Sportsman’s Park Transportation Improvements
# General Technical Question Answer Date

Special contract provision 635 calls out a traffic control supervisor to follow section 156.09 of the FP-14. In the FP-14 it calls for a traffic control supervisor to be on site on daily while work is performed and to be qualified as per FP-
14 section 156.03. Is a bid item going to be added as in previous contracts to pay for that person or is it to be considered incidental to the project?
The Government does not intend to add a
Traffic Control Supervisor pay item. See FP-
14 Subsection 109.05, and please bid accordingly.

We are a subcontractor interested in bidding on the Sportsmans Park project (Project No.
69056724B000017). Could you kindly provide us with a list of all the prime bidders associated with this project?
Thank you for your assistance. I look forward to your response.
The Government does not provide this since bidders may obtain the registered vendors list (aka planholders list) from sam.gov after linking their entity to their registration. If you are signed into
SAM.gov with your registered entity and you cannot see the Interested Vendors List, you will need to be assigned the Contract
Opportunities Administrator role for your entity in SAM.gov.
If you need additional assistance, you can reach the Federal Service Desk at 866-606-
8220 or https://www.fsd.gov/gsafsd_sp?id=gsa_ind ex.

Due to the project scope mainly being a parking lot and a trail, will the current wage decision
ID20240073, for Bingham county still be used?
ID20240073 is for highway construction with base points in northern Idaho and Washington.
Will decision ID20240038 be considered for use with closer base points and being more heavy construction in nature?
Please bid according to the wage determination provided in the Invitation for Bids.

The specs for the ID BOR SRAO 0017(1), Sportsman's Park Transportation Improvements project calls for a state department of transportation mix design for the hot mix or warm mix asphalt. Will an SP3 1/2” PG 58-28 mix design from local jurisdictions be acceptable due to the nature of the project?
The project is primarily a parking lot and resembles commercial parking lots more than federal highway projects. ITD also uses our mix design and we have test results and densities from past city and county projects.
The Government does not review or approve materials before award, please bid according to the solicitation documents.

Special contract section 403.02 calls out for a state department JMF to be submitted and also specifies asphalt binder grade PG58-28. It is very rare for the state of Idaho to allow 58-28 binder. Will FHWA remove the binder specification from 403.02 and allow a state verified JMF?
The Government does not intend to modify the asphalt binder grade for Section 403 work because ITD Materials Manual Table
560.03.1 indicates PG 58-28 is available.
Please submit bids according to the solicitation documents.

Why does this project require ATSSA certified traffic control supervisor every day? It seems to be a very small traffic control project to have a requirement like this
FP-14 Subsection 156.03 is a standard traffic safety requirement that the
Government does not intend to revise.
Instead, the Government will revise
Subsection 156.09 of the Special Contract
Requirements under Amendment A002.

With the addition of amendment A002 stating
“The superintendent may be designated as the traffic control supervisor.” Would that person still have to qualify as indicated in section
156.03 Qualification and carry the certifications
under the subsection?
The Government has not removed the requirements under FP-14 Subsection
156.03. Please submit bids according to
the solicitation documents.
