept a Pre-Engineered Metal Building (PEMB) as a substitution for the conventional structural steel system detailed in the drawings. A change of this magnitude constitutes a fundamental redesign of the facility's structural, foundation, and architectural systems, which exceeds the scope of a standard product substitution. Offerors must base their firm-fixed-price proposals strictly on the 100% architectural and engineering design provided in the solicitation.
48Maintenance Garage Trench Drains:

Please provide clarification regarding the trench drains indicated for the Maintenance Garage. We have been unable to locate sufficient information establishing the complete dimensions and layout.

Please clarify the required permanent 8'-0" high fence system. There appears to be a conflict between:

Section 32 31 19 – Ornamental Steel Fence and

Section 32 31 13 – Chain Link Fence

Please confirm whether the new permanent 8'-0" high fencing is intended to be ornamental steel fencing or black chain-link fencing. If both systems are required, please identify the locations/limits of each system on the drawings.

The SOW includes permanent fencing and fencing alterations as part of the civil/site work. Please review addendum 1 drawings and specifications. Drawings call for Security Fencing that matches specification 323119 Security Fencing and Gates. Specification 323113 is related to the temporary construction fence called out on CD101 and associated details.
51Magnitude of Construction

We have been unable to locate a stated Magnitude of Construction in the solicitation documents. Please confirm the Government's estimated construction magnitude/range for this project.

We recognize that Amendment 00001 revised the NAICS 236220 small-business size standard to $45,000,000, which we understand is the applicable size standard and not the Government's estimated construction magnitude.

Please provide clarification on the above items so Guardian and our subcontractors can prepare proposals based on a consistent interpretation of the contract documents.

79Spec. Section 074113 Metal Roof Panels: This is written around Atas Field-Lok 1 1/2". It should be noted

that Atas does not recommend installing their standing seam panel on roof structures with a roof pitch of no less than 2 on 12. Drawing SA105 shows the South High Roof and the North High Roof having a pitch of only a 1/2 on 12 which far exceeds the minimum recommended pitch. It's been our concern that these 2 roofs will definitely have issues with water infiltrating the standing seam roofs with such a shallow pitch. We never see standing seam roofs specified on roofs structures with a pitch less than a 2 on 12. We also believe that all standing seam panel manufacturers recommend not installing their panels on roofs with a pitch less than a 2

on 12. Please advise.Spec Section 074113 revised to Atas Field-Lok 2" with sealant and sent out in an addendum. The 2" panel is rated for 1/2:12 pitch.
80Drawing A503: The standing seam roof systems shown on drawing A503 list a 6-mil vapor barrier installed

directly to the metal deck. We would also recommend that a high temperature underlayment be installed over

the 1/2" coverboard. Please advise.Agreed. ATAS ATA-Shield or equivalent underlayment directly over the 1/2" cover board added in addendum to the metal roof panel specification.
81Spec Section 075323: The ½ " coverboard shown on the standing seam roof systems does not describe

what the coverboard is made of and is not listed under the Metal Roof Panel spec. section 074113. Is it safe to say that this board is a cement board which is similar to the coverboard listed in the EPDM spec section

075323?Metal Roof Panel spec. 074113 will be updated in addendum to include separate cover board comprising of 1/2" glass-mat coated gypsum roof board or high-density polyisocyanurate.
82Spec Section 075323 2.3.C: This calls for the membrane to be 90-mil thick. It also calls off Carlisle's Sure-

Tough EPDM under 2.1.A. It should be noted that Carlisle's Sure-Tough EPDM comes in reinforced thicknesses of only 45-mil, 60-mil, and 75 mil, but does not come in a reinforced 90 mil. Carlisle's 90 mil EPDM is only available in a non-reinforced membrane and is not available in a reinforced membrane. We believe that no other EPDM roofing manufacturer offers a 90-mil reinforced product. Please advise if the

membrane is to be 90 mil non-reinforced, or if they want one of the reinforced membrane thicknesses.Specification Section 075323 2.3.C will be 90-mil thick. Acceptable product updated to Carlisle Sure-Seal EPDM in 2.1.A in addendum.
83Spec. Section 075323 1.7.C1: This calls for a manufacturer's 20 yr warranty but does not list the wind speed
warranty (ex. 20yr/?mph). Please provide.Specification Section 075323 1.7.C1 revised to include wind speed rating in warranty.
84Drawing A101: Shows tapered EPDM roofs on the lower roof plan. Please provide the minimum insulation
thicknesses at the roof drains and the required R-value at the roof drain locations.Minimum required R-value over roof deck is R-35 as indicated on G101. Provide 7" continuous insulation at roof drain locations.
85Spec. Section 075323 2.5 A: Calls the insulation off as "Extruded Polystyrene (XPS)". Does this insulation

need to be XPS or would it be acceptable to use a closed-cell polyisocyanurate board such as Carlisle's Insulbase insulation? This insulation has an R-value of 5.7 per inch and depending on the answer to item #6 it

