About this file

This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the GLS Contracting Office in Massena, NY for solicitation 6923G526R0094. The amendment, numbered A00006 with an effective date of 09/24/2026, revises answers to previously asked questions and updates specification section 323119. The due date for proposals remains unchanged. The amendment clarifies requirements for an ornamental security fence project.

Key revisions include: (1) the corrected concrete foundation depth is 5' 6" with a 12" diameter (revised from the previous answer regarding the initial 8' deep specification); (2) confirmation that the fence is meant to match the aesthetics of the adjacent Visitor Center, with the fence panel being slightly different but visually compatible; (3) specification that post size should be 3" Square as a function of fence height; and (4) clarification that offerors may use the basis of design product or an equivalent product with less stringent foundation requirements, provided foundations meet the minimum depth below frost line of 5' and comply with supplier requirements. All other terms and conditions remain unchanged, and the amendment requires no contractor signature or return.

The purpose of this amendment is to answer the following questions:

• Revision to Question #6 from amendment A00005:

6.) Q: For the ornamental security fence. The foundations called for are gigantic vs a typical foundation, probably uses 5X as much concrete & labor. Our equipment can not dig to that depth either, so I’d have to sub out. Any consideration to a more normal sized foundation? 4’ deep X 12” diameter?

• A: The Echelon II fence matches the Visitor’s Center fence. Their requirements call for 8’ deep as shown in the attached product data. There is a possibility for a shallower foundation with closer (6’) post spacing as opposed to the 8’. Still less concrete overall at 8’ spacing though. Offerors can utilize the basis of design product or an equivalent product with less stringent foundation requirements would also be acceptable, as long as the foundations are at least down below frost depth of 5’ and meet supplier requirements.

• REVISED ANSWER: The correct concrete depth is 5' 6". Correct diameter is 12".

• Q:The specification it says under 2.1.A “basis of design for the fencing system is specifically selected to match the aesthetics of the adjacent Visitor Center.” Can you confirm if that is the fence that this one is meant to match? If so, by my records it does not quite match what is in your specification. This specification also does not qualify post size.

A: The fence panel itself is slightly different from the one at the Visitor Center but it still matches the aesthetics. Post size should be 3" Square. The size is a function of the height, so it should match the existing Visitor’s Center as long as they select that manufacturer. Should they select a different manufacturer, their post size may vary and we’ll need to evaluate if that feature is one of those that are salient to the determination.
