This document contains questions and answers regarding a federal solicitation for rehabilitation work on East Rim Drive within an National Park. The solicitation is offered as a full and open competition through the Department of Transportation Federal Highway Administration. I’m reaching out to see if you could share any General Contractor’s information with us, on who might be inquiring with you about this project. Or any information on GC’s that may have done work in this Park in the past. These type of projects have many challenges and it’s our intent to learn as much about the project as possible before bid day for the best interest of all parties. We find that due diligence and extensive planning help keep costs down and makes for successful projects. Any help would be greatly appreciated.
If you are signed into SAM.gov with your registered entity and you cannot see the Interested Vendors List, you will need to be assigned the Contract Opportunities Administrator role for your entity in SAM.gov.

I see in the preliminary drawings that sheet A.4, vicinity map references Pole Bridge Creek as a material source and staging area.
Does FHWA and the Park plan to use this quarry as a material source for the stone masonry gaurdwalls on the project?
If not, have other material sources been identified in order to best match the existing stone gaurdwalls throughout the project?
please review Special Contract Requirements (SCR's) Subsection 105.02(a) located in the solicitation package. solicitation # 69056722R000013, OR NPS CRLA 13(1), Rehabilitate East Rim Drive file: RFP_East Rim Drive.pdf posted on SAM.gov

Just checking on the status of the change in the technical requirements for this project. Hoping to hear soon if the dollar threshold will be lowered and if the bid date will be extended as a result of this week we have lost.

7 X I was curious if there is a public view of the plan holders list for this project?
The Government does not provide this since bidders may obtain the registered vendors list (aka planholders list) from sam.gov after linking their entity to their registration. If you are signed into SAM.gov with your registered entity and you cannot see the Interested Vendors List, you will need to be assigned the Contract Opportunities Administrator role for your entity in SAM.gov.

The Technical Evaluation Factors, specifically Factor 1, are extremely onerous, to the point of severely limiting the competitive bidding process. Item (1) of Technical Evaluation Factor" Has two or more multi‐year road construction projects of at least $25 Million substantially completed after January 1, 2017 and 30% of the work was self‐performed by the Prime.
This will be address under amendment A001 1/30/2023