could make a difference in insulation thicknesses at the perimeter edges. Please advise.Specification Section 075323 revised in addendum to include a closed-cell polyisocyanurate board as the preferred insulation board type.
86Drawing A503, Detail 3: Is there a minimum R-value required on the canopy roof system as shown on detail
3 on drawing A503, or are we to scale the insulation thickness which scales as being a minimum of 9"?Insulation on canopy roof does not have a minimum R-value requirement, but should instead match the thickness/profile of tapered insulation at the adjacent lower roof insulation at the building where the two roofs join. Sheet A503 revised in addendum to include clarification.
87Spec. Section 074113 Metal Roof Panels is written around Atas Field-Lok 1 1/2". It should be noted that Atas does not recommend installing their standing seam panel on roof structures with a roof pitch any less than 2 on 12. We also believe that all standing seam panel manufacturers recommend not installing their panels on roofs with a pitch less than a 2 on 12. Please advise.See answer to question 79.
88The standing seam roof systems shown on drawing A503 list a 6-mil vapor barrier installed directly to the metal deck. We would also recommend that a high temperature underlayment be installed over the 1/2" coverboard. Please advise.See answer to question 80.
89The ½ " coverboard shown on the standing seam roof systems does not describe what the coverboard is made of and is not listed under the Metal Roof Panel spec. section 074113. Is it safe to say that this board is a cement board which is similar to the coverboard listed in the EPDM spec section075323?See answer to question 81.

95Must past performance references be for fully completed contracts, or will the Government accept ongoing contracts that are substantially complete (for example, 75% or more complete)? If ongoing contracts are acceptable, is there a minimum percentage of completion, and should the current contract value be reported in place of the final contract amount? The Government will accept past performance references for ongoing contracts provided the construction is at least 75% complete at the time of proposal submission. For ongoing projects, offerors must clearly state the current percentage of completion, a brief description of the work remaining, and the current funded contract value (including any executed modifications) rather than the anticipated final amount.
96Can you please provide a project estimate for bonding purposes?See answer to question 51.
97-Would the Great Lakes St. Lawrence Seaway Development Corporation be open to extending or

modifying the project schedule substantial completion date to accommodate exterior winter working conditions, and the added cost to the project for winter operating expenses associated

with running the project through the winter months of 2026-2027?No. The Government will not extend or modify the project schedule's substantial completion date to accommodate winter working conditions. Offerors must include all necessary costs for winter operations—such as temporary heating, snow removal, and ground thawing—within their firm-fixed-price proposals to ensure continuous progress and meet the required Substantial Completion date.

Yes, the 10-page limit includes cover pages table of contents, and indexes.
118The instructions request contracts "accomplished within the last five years," while evaluation refers to performance "that has taken place within the past five years.” Question: May an ongoing contract be submitted as a past performance reference, if so, is there a minimum percentage of completion required? The Government will accept past performance references for ongoing contracts provided the construction is at least 75% complete at the time of proposal submission. For ongoing projects, offerors must clearly state the current percentage of completion, a brief description of the work remaining, and the current funded contract value (including any executed modifications) rather than the anticipated final amount.
119The Brand Name Justification says use of the VID Fire-Kill water mist system avoids the need for a traditional fire pump and water storage tank. However, the drawings expressly show a fire pump serving both buildings, and the specs contain a full fire-pump section. Attachment E states that use of the VID Fire-Kill low-pressure water mist system avoids the need for a fire pump and water storage tank; however, Drawings FP004/FP005 and Specification Sections 213113 and 213900 require a fire pump and associated controller. Clarification: Please reconcile these requirements and confirm whether the Contractor is required to furnish and install the fire pump and controller shown in the Contract Documents. Please also confirm whether a water storage tank is required.A traditional sprinkler fire suppression system would require a combination of a water pump and water storage tank to ensure adequate flow and pressure due to the site’s low-pressure. The water mist fire suppression system will still require a (lower flow) fire pump as specified in the Contract Documents, but eliminate the need for a water storage tank.
120Spec 312319 appears to require all water encountered during excavation to be collected, sampled, and disposed at an offsite facility because of site contamination, potentially a substantial cost. Question: Does Specification Section 312319 require all groundwater, perched water, precipitation, and other water collected from excavations to be transported to an off-site disposal facility regardless of analytical results, or may water demonstrated to meet applicable discharge requirements be managed onsite or discharged in accordance with the SWPPP?
Existing site contamination is not expected. Water not contaminated by construction activity may be managed in accordance with the SWPPP. If the Government suspects differing site conditions (e.g., pre-existing contamination), it will direct testing and disposal in accordance with FAR 52.236-2 (Differing Site Conditions) or FAR 52.243-4 (Changes). Offerors should not include a contingency for off-site contaminated water disposal in their base proposals."
