About this file

This document is a Questions and Answers (Q&A) file for a Pavement Preservation project in Texas, involving multiple National Parks. The Q&A covers technical specifications and clarifications for pavement maintenance operations, including chip sealing, micro surfacing, crack sealing, and traffic control across various park locations. Key topics addressed include weather limitations for construction activities, equipment requirements, aggregate types, working conditions, and specific operational constraints at sites like Padre Island National Seashore and Amistad National Recreation Area. Responses were provided by representatives from Doolittle and VSS, with most answers dated 10/22/25 to 11/4/25, indicating that amendments will be forthcoming to clarify certain technical specifications. The document suggests the project involves multiple parks with varying surface conditions and environmental challenges, requiring precise construction methods and potential modifications to original specifications.

Per Section 407.07 (e) Weather limitations how will anticipated rain or temperatures below 40 degrees for at least 24 hours after application be measured by the FHWA. How will the “anticipated” be measured by the FHWA using NOAA. NOAA only gives chance of precipitation. Anticipated would indicate a certainty of rain should we use a chance of precipitation at 75% per NOAA. If the FHWA is not in agreement with 75% what percent chance of precipitation should be used?

Bid as advertised, Contractor is responsible for determining weather and must base their operations based upon contractor judgment.

Per Section 409.10 Application requires the surface to be fog with water in front of the spreader. To require the surface to be fogged with water in front of the spreader could have an adverse effect on the material and not necessary in certain applications. I would suggest changing the wording to when needed.

Amistad National Recreation Area has several locations on Map 6 & 8 that are requiring a scrub seal. These locations are primarily parking lots with multiple variable widths, islands to work around and dead ends. This is not conducive for chip seal especially for scrub seal which requires a broom to be drug behind the distributor. Other locations on this project and past projects these locations would be surfaced with a Type 2 micro surfacing. Would the FHWA look at changing these locations to a Type 2 micro surfacing.

17 X

Per Section 407.07 (f) and Section 406.05 (e) Weather limitations require sustained winds are less than or equal to 10 miles per hour.

Padre Island National Seashore has an average daily wind speed of 11.1 MPH falling outside the maximum range for chip seal placement. This would not allow placement of the chip seal to be performed per specifications. Would the FHWA allow the maximum wind speed allowed to be adjusted to allow placement to a maximum of 20 mph measured at the spreader bar height?

(h) PAIS (2) perform no work involving heavy equipment or that generates ground vibrations above current traffic conditions. Please clarify what is meant by “the current traffic conditions.” What is the intent of this requirement? If using a vibratory roller to compact the asphalt to specified density is not allowed during current traffic conditions, is the density specification going to be relaxed due to not being able to use a vibratory roller?

The limitations are intended to limit noise, light and vibrations around incubation facility for endangered turtles and provide turtle incubation the greatest chance of success. See Amendment A002

11/4/25 ISS

22 X

SCR Section 703 Aggregate states use only one type of aggregate for the chip seal surface treatment. Please clarify this reference to using FHWA type 1C or TxDOT grade 4 on the entire project. Is the contractor required to use one or the other at all locations in this contract?

Use only one type of aggregate on the surface treatment at each park. Do not switch between TxDOT Material specifications and following within one park; See Amendment A002

11/4/25 ISS

23 X

The primary aggregate used in Texas for micro surfacing is TxDOT grade 2, not ISSA type II as specified in this contract. If the contractor can use TxDOT grade 4 aggregate for the chip seal in lieu of type 1C, will WFL allow the contractor to use TxDOT grade 2 aggregate for micro surfacing rather than ISSA type II?

Yes, See Amendment A002. 11/4/25 ISS

24 X

Micro surfacing Item 409 the two weeks to one month after completion of micro surfacing application, before application of paint, is it only required in parking areas or all routes that receive micro surfacing, other than parking lots?

The specification applies to all routes that receive micro surfacing.
