Solicitation# 6913G621R200006 Amendment No. 0003

Question No. 1: In the instructions to bidder is says to email it to you but on the solicitation form it says to mail it. I’m assuming you want it emailed? In the solicitation the first page of standard form 1442, in section 13 near the bottom of the page says to send bids to the place specified in section 8 which refers us to section 7 which is the address of Volpe in MA.

Answer No. 1: Proposal documentation should be sent VIA EMAIL to CO Brett Clemens at Brett.Clemens@DOT.gov. No paper copies will be evaluated.

Question No. 2: Section 31 62 17 Steel Piles – 1.05 Product Handling mentions damages to pile coatings. However, there is no mention of coating requirements in the specification for steel piling. Please confirm that coating on piling are not required. If they are required provide the specification for these coatings.

Answer No. 2: (See Attachment J.4 SPECS_Rock Harbor Dock Rehabilitation _100 Design_080620.pdf) Specification Section 09 95 00 Coatings applies to the steel piles as noted in the specification. (Specifically, Part 1, Section 1.02 Scope of Work – see item 1 and in Part 2 – Products, 2.01 Materials, A. Steel Coating… (Found on pages 43 and 44 of

PDF)).

Question No. 3: Sheet S104, section A: Can we utilize a sloped precast panel rather than a thin layer of cast-in-place concrete over precast?

Answer No. 3: (See Attachment J.1 DWGS_Rock Harbor Rehabilitation_100% Design, Page 8) The cast-in-place topping shall be used per the drawings and specifications. (See Attachment J.4 SPECS_Rock Harbor Dock Rehabilitation _100 Design_080620.pdf Part 3-Execution 3.01 CAST-IN-PLACE CONCRETE, Starting at Page 15). There should be a slight slope used so that water would drain off the dock so there is no ponding of water but the intent of the thin layer applied in the field is to provide a smooth transition from new to old concrete deck. The MEGLE and ACoE permits require adherence to the drawings and specifications. The contractor will be required to apply a concrete topcoat to provide that smooth transition even if the contractor provides a pre-cast concrete panel with the 1% slope already applied.

Amendment No. 0003

Question No. 4: Is there any additional site storage space at or near the project after Sept. 12th that can be utilized by the contractor for temporary equipment or material storage?

Answer No. 4: The contractor will have access to a lay down area – with no estimate of the square footage available for storage. The contractor needs to include in its proposal what they need to store and a rough size estimate, the Park can then determine if they can accommodate that footprint. The contractor will have access to an additional storage area on site to temporarily store materials, to be located and confirmed at the pre-construction meeting. Since the ferry and concessionaire services (visitor center, lodge and restaurant) will be closed, the majority of the beach and surrounding area would be available if needed. Also, the contractor will have an area at the Visitor Center in Houghton MI to pre-stage materials if requested by the contractor.

Question No. 5: Can lake water be used for concrete batching? If not is potable water available to the contractor at the site?

Answer No. 5: (See Attachment J.4 SPECS_Rock Harbor Dock Rehabilitation _100 Design_080620.pdf, at Page 14). Lake water use is acceptable as long as it meets the manufacturer’s requirements and Specification Section 03 20 10, paragraph 2.01 E. Recommend the contractor verify with the concrete mix manufacturer that the use of lake water is acceptable. There is potable water available onsite but in limited quantity, this water is also used by the Park Staff that are staying on the island. If potable water is needed after mid-October, there is no guarantee that potable water would be available.

Question No. 6: Can the contractor provide pre-portioned mixture of aggregate and cement (from reputable manufacture) to be placed in a conventional ready mix truck on site where water will be added and mixed on site? For this application batch tickets will consist of aggregate and cement quantities are produced at the manufacture of the pre-portioned mix and water added will be documented on site.

Answer No. 6: (See Attachment J.4 SPECS_Rock Harbor Dock Rehabilitation _100 Design_080620.pdf, at Page 15). Pre-portioned mixtures are acceptable, Specification section 03 20 10 Section 3.01 E. The use of a ready mix truck onsite is acceptable. The Park would work with Volpe and the Contractor to find an appropriate space onshore near the dock for this truck. The contractor needs to include in its proposal the size of truck, including gross vehicle weight.
