Solicitation# 6913G621R200006 Amendment No. 0002
Question No. 1: Plan Sheet S101, Detail A & B, state “Grind Concrete Cap (See Note 1)”. But I can not find the referenced “Note 1”.
Answer No. 1: These details are shown on sheet S102 (Found in Attachment J.1 DWGS_Rock Harbor Rehabilitation_100% Design, Page 6) Note 1 is between Sections A and B on sheet S102. The drawings identify/reference different parts of the drawings with the use of a Alpha/AlphaNumeric designation. The letter or number designation (on top) is the detail view and the SXXX number below is the sheet where that detail (section or view) can be found.
Question No. 2: Plan Sheet S103, Detail A & B, state “24-in Wide x 16-in Deep continuous concrete foundation on mud mat base”. I cannot find any requirements or specifications for the mud mat.
Answer No. 2: Section A and B shown on Sheet S104 (Found in Attachment J.1 DWGS_Rock Harbor Rehabilitation_100% Design, Page 8) refers to a Mud Mat Base. This mud mat is shown in Detail 1 on Sheet S106 (Section A-A). The mud mat (a low strength concrete mix) is placed onto/over the existing rock fill in between the wooden cribbing members. This low strength concrete mix (no reinforcement used) provides a base for the concrete beam (24” X 16” and runs the length of the dock) to sit on. It fills in the voids between the rock filled wooden cribbing. If the rock fill gaps are large, a thicker mix is used. If the rock fill gaps are tight, a looser mix is used to provide some flowability to fill the available voids.
Question No. 3: Specification 03 20 10-6 E2 indicates the batch plant shall be certified. – What certification is required?
Answer No. 3: See Attachment J.4 SPECS_Rock Harbor Dock Rehabilitation _100 Design_080620.pdf Section E. Mixing of Concrete, Number 2, found on Page 17. The contractor shall purchase the ready-mix concrete from a certified vendor. The vendor needs to be certified by National Ready-Mixed Concrete Association.
Amendment No. 0002
Question No. 4: Specification 03 41 00 -3 2.03, B, 4 indicates all personnel and labs testing concrete shall be licensed by the State of Michigan. – What license is required?
Answer No. 4: Attachment J.4 SPECS_Rock Harbor Dock Rehabilitation _100 Design_080620.pdf, references licensure. The State of Michigan requires that professionals working with concrete must be licensed by the Department of Licensing and Regulatory Affairs. (LARA).
Question No. 5: Is there any chance that the final completion of this project could be extended until May 15 of 2022? The concrete work in October is very risky.
Answer No. 5: The Government’s requirement is to complete work by November 2021.
The Government does recognize that there is a risk for concrete work in October and it is mostly dependent on the weather. If there is a delay due to causes beyond the control and without the fault or negligence of the Contractor, the Contractor may bring forth the detailed information in writing to the Contracting Officer, and the Government would consider extending completion time under appropriate FAR clause 52.249-14.
