About this file

This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by GLS Contracting Office in Massena, NY for Contract ID 6923G526R0094, effective September 23, 2026. The amendment addresses questions received regarding fence specifications and provides clarifications on temporary and permanent fence requirements.

For temporary fencing, the amendment confirms that panel base fences with sandbags are required (not driven posts), temporary gates should be a minimum of 10 feet wide (not motorized), and privacy screens are acceptable as an alternative to slats. For permanent fencing, the amendment clarifies that the ornamental aluminum security fence panels may be 6 feet or 8 feet wide at contractor discretion, Specification 323113 regarding vinyl-coated chain link is not relevant, and foundation depths must be at least 5 feet below frost depth with closer post spacing (6 feet) as an alternative to the specified 8-foot spacing with deeper foundations. Offerors may use the basis of design product or equivalent products with less stringent foundation requirements, provided they meet minimum frost depth requirements and supplier specifications. The amendment includes attached Echelon II product data. All other terms and conditions remain unchanged, and the due date for proposals is unchanged. Acknowledgment of receipt by offerors is required prior to the specified hour and date.

The purpose of this amendment is to answer the following questions:

• 1.) Q: Notes on C001 & Spec. 015000 have several reference to “movable” or “portable.” Plans say to refer to the details on CS501…although that detail calls for “panel base and sandbags” it is depicted like a fence that would have driven posts though. Temporary fence typically has driven posts with the mesh stretched continuously or individual panels on stands. A: We want panel base fences with sandbags.

• 2.) Q: Gates? CD101 requests a 24’ wide gate. Detail 1/ CS501 shows a 10’ wide DSG. Pedestrian Gate detail 4/ CS501 is constructed like a permanent SSG. Spec.

015000; 1.5.B is calling for a temporary gate to be “motorized”? A: We do not require a motorized temporary gate. The temporary gate should be a minimum of 10' wide.

• 3.) Q: Privacy intent? Spec 015000; 1.5 calls for slats. Slats are very time consuming & expensive. Also, they would not be practical if going in panels. Is privacy screen an option? That too is not ideal on panels though. A: A privacy screen is acceptable.

Permanent fence:

• 4.) Q: “Security Fence see specification 323119” on CS101. This is an industrial ornamental aluminum fence. There are no details for it nor do I see post spacing in the specification. The manufacturer offers these panels in 6’ & 8’. Especially more important because 3.3.D.3 is calling out post depth 8’ & 18” diameter! A: Width of panels, 6' or 8' is left up to the contractor. 8' would be more practical for our purposes.

• 5.) Q: Why is there a Spec. 323113? Is there an alternate for a permanent vinyl coated chain link fence in lieu of the ornamental aluminum? If so, there’s also no permanent fence details. A: Spec 323113 is not relevant.

• 6.) Q: For the ornamental security fence. The foundations called for are gigantic vs a typical foundation, probably uses 5X as much concrete & labor. Our equipment can not dig to that depth either, so I’d have to sub out. Any consideration to a more normal sized foundation? 4’ deep X 12” diameter? A: The Echelon II fence matches the Visitor’s Center fence. Their requirements call for 8’ deep as shown in the attached product data. There is a possibility for a shallower foundation with closer (6’) post spacing as opposed to the 8’. Still less concrete overall at 8’ spacing though.

Offerors can utilize the basis of design product or an equivalent product with less stringent foundation requirements would also be acceptable, as long as the foundations are at least down below frost depth of 5’ and meet supplier requirements.
