ATTACHMENT 8
SEQ CHAPTER \h \r 1COST PROPOSAL INSTRUCTIONS The minimum amount to be ordered under the resulting contract will be $100,000. The maximum that may be ordered will be $25,000,000.
Any task order that is not pursued under firm fixed priced terms shall be pursued under time and material terms.
Since this solicitation anticipates considerable use of time and material type orders throughout performance, for source selection purposes, the costs of the competing proposals shall be evaluated based on application of the following time and material contract line items (CLINS 1 and 2). The fully loaded labor rates proposed here will be incorporated into Clause B-2 of the contract. The B-2 incorporated loaded rates will be used to price any time and material task order for the duration of the contract. The loaded rates incorporated into the B-2 clause, or discounted rates, must also be used for pricing any fixed price task orders.
Offerors shall insert their team’s proposed fully loaded fixed labor rates using the below chart. The offeror shall provide a single rate for every discipline (e.g., Program Manager, Senior Scientist) in every professional level which will serve as the team’s rate used in all Time-and-Material (T&M) task orders, regardless of whether the hours are to be performed in-house or subcontracted in the performance of the requirements in this contract. The total proposed price for both CLIN 1 and CLIN 2 shall be the sole factor utilized to evaluate price in the source selection process referenced in the Section M provision “Evaluation Factors for Award.” An offeror’s total proposed price shall be used only for evaluation purposes; it is not the value of the contract should the offeror receive a contract award.
Additionally, offerors shall provide a separate chart which demonstrates that each individual proposed meets the minimum qualifications for the labor category under which he/she is proposed (see Attachment 5 Minimum Requirements for Labor), as well as the number of hours proposed.
In accordance with FAR 16.601(c)(2)(i), all fully loaded fixed hourly labor rates shall include wages, overhead, general and administrative expenses, and profit for each category of labor. These proposed fully loaded fixed hourly labor rates for the proposed team will be incorporated into any resulting contract and will be in effect for the entire ordering period of this contact for all T&M task orders. In accordance with EPAAR clause 1552.216-73 (DEVIATION), the Government shall pay the Contractor at the rates established for the duration of the contract. The Contractor shall maintain time and labor distribution records for all employees who work under the contract. These records must document time worked and work performed by each individual on all Task Orders.
CLIN #1: Total Price for all five years of the ordering period of all fully loaded labor rates multiplied by the estimated direct labor hours for each year of performance under the following labor categories.

CLIN #1 rates set forth above shall cover all expenses, including report preparation, salaries, overhead, general and administrative expenses, and profit.
* If offerors recover clerical and/or administrative support costs through their indirect rates, then fully loaded labor rates for these positions shall not be separately proposed. Offerors who recover these costs as indirect costs shall provide supporting documentation from their disclosed accounting practices, or some other form of documentation, that shows how these costs are recovered. If an offeror represents that costs for these positions are recovered as indirect costs, then a clause will be added to any resultant contract prohibiting recovery of these items as direct costs under the contract. If offerors recover clerical and/or administrative support costs as direct costs, then the offeror shall propose fully loaded labor rates for this labor category for each year of performance and include those labor costs in the CLIN #1 labor calculation. Offerors who recover these costs as direct costs shall provide supporting documentation from their disclosed accounting practices, or some other form of documentation, that shows how these costs are recovered.
CLIN #2: Other Direct Costs - Offerors shall propose the following ceiling amounts for anticipated Other Direct Costs:

CLIN #2 expenses include costs associated with anticipated: shop material and supplies, electronic/electrical equipment and supplies, office equipment and supplies, postage and delivery, safety equipment, personal protective apparel, laboratory instruments and accessories, analytical instruments and accessories, field equipment, technology transfer, craftsmen materials, duplication, medical monitoring, computer software and licensing, plumbing equipment, and travel. If an offeror represents that costs for these positions are recovered as indirect costs, then a clause will be added to any resultant contract prohibiting recovery of these items as direct costs under the contract.
Contract Grand Total:
The total for all years figure under CLIN #1 plus the total CLIN #2 figure above results in the Contract Grand Total figure which will be used for evaluation purposes.
