About this file
This document is an Amendment (A002) to a Federal Highway Administration solicitation (No. 69056725R000006) for a Pavement Preservation project in Texas. The amendment, dated 11/07/2025, revises multiple sections of the original solicitation, specifically updating technical specifications for aggregate materials, surface treatment application procedures, and contract requirements. Key modifications include changes to chip seal, scrub seal, micro surfacing, and slurry seal aggregate specifications, with detailed revisions to gradation requirements, material testing standards, and application techniques for different aggregate types across various sieve sizes. The amendment provides updated language for Sections 108, 409, 421, and 703, incorporating both standard specifications and Texas Department of Transportation (TxDOT) material specifications for pavement preservation work.

F-7 DIVISION 400
409.08 Calibration. Calibrate mixing equipment according to ISSA A143.
409.09 Production Start-Up Procedures. Conduct a pre-surfacing preparatory phase meeting according to Subsection 153.04(a).
On the first day of placement, construct one 300-foot (100-meter) long control strip, one lane wide.
Coordinate location of the control strip with the CO. Construct the control strip using material, lay-down, and rolling procedures intended for the entire project.
Cease production after construction of the control strip until the material and the control strip are evaluated and accepted by the CO. Repeat the control strip process until an acceptable control strip is produced.
Acceptable control strips may remain in place and will be accepted as a part of the completed surface treatment. Correct unacceptable control strips.
Use these start-up procedures when changing construction procedures, when resuming production after a termination of production due to unsatisfactory quality according to Subsection 106.04, or the beginning of a new construction season.
409.10 Application. Provide a micro surfacing mixture of the proper consistency at all times so as to provide the application rate required by the surface condition. Place with an application rate conforming to Table 409-1 when utilizing aggregate conforming to ISSA A143.
Table 409-1
Application Rate for Micro Surfacing
Aggregate Type(1) Application Rate (lb/yd2)
Type II 17 – 22
Type III 25 – 30
(1) See Table 703-8 for aggregate gradations.
Application rates are based upon the weight of dry aggregate in the mixture. Application rates are affected by the unit weight and gradation of the aggregate and the demand of the surface to which the micro surfacing is being applied.
Fog the surface with water in front of the spreader, when needed.
Provide the CO with a split certified shipping ticket for each separate emulsified asphalt shipment load prior to mixing and application.
Prior to starting application of micro surfacing, calibrate each mixing unit to be used on the project in accordance with ISSA A143 and in the presence of the CO or designated representative. Clean the spreader box prior to start of each work shift.
Blend the additives with the aggregate. Pre-wet the aggregate in the pugmill before mixing with the polymer-modified emulsified asphalt.

F-16 DIVISION 400
Repeat the control strip process until an acceptable control strip is produced. Cease production until the material and the control strip are evaluated and accepted. The CO will indicate which strip will serve as the approved project control strip.
Acceptable control strips may remain in place and will be accepted as a part of the completed project. Correct unacceptable control strips.
Use these start-up procedures when changing construction procedures, when resuming production after a termination of production due to unsatisfactory quality according to Subsection 106.04, or the beginning of a new construction season.
421.09 Polymer Modified Rejuvenating Asphaltic Emulsion Application. Calibrate asphalt distributors before the start of project and when directed by the CO. Calibrate the spray bar height, check nozzle angle, and verify longitudinal and transverse application rates according to ASTM
D2995.
Apply emulsion at a minimum temperature of 130 °F
Apply emulsion uniformly at the optimum application rate determined from the approved control strip. Immediately broom the emulsion to fill cracks and voids with the scrub broom. Use hand brooms in areas that cannot be adequately reached with Scrub Boom attached to and pulled by distributor truck, due to lot configuration. Maintain a neat and uniform line at the edge of the limits of the scrub seal application. Correct skipped areas or deficiencies.
At the end of each day’s production, provide the CO with documentation of calibrations and application rates.
Remove and dispose of material spills and associated debris at the end of each shift according to Subsection 203.05(a) and (d).
421.10 Aggregate Application. Verify the aggregate stockpile moisture daily and use moist surfaced aggregate.
Calibrate aggregate spreaders before the start of project and as directed by the CO. Calibrate the longitudinal and transverse spread rates.
Apply aggregate uniformly at the optimum application rate determined from the approved control strip. Apply the aggregate immediately after the emulsion is applied and broomed.
Operate the aggregate spreader so emulsion is covered with the aggregate before wheels pass over it. For part-width construction, leave an uncovered 6-inch (150-millimeter) wide emulsion strip to permit an overlap of emulsion.
Cover excess emulsion with blotter to protect traffic.
Correct excesses and deficiencies by adding or removing aggregate to achieve a uniform texture before the emulsion cures.
Operate rollers at a maximum speed of 5 miles (8 kilometers) per hour. Do not allow the aggregate to be displaced by pickup or sticking of material to the tire surface. Roll the surface to uniformly
